Amendment 03 Page 2

SUMMARY OF CHANGES

The purpose of this Amendment is to:

1. Provide additional information regarding the floor/wall/ceiling makeup for the purpose of running cables and installing the data wall system:

There is approximately 24 inches of space under the floor.

There are raceways between rooms 119 and 116, under the floor (~12”x4” metal cable tray type).

There are raceways between rooms 119 and 120 under the floor, however the size is unknown.

It is unknown if there are any existing raceways from under the floor in room 119 into the wall where the data wall screen will be installed. The ceiling is an option for running audio/video connections.

To/from room 119 and CSS (room labeled Zone 1) will need to go through the ceiling.

The wall where the data wall screen will be installed appears to be made with steel studs (appears to be

2”x6”).

2. Extend the due date of quotes from 8 April 2025 at 1:00 PM PT until 11 April 2025 at 1:00 PM PT.

3. Answer questions posed by interested vendors post site visit.

Q1: Is the total amount of speakers now 12? 8 for the CAT Room, 2 for the CAT Admin Room and 2 for room 122C. It was mentioned at the site visit that they do not have to be pendant speakers. Is this accurate?

A1: Yes, this is the confirmed amount and placement.

The speakers are not required to be pendant style, and the government prefers that they be mounted flush to the ceiling. Additionally, the speakers for the CSS room can be one-way to allow for the operators in the room to hear the conversations in the battle staff room but not have to speak back. The CSS room should be able to hear both conversations had in the battle staff room and over the video teleconference system. The audio should also be able to be turned off when battle staff conversations are not meant to leave the room.

Q2: Are we responsible for supplying the switches for the NIPR and SIPR networks getting to the table in the

CAT?

A2: Contractors shall supply all required switches. As part of the AV system design our network currently uses Juniper network equipment.

Q3: If CAC readers are required, will they be required only for the 2 console locations (CAT podium and CAT admin room)? If not, where else would CAC readers be required?

A3: Yes, CAC readers should be included for system design for the console locations.

Q4: Are all Hardware & Software provided required to be TAA Compliant?

A4: Yes, all hardware and software must be TAA compliant.

Q5: Please list specific DoD certifications the government requires the system components to have, such as JITC accreditation and/or DoDIN APL certification.

A5: JITC accreditation and/or DODIN APL certification are sufficient.

Amendment 03 Page 3

Q6: Is the offeror required to provide the NIPR and SIPR Computer Workstations and computer monitors? Or will the NIPR and SIPR Computer Workstations be GFE? If offeror is required to provide the Computer Workstations, please provide desired make, model, and detailed specifications for the Computer Workstations and Workstation monitors.

A6: Yes, the operator console computers should be part of the design to ensure they are compatible with the system. Equipment should be sourced for compliance with the AF QEB 2025A (see attached). Also, once on-site the computers will have to be loaded with the latest SDC compliant software.

Q7: Please clarify if the offeror is required to provide the Operator Console Computer Workstations, monitors, keyboards, mice, etc.? Or will the Operator Console Computer Workstations be GFE?

A7: Yes, the operator console computers should be part of the design to ensure they are compatible with the system. Equipment should be sourced for compliance with the AF QEB 2025A. Also, once on-site the computers will have to be loaded with the latest SDC compliant software.

Q8: Does the government want the Data Wall to be LED or LCD technology? Government’s Amendment 02 current answer is LCD.

A8: The proposal should include whichever technology will provide the government with a seamless data wall with the ability to replace individual areas rather than the entire wall.

Q9: Will the NIPR and SIPR Computer video sources be maximum 1980x1080 (HD) resolution?

NOTE: It is understood that the video wall / data wall resolution is required to be up to 8K resolution, but the NIPR & SIPR video sources to be displayed on the data wall will be 1920x1080 HD resolution maximum.

A9: Yes, this is correct. The NIPR and SIPR Computer video sources are required to be maximum 1980x1080 (HD) resolution and the video wall / data wall resolution is required to be up to 8K resolution.

Q10: Please provide the “approved equipment list for use on Air Force Networks” or provide a resource location where offerors can find the list.

A10: JITC certified and DOD APL certified equipment acceptable. For computer equipment please reference the QEB 2025A (attached).

Q11: If a secure KVM solution is “an acceptable system configuration,” what is the minimum number of KVM operator stations the government desires be installed on the Battle Staff Table to access the 15 NIPR computers (Amendment 02 A71) and 15 SIPR computers (Amendment 02 A72)?

NOTE: A KVM operator station consists of one keyboard, one monitor, and one mouse. A KVM Operator Station can be configured to access and control any number of NIPR and SIPR computers.

A11: There will already be a KVM at each of the workstations on the Battle Staff table area due to access need for NIPR/SIPR requirements. The Controller Console areas will be where offerors are required to provide KVM switches to allow for NIPR/SIPR access.

Q12: Once the offeror identifies power requirements for the data wall, the video processing system, all other system equipment that need power, etc. will the Fairchild Air Force Base Civil Engineers provide / install the required electrical circuits and electrical supplies, electrical outlets, etc.?

A12: Government Civil Engineering will not be providing any installation support for electrical needs.

Contractors shall ensure sufficient power is present and any additional work shall be performed by the contractor, in coordination with CE to ensure all regulations are being met.

Amendment 03 Page 4

Q13: Must the solution be TAA complaint?

A13: See answer to question 4.

Q14: In Amendment 2, responses to several questions seem to indicate that equipment typically provided with console furniture is required under this scope for a Data Wall System, though these are not mentioned in the original Statement of Work.

• A4 CPUs for operators

• A5 Computers and monitors for operators

• A6 Power Strips are at Operator Workstations

• A7 data grommets for Workstations

• A8 task lighting for operators

• A27 monitors for operators Please clarify / confirm if this equipment is required under the Data Wall System scope, or will it be provided by the Government or under a separate scope?

If this equipment is required under this scope, please provide specifications for this equipment.

A14: Computers and other various hardware for individual workstations for those seated at the Battle Staff Table will be GFE provided and already in place. Controller Console equipment shall be part of data wall design, to include all operating equipment for the system and all required components to connect to the government-furnished equipment that will be in place for the Battle Staff Table.

Q15: In Amendment 2, question A50 indicates that the solution must be on the approved list for use on Air Force networks. Please clarify, if the Data Wall System solution does not need to connect to the SIPR or NIPR network to function, does it need to be on the approved list for use on Air Force networks?

A15: The data wall solution will need the ability to connect to NIPR/SIPR simultaneously and therefore must be TEMPEST compliant.

Q16: Do you require a data wall processor that can display multiple sources on a single display, or one simply one source per individual display in the overall data wall?

A16: The government requires a processor that can display multiple sources on a seamless display.

Q17: In Amendment 2, the answer to question A51 indicates that the AV bridging solution must support multiple, simultaneous Teams instances for NIPR and SIPR.

• Please elaborate, as only one camera is required for this solution (SOW, 2.3.4)

• What STIG complaint conferencing bridge does the 92nd ARW currently utilize?

A17: Only one meeting will occur at any given time, so one camera will be sufficient. All current meetings occur using Teams.

Q18: Will there be an opportunity for the bidders to provide a demonstration for the 92nd ARW?

A18: The government will not offer times to provide demonstrations prior to the submission due date. Offerors shall provide all relevant information regarding the operation of the data wall system (demo videos, product brochures, operation manuals, etc.) along with their quote to the maximum extent possible.

Q19: Are there any new due dates and/or extensions for this RFQ?

A19: The due date for quotes is extended from 8 April 2025 at 1:00 PM PT until 11 April 2025 at 1:00 PM PT.

This is a time sensitive requirement and the government requests that all offerors meet this new deadline.

Amendment 03 Page 5

Q20: Are all of the proposed system’s hardware devices required to have TEMPEST Certifications based on the NSTISSAM TEMPEST/1-92 and/or the CNSSAM TEMPEST 01-02 Specifications?

A20: The TEMPEST certifications will be required for any part of the system where NIPR/SIPR will be running concurrently i.e. the console operations should be able to put NIPR/SIPR displays up simultaneously.

Q21: During validation testing for TEMPEST compliance, is the offeror required to test all system component against NSTISSAM TEMPEST/1-92 and/or the CNSSAM TEMPEST 01-02 Specifications?

A21: Yes, all system components will be tested.

Q22: Is the Data Wall itself (LED Video Wall or LCD Video Wall) required to have TEMPEST certification based on the NSTISSAM TEMPEST/1-92 and/or the CNSSAM TEMPEST 01-02 Specifications?

A22: Yes, TEMPEST certification is required for the data wall itself.

Q23: The Q&A (Q33) states that LCD is required, but the original SOW references a seamless LED data wall.

Can the government confirm whether LCD video wall panels or direct-view LED tiles are preferred for the final display system?

A23: See answer to question 8.

Q24: If direct-view LED is acceptable, could you please provide the expected viewing distance from the primary user positions (e.g., podium or operator desks) to the display wall? That information will help us determine the correct LED resolution and layout.

A24: Personnel viewing the wall will be located between 5 feet and 20 feet away from the screen.

Q25: Can this angled soffit like structure be removed to make more room for the Data Wall? Or does the government want the top of the Data Wall to be located just below the existing soffit?

A25: If the angled portion is removed, the ceiling shall be repaired by the contractor to meet all applicable codes and standards.

Amendment 03 Page 6

Q26: If the angled soffit can be removed, will the removal and wall prep be done by Fairchild CE? Also, does the existing physical wall go all the way up behind the angled soffit? If not, what is behind the soffit?

A26: No, CE will not remove the angled portion and yes, the physical wall goes all the way up above the ceiling.

Q27: If the soffit cannot be removed, what is the distance from the bottom of the soffit to the raised floor?

A27: The measurements are 7’-10 ½” (94.5”)(2400.30mm)(240.03cm)

Q28: Has the total number of touch panels needed been changed?

A28: No, the government requires two controller consoles whether they are touch screen or PC based.

Q29: If carpet must be pulled to run cords will that be the contractor’s responsibility to take out then repair?

A29: Yes, the contractor will be responsible for removing and replacing carpet panels. The carpet is 2’x2’ squares lightly glued to the floor assembly.

Q30: Are all system components required to be new or can the awardee reuse some of the items already in place?

A30: All offerors shall provide new components for the system and anticipate that all existing equipment in the command post (speakers, wiring, etc.) will need to be replaced.

Q31: Does the data wall need to display date/time anywhere on the screen?

A31: The data wall screen shall be able to display up to five different regions/time zones along the top of the screen and be customizable to change which regions/time zones are displayed.

Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
