Is it mandatory to submit a Mission Essential Plan with my proposal?

Yes, IAW FAR Provision 252.237-7024, Notice of Continuation of Essential Contractor Services a written Mission Essential Contractor Services Plan is required to be included in any solicitation offer submitted.

Is the Contractor allowed to operate electric or gas powered Golf Type Carts that are equipped with lights, turn signals, horns, mirrors, seat belts, and a large orange triangle on the back?

Yes

Does the Contractor provide paper towels, toilet tissue and hand soap?

Yes, please refer to pages 12 and 13 of the Performance Work Statement.

Does the Contractor provide hand sanitizer?

No, not required.

Are children fed in the rooms in the CDC or a separate area?

The children eat in the rooms.

How often is glass cleaning in the Fitness Center’s racquetball courts done?

Reference page 37 of the Performance Work Statement. Clean interior glass (up to 6 feet) once per day.

If there is construction/remodeling taking place, is the custodial contractor required to clean and maintain that area while its being worked on?

If possible then yes. If it is not possible to be in the area, we request that the Contracting Officer’s Representative be notified that the area is not accessible for cleaning. Depending on the amount of time and the size of the area that is not accessible will be determine if a modification to stop service to that facility/area is required.

Will phone lines be provided in the Government Furnished Property?

Please reference page 16 of the Performance Work Statement for a complete list of Government Furnished Property.

Are reports on the amount of recycled items used required to be filed? If so, how often?

Environmental reporting is required. Please reference the Performance Work Statement and Solicitation for further explanation.

Where is the Government Furnished Property located?

The GFP Facility is Building 132, which is located next to the old golf course.

Are paper products included in the contract price?

The Contractor is required to provide all supplies to include paper products which should be included in the Contractor’s proposal price.

Is the Government opening discussions on this solicitation?

It is not the Government’s intent to open discussions.

What was the actual wage determination revision used at the time of the original contract award?

Wage Determination No.: 1994-2215 Revision No.: 28 which can be found at www.wdol.gov

Are subcontractors mandated to use the wage determination if it increases? Does this also apply to Project Managers?

Please refer to the Service Contract Act.

Questions and Answers from Pre‐Proposal Conference

In the bid, is the contractor required to submit both the Schedule B (bid schedule) and the spreadsheet bid schedule?

Yes, please refer to FAR Part 52.212-1 Addendum for instructions on how to submit the bid.

On the bid schedule (not the spreadsheet), it shows to bid in “LOTS”. Please define what a lot is.

A “lot” is one lump sum. This amount reflects the total amount listed in the price list.

How many hours is required for employee training on Child Abuse training, per section 1.4.3. of the solicitation?

The training is annually conducted and lasts approximately one hour.

Does the government run the National Agency Check on CDC employees or is it the responsibility of the contractor?

The Government runs the background checks.

Will the Government accept electronic proposals?

No, all proposals need to be mailed or hand carried. Please reference FAR Clause 52.212-1 Instructions to Offerors Addendum for proposal instructions.

Can you please provide the entire current contract amount including all modifications and tasks orders?

$3,249,111.12 which includes the base period (1 October 2006 to 30 September 2007) plus the four option years. The current year contract price is $653,304.66.

Can you provide the cost of supplies?

The Government does not have this information. The information is proprietary Contractor information.

How many employees are currently working under the current contract?

That information is proprietary Contractor information. This contract is performance-based and the number of employees is up to the Contractor to determine.
