Pre-Proposal Conference for

Repair Ramp Lighting

McConnell AFB, KS 19 August 2015

Early Exchanges of Information

• This conference facilitates the prudent exchange of information between the Government and prospective Offerors.

• Any questions or concerns that may be discussed at this time are specifically non-binding as only the CO can enter into obligations on behalf of the Government.

• If you have any questions concerning this notice, please feel free to ask the contract administrator.

Key Personnel & Their Responsibilities

• CO – The only person who can bind the Government-Ms.

• CA – CO’s assistant-SrA Christian Luevano

• Project engineer – Technical expert-Mr. Albert Seemayer

• Quality assurance-Inspector will be assigned after award

Presenter Presentation Notes CA introduces key personnel in the room and defines their associated responsibilities:

- CO is the only person empowered to obligate the Government.

- CA is the main point of contact between the Government and prospective offerors; acts as the agent for the CO. POC for communication.

- CES/Project Engineer is the technical expert intimately familiar with the performance work requirements associated with the solicitation

- CES/QA is required to report to the CO on contractor performance issues.

• Contract award contingent on funding

• Period of Performance (PoP) – 260 days after notice to proceed (NTP)

• NAICS - 238210

Unique Considerations

• System for Award Management (SAM)

• Wide Area Workflow (WAWF)

• Base Access Requests (formerly MCCON Form 114)

• Bonds

• Availability of Funds - Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the RFP closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse any offerors for any costs.

Presenter Presentation Notes Offerors should acknowledge understanding that base access requests must be submitted for each employee who needs to gain access to the base. Contractor badges must be worn at all times by each employee while on base. All badges must be turned in to the Government prior to the final invoice being paid.

• Late proposals not accepted

• Past Performance Tradeoff – past performance significantly more important than price

Presenter Presentation Notes Note that delay should be anticipated when hand-carrying proposals. Offerors should allow sufficient time to obtain any required passes and arrive at the bid depository PRIOR to the time specified for receipt

• Only an amendment from the CO changes the solicitation

• Acknowledgement procedures-(contractor must acknowledge to be binding)

Presenter Presentation Notes There are no changes to the solicitation package without an official amendment from the CO.

Educate offerors on the proper way to officially acknowledge amendments to the solicitation on their proposals by signing, dating and submitting page 1 of the SF30 of each amendment.
