SECTION 00 90 00

STATEMENT OF WORK

1. GENERAL: This Statement of Work (SOW) is for PRQE 16-0123, Repair the Mass Aircraft Parking Apron (MAPA) Ramp Lighting on McConnell AFB Airfield. This project replaces the existing ramp lights controls with a new lighting contractor and lighting controls.

2. GENERAL PROJECT DESCRIPTION

2.1. PRQE 07-0177 as-build drawings have been provided and should be reviewed to determine how the original lights were installed.

2.2. Contractor may be required to stop or delay work for wing events, exercises or contingency actions.

2.3. Contractors must comply with the requirements in the Contractor Vendor Letter.

2.4. Any scheduled ramp outages must be fully coordinated with Airfield Management, Security Forces and Operations through 22 CONS 7 Calendar Days in advance No more than one pole of fixtures will be inoperable during the period between Dusk to Dawn.

2.4.1. Delay(s) may be incurred during poles installation and removal when aircraft are in close proximity to work area. Coordination with Airfield manager on aircraft movement will be required during pole removal and installation to insure adequate safety distance is maintained between aircraft and work zone in order for delays to be avoided or minimalized

2.5. Contractor is responsible to provide properly trained personnel with properly marked vehicles on the airfield.

2.6. A Free Zone will need to be established in work area before construction can commence.

3. DESIGN BUILD PERFORMANCE BASED WORK

3.1. GENERAL: The work covered under this Contract option consists of furnishing all plant, labor, expertise, equipment, materials, facilities, transportation, and appliances necessary to hire a Licensed Architect-Engineer (A-E) to design this project and perform construction operations in connection with the government approved A-E design.

3.2. WORK DESCRIPTION:

3.2.1. The Contractor shall supply all equipment, labor, and materials necessary to remove and replace the MAPA ramp lighting controller system on McConnell AFB as designed by the

Contractor’s A-E in accordance with the design description below.

3.2.2. The existing MAPA ramp lighting controller uses a Smart Wireless Photocell controller where individual fixtures are controlled by a computer system. The Smart Wireless Photocell are an intelligent photo control at the fixture side will be replaced by shorting caps. All existing controller components (radio, antenna, computer system…) will be replaced by a 3 phase lighting contractor located in building 1104.

3.2.3. The MAPA ramp lighting controller system shall have a time clock, silicon photo cell (equivalent to American Electric Lighting model DP) to prevent lights from staying on during daylight hours and manual on/off override. The Time clock shall be able to keep time during a power outage and have a minimum accuracy of +/- 30 seconds/year. The Ramp lighting controller shall have a selector switch with the following options: OFF, TEST(ON), DAY/NIGHT, DAY/NIGHT w/Clock. Each pole will be on an individual lighting contactor.

3.2.4. The work shall be designed and executed that no more than one pole of fixtures will be inoperable during the period of Dusk to Dawn.

3.2.1. The Contractor shall remove all debris generated to offsite locations in accordance with all State and Federal laws.

3.4. GENERAL DESIGN DESCRIPTION:

3.4.1. The Contractor shall hire a Licensed Architect-Engineer (A-E) to furnish all services, materials, supplies, equipment, investigations, computations, studies, supervision, and travel as required in connection with this Statement of Work (SOW), and all furnished and referenced design instructions. Unless specifically identified in writing by the Contracting Officer, the scope and extent of the work described by this Statement of Work (SOW) cannot be reduced as a result of government personnel misstatements, errors and omissions committed during Pre- Proposal meetings or conference calls that may be held to clarify this SOW.

3.4.2. All design drawings, plans sheets and specifications shall be sealed by a licensed engineer after 100% design is approved and before construction can commence.

3.4.3. The Contractor A-E will also incorporate the McConnell AFB General Requirements Specification 00 10 00 into the specifications used by this project. The contractor shall provide additional specifications that pertain to the work being performed IAW paragraph 3.5.7.

3.5. DESIGN: The Air Force will furnish basic design criteria to the Contractor’s A-E from which specifications and drawings can be developed to produce the project documents.

Suggestions that will improve the operational functions, enhance appearance, and prove to be more economical and advantageous shall be made at the appropriate review conferences.

3.5.1. DESIGN INSTRUCTIONS: The design shall incorporate the requirements as discussed in the pre-proposal conference and requirements of the publications listed below. All

PRQE 16-0123 SOW - 3 5 August , 2015 such data or correspondence that are marked "For Official Use Only" shall be protected as required by DoD 5400.7-R. Upon request from the Contracting Officer, all government-furnished materials shall be returned to the Contracting Officer within 30 days.

3.5.2. PROJECT CRITERIA: The project design shall conform to the latest standards and codes. This list is not intended to include all criteria that may apply or to restrict design and construction to only those references listed. Also, all current applicable UFC codes and regulations not specifically described under this section shall be included in the design as well:

3.5.4. GOVERNMENT-FURNISHED INFORMATION AND MATERIALS: The following information and materials will be furnished to the contractor by the government for the execution of the project work for this work:

3.5.4.1. McConnell AFB General Requirements Specification 00 10 00.

3.5.4.2. Repair East Ramp Lighting as Built Drawing PRQE 07-0177 and the relocation of Ramp lighting has been provided.

3.5.4.3. The As-built drawings may be incomplete. Do not rely on government record drawings for design. The contractor shall verify existing Field conditions and include any deviations into bid.

3.5.4.4. Engineering Technical Letters (ETLs) - It will be the Contractor’s A-E’s responsibility to review all ETLs available to determine which ETLs are applicable to this project. A list of ETLs can be found at http://www.wbdg.org/ccb/AF/AFETL/etl_index.pdf. A copy of the ETL can be downloaded by typing the ETL number in the search section in the upper right-hand corner of at http://www.wbdg.org/ccb/ccb.php. Electronic copies can be provided upon request.

3.5.5. DRAWING AND SPECIFICATION STANDARDS

3.5.6. All final documents shall be submitted on Compact Disk with drawings in AutoCAD and Adobe Acrobat file format, specifications and design analysis in Microsoft Word and Adobe Acrobat file format, AF Material Submittal Registers (MSR’s) in Microsoft Excel and Adobe Acrobat file format, and cost estimate in Microsoft Excel format. The number of Compact Disk with above information is shown in paragraph 3.10.1. All items that will be included in the electronic bid package shall be in Acrobat format for transmittal to bidders.

3.5.6.1.1. The Contractor’s A-E shall provide all design, construction and contract drawings prepared with Computer-Aided Design Drafting (CADD) System. The new work, as-built and other drawing sheets shall be produced on CADD. The Contractor’s A-E shall verify that all drawings and electronic deliverables meet all requirements prior to submittal to the Contracting Officer.

3.5.6.1.2. The Contractor’s A-E will be provided a copy of the Government’s standard title block, and a cover sheet. The Government will also provide a copy of the Government’s operating instruction outlining the nomenclature for depicting sections, details, and elevations.

3.5.6.1.3. The Contractor’s A-E shall provide the Government original drawings that are plotted by the printer. Do not submit to the Government reproductions/copies of the original plot as a substitute for the original plot.

3.5.6.1.4. Drawings are to be accomplished by competent professional drafting personnel using the Architectural/Engineering/Construction (A/E/C) Computer-Aided Design and Drafting (CADD) Standard. These standards shall be used as a reference, and guidance shall be down loaded from the CAD/BIM Technology Center for facilities, infrastructure and environment site at https://cadbim.usace.army.mil . Architectural Graphic Standard may be used as second references. Sections, details, and pipe profiles shall be drawn in accordance with McConnell AFB standards.

3.5.6.1.5. All site drawings shall be to scale. Site legends shall be provided for all symbols, materials, and abbreviations used on the drawings. Details, sections, profiles, and plans shall be identified and cross-referenced.

3.5.6.1.6. Prior to final submission, the Contractor’s A-E shall affix professional engineer seal to each of the original drawings.

3.5.6.1.7. Drawings will be in English measurements for this project.

3.5.6.1.8. The Contractor’s A-E shall provide CADD information in the format specified below:

3.5.6.1.9. All digital data files shall be drawn in actual size (1 : 1) and in model space with borders in paper space and shall be provided in a vector format (modifiable drawings) and saved as a DWG file using AutoCAD, Release 2013 or the latest version used by 22 CES.

3.5.6.1.10. CADD data shall be provided on 5-1/4” CD-ROM with CD and container labeled with the drawing number, project number, project name, company name, and the date the CD was made. Each CD shall be in a hard plastic 13/32” thick protective rectangular container.

3.5.6.1.11. No zipped, compressed or spliced files will be accepted.

3.5.6.1.12. Electronic drawings shall include an index, specifying each alpha-numeric electronic file name as it corresponds to the sheet numbers. Electronic alpha-numeric drawing index shall be in the same order as the drawing sheet name sequence.

3.5.6.1.13. The Contractor’s A-E shall ensure that the drawings which use external file references (XREF’s) shall be attached without device or directory specifications.

3.5.6.1.14. After design completion and Government acceptance, the Contractor’s A-E shall retain a copy of a digital media (with all files included) for at least one year and on request, will provide up to 2 additional copies of each to the Government at no additional cost.

3.5.7. SPECIFICATIONS:

3.5.7.1. Specifications included in SOW and additional Specifications added by the A-E designer, including all technical and special conditions, shall be based on Unified Facilities Guide Specifications (UFGS) and modified for Air Force construction and shall be prepared by the Contractor’s A-E to meet government standards. As part of the design the contractor shall add all relative Unified Facilities Guide Specifications (UFGS) applicable to the work being performed. The Unified Facilities Guide Specifications (UFGS) are published only in electronic format and are intended to be used with SpecsIntact software. The Schedule of Material Submittal forms as outlined in paragraph 3.5.9 shall include items identified in the UFGS/SpecsIntact as government required approval.

3.5.7.2. The Contractor A-E will also incorporate the McConnell’s General Requirements Specification 00 10 00 into the specifications used by this project. A copy of McConnell’s General Requirements Specification 00 10 00 has been included in the solicitation.

3.5.8. DESIGN ANALYSIS: Design analysis shall be bound on 8½” x 11” paper, arranged by discipline and support all design decisions made throughout the design. The design analysis shall include calculations, material cut sheets, explanations of any options considered, an itemized bid schedule, and an estimated construction time period. The design analysis will also contain previous review comments annotated with action taken and a listing of any outstanding issues requiring resolution, each as a separate section, bound on 8½” x 11” paper, arranged by discipline and specification section.

3.5.9. SCHEDULE OF MATERIAL SUBMITTALS (SMS) FORM: The Schedule of Material Submittal forms shall be updated to include submittals required by specifications added by the A-E as identified in the UFGS/SpecsIntact. This SMS shall be submittal that requires government approval. A corrected final, unbound Schedule of Material Submittals shall be submitted to the Contracting Officer in addition to the number of submittals as noted in paragraph 3.10.1.

3.5.10. OWNERSHIP:

3.5.10.1. The Government's rights to ownership of the digital data and other deliverables developed by the Architect-Engineer under this contract shall be unlimited. The Government has the legal right to demand unrestricted ownership to all data, designs, and materials for which the Government paid 100-percent of the cost.

3.5.10.2. The Government, for itself and such others as it deems appropriate, will have unlimited rights to all information and materials developed under this contract and provided to the Government and documentation thereof, reports and listings, and all other items pertaining to the work and services pursuant to this agreement including any copyright. Unlimited rights under this contract are rights to use, duplicate, disclose data, and revise any information, in whole or in part in any manner and for any purpose whatsoever without compensation to or approval from the Contractor’s A-E. The Government will at all reasonable times have the right to inspect the work and will have access to and the right to make copies of the above-mentioned items. All digital files and data, and other products generated under this contract, shall become property of the Government.

3.5.11. AFFIRMATIVE PROCUREMENT: The Contractor’s A-E shall look for opportunities to maximize the use of products containing recycled/recovered material, and to use recovered/recycled products, bio-based products, energy efficient products, and other products determined to be environmentally preferable in construction projects. The Contractor’s A-E shall include a section in the Design Analysis about Affirmative Procurement.

3.5.11.1. Design shall address/consider use of energy conservation, pollution prevention, waste reduction, and use of recovered materials as appropriate. A-E shall specify the maximum practicable amount of recovered materials, consistent with performance requirements, availability, price reasonableness, and cost effectiveness. AFI 32-7080’s designated guidelines must be met or exceeded.

3.5.11.2. A-E shall use Recovered Materials Determination Form and include it in the Design Analysis. Separate certification will be required from AE as determined by the MAFB technical project manager.

3.5.12. OZONE DEPLETING SUBSTANCE STATEMENT: OZONE DEPLETING

SUBSTANCES: It is the Air Force policy to eliminate the use of Class I Ozone Depleting Substance (ODS) in all Air Force procurements. In accordance with AFI 32-7086, the Contractor’s A-E shall provide a letter which contains the date, project engineers name and signature, project number, project title, and the following ODS statement on Contractor’s A-E letterhead.

“I have reviewed the requirements, including available technical documentation, and believe that it does not require the use of Class I Ozone Depleting Substances (ODS) identified in the Air Force Policy in performance of the contract, nor is it written so that it can only be met by the use of a Class I ODS.”

The Contractor’s A-E shall provide this letter along with the final submittal.

3.5.13. DESIGN SCHEDULE

3.5.13.1. The work, design, and other related data and services required in accordance with the contract shall be accomplished to produce a finished construction project within the contracted awarded cost and project scope stated in this SOW. See paragraph 3.10.1 for a submittal delivery chart. Percentages below apply to the completed design package. The government reserves the right to disapprove any submittal if the submittal is not complete in accordance with this Statement of Work and the Contractor’s A-E will be required to resubmit the complete submittal package.

3.5.14. ARCHITECT - ENGINEER SERVICES

3.5.14.1. PRELIMINARY (30%): NA.

3.5.14.2. PRE-FINALIZED DESIGN (60%): The A-E shall submit the pre-finalized package based on this Statement of Work (SOW), the results of the field surveys, and the recommendations for design options. The A-E shall perform field reconnaissance, analyses, site investigations, including travel, work required to obtain engineering information and design data for the accomplishment of the contract documents of the project in accordance with requirements of this SOW. All site inspections must be coordinated ahead of time through the Contracting Officer. The design submittal will include a design analysis, and design drawings. The design drawings shall contain sufficient detail to show functional areas and all technical data pertaining to the construction. The 60% design shall contain all items listed in paragraph 3.10.1.

3.5.14.2.1.1. FINALIZED DESIGN (90%): The finalized design (90%) will include the preliminary (60%) design documents with all review comments incorporated. The design will be complete so as to leave the Architect-Engineer no question as to the scope of the project. The 90% design shall contain all items listed in paragraph 3.10.1.

3.5.14.2.1.2. FINAL SUBMITTAL (100%): Submittal will incorporate all changes outlined in the review comments from the finalized (90%) design. The design package will include a design analysis & drawings. Submittal shall include all documents as outlined in paragraph 3.10.1.

3.5.14.2.1.3. FOR CONSTRUCTION: The contractor will provide a sealed set of drawings and specifications the government after final review and government approval. Submittal shall include all documents as outlined in paragraph 3.10.1.

3.5.15. INITIATION OF WORK: The Contractor’s A-E may not proceed or initiate any work or any succeeding design level of the work required under paragraph 3.5.13.1 prior to receipt of original Notice to Proceed, receipt of approval of the preceding design level, or receipt of a contract modification. Any work done without being directed to do so by the Contracting Officer shall be at the Contractor’s A-E’s own risk.

3.5.16. GOVERNMENT DESIGN REVIEW: The Contracting Officer or authorized representative may furnish the Contractor’s A-E review comments on the data submitted. The government's review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. Any review by the government of technical items shall not be construed to relieve the Contractor’s A-E of responsibility for technically correct and complete documents in compliance with applicable codes and industry standards. Review comments for compliance with Federal Acquisition Regulations (FAR) will also be provided by the Contracting Officer. The Contractor’s A-E shall comply with the review comments in the development of data for the next submittal. If any review comment requires clarification and/or amplification to assure compliance, the Contractor’s A-E shall notify the Contracting Officer in writing. After each review, the Contractor’s A-E will be furnished one set of comments to be annotated and returned to the government. Comments annotated by the Contractor’s A-E with a "D" - do not concur, "E" - exception, or "X" - delete, shall have an explanatory note added to justify the noncompliance with the comment. Comments annotated by the Contractor’s A-E with a “C” -concur, do not require explanation. The Contractor’s A-E shall furnish these annotated comments to the government with each subsequent submittal. Review periods listed in paragraph 3.5.13 are in calendar days and are the minimum time required and may be extended.

3.6. SPECIAL CONDITIONS

3.6.1. RECORDS MANAGEMENT: In the event the Contractor, creates, handles and maintains records for the Air Force, either electronic or paper, the Contractor shall, must, and will meet the requirements established in AFRIMS Records Disposition Schedule (RDS), AFI 33-322, Records Management Program, AFI 33-364, Records Disposition Procedures and Responsibilities, and AFM 33-363, Management of Records. In order to meet the requirement established in accordance with (IAW) the above mentioned regulations please contact the Base Records Management Office (22 CS/SCOK) at (316)759- 2097 for guidance and training. The Contractor, at or before the final project acceptance, shall return any/all borrowed records, and deliver complete records, any needed or created software, and technical documentation and “Record Drawings” sufficient to allow Government access to all project information throughout the life-cycle of the project and related records.

3.7. CONSTRUCTION SCHEDULE: The contractor is responsible for developing a construction schedule that includes any time required to perform A-E design of the project as to produce a finished construction project within the contracted awarded cost and project scope

PRQE 16-0123 SOW - 10 5 August , 2015 stated in this SOW. Construction of the project cannot commence until 100% design has been approved by the Government and drawings sealed by the contractor A-E.

3.7.1. Any questions regarding the work under this contract should be directed to the Contracting Officer, 22 CONS, McConnell AFB, KS.

3.8. CONFERENCES AND CONFIRMATION NOTICES:

3.8.1. The Contractor and Contractor’s A-E shall be required to attend and participate in all conferences pertinent to the work under the basic contract.

3.8.2. The Contractor or Contractor’s A-E shall provide a record of all conferences, site visits, meetings, discussions, verbal directions, telephone conversations, etc., participated in by the Contractor’s A-E or representatives on matters relative to the contract and the work. These records, entitled "CONFIRMATION NOTICES," shall be numbered sequentially and shall fully identify participating personnel, date and time of day, subject discussed, and any conclusions reached. The Contractor’s A-E shall forward to the Contracting Officer a clearly legible copy of each confirmation notice within seven calendar days.

3.9. SITE VISITS, INSPECTIONS, AND INVESTIGATIONS:

3.9.1. The Contractor and Contractor ’s A-E will be required to participate in a pre-design site visit conference to further define the scope of the project under contract. All items discussed will be recorded in accordance with the requirement for Confirmation Notices.

3.10. DESIGN SUBMITTALS

3.10.1. A dated submittal letter shall be provided with each submittal to the Contracting Officer and the number of submittal sets shall be as noted below.

3.11. CONSTRUCTION SUBMITTALS

3.11.1. The contractor shall submit construction submittals as indicted on the completed Air Force Form 66 and approved by the Government. The Contractor and Contractor A-E shall develop the AF 66 with schedule to enable adequate time for government review.
