RFI Questions and Answers
1. The following is provided in response to your e-mail request, dated 01 August 2019 and the Contractor’s RFI (Request for Information) #01 list.
a. Instructions to Offerors (page 43) references an AF Form 66 and AF Form 3065, those forms are not included in the solicitation package. Can you please clarify?
The AF Form 66 is Attachment 10 “Schedule Material Submittals” included in the solicitation package.
AF Form 3065 is Attachment 9 “Construction Cost Breakdown” however, these documents are not required in the proposal package, they are only required after award of contract.
b. Is this project based on a non-compliance from an outside or regulating agency or other interested entity? If so, please provide the specifics of any non-compliance issues that were issued such that contractor can meet them for sure during the project execution.
ADA and OSHA non-compliance.
c. During the Demolition (which includes abatement), can the work area be stopped or at least restricted for entry to anyone other than the certified or designated contractor workers or do we need to work under mission critical circumstance?
During the demolition, access to the building will be restricted to critical personnel (2 SLS, Mr. Pardini, Ms. Morr). It does not have to be performed under mission critical circumstance.
d. Is there any escort requirement during the work or can the contractor work with no escort requirement in the work boundaries?
No escort or badging required according to Space X. However, Space X needs to know the construction company’s name, how many contractors will be working on site, period of performance, hours of operation, etc.
e. Where is the staging area for the contractor?
Contractors may use the area in front of B730 as the staging area as long as they do not interfere with traffic and SpaceX operations.
f. Are any of the walls that are being demolished load bearing?
Contractor shall inspect all partition walls to determine if there is any load bearing wall. Government identified the walls are not load bearing, Contractor to confirm.
g. In the scope of work, item “J” refers to metal framing and item “L” refers to wood backing for the fixtures. Can the backing for all the fixtures be done with metal instead of wood?
If adequate support can be provided using metal framing, metal framing would be acceptable.
h. Even though this project is designated as Design-Build, are we going to follow the normal submittal/process of Design-Build process? Our understanding of the plans and details provided is, you are calling it Design-Build project to include anything that was missed in the specifications to be included by contractor in the scope. Most of the design is already done and the plans/details are already provided.
Please clarify?
Design provided is considered to be 35% complete. Contractor shall be responsible for providing full design as indicated in the RFP/SOW.
i. During the site walk, it was discussed that the ladies and men’s restroom entry walls will be one straight line, please confirm.
Yes, but make sure the new Men’s ADA door swing inward to the left.
j. Can you provide existing (as built and proposed) drawings in AutoCAD format to the contractor that wins this project?
Contractor must verify in the vault or with GIS for drawings and existing plans.
k. Can the contractor work 10 or 12 hour work days during a work week?
Yes, but no overtime pay (Regular Davis-Bacon wage rate) l.. Will the existing furniture located in the Facility Manager’s Office be moved prior to construction? Or, will the contractor be responsible for moving/relocating/disposing of the existing furniture?
All furniture will be remove prior to construction.
m. Are we to fir out a wall to hide existing vent pipe on the men’s restroom north wall?
Contractor needs to relocate the existing 4” cleanout adjacent Men’s restroom door to different location not visible to the restroom entrance hallway.
n. Are we to install a new floor drain in the new women’s restroom? It is not currently listed in the RFP or notes in the provided drawings.
Yes and provide proper drainage slope to floor drain.
o. In the provided drawing A-101 key note 22 we are to install a new door in a new location, but during the job walk we noticed an OMEGA Control panel. Are we to relocate the panel or is the current door location acceptable?
Relocate the OMEGA panel if needed but the new door needs to be ADA compliant.
p. Is it acceptable to relocate the existing clean out located in the alcove near the men's restroom into the wall with access from the new women's restroom?
Yes, as long it’s not visible in the hallway.
q.. Will it be acceptable for the site superintendent to be the Quality Control Manager and Site Safety and Health Officer (all three hats)? Please advise.
Yes
r. RFP 1.3 sub-section O specifies 2’x4’ sized led lights. Drawing A-101 key note 25 calls out a 2’x2’ size. Please clarify the correct size.
Correct light fixture size is 2’ x 2’; provide lighting level plan to confirm that light levels provided by new light fixtures are adequate.
s. Please confirm that the existing mop sink and tankless water heater will remain in the janitor’s room.
Existing mop sink and tankless water heater will remain in Janitor’s closet but if needed, relocated.
t. Per Section L-1 Quote Preparation Instructions, Volume II – Technical items #2 and #3, we are to provide the following documents: Schedule of Material Submittals and AF Form 3065. Please confirm that these two forms are to be included in the proposal. As typically these forms are completed after award and during construction.
The Schedule of Material Submittal and the AF Form 3065 do not need to be submitted in the proposal;
they are only required after contract award.
u. Are there any special security requirements that the contractor needs to comply with? Are security escorts required? If so, will they be furnished by the government? Or, will the contractor need to include that scope in the proposal?
No escort or badging required according to SpaceX. However, SpaceX needs to know the construction company’s name, how many contractors will be working on site, period of performance, hours of operation, etc.
v. Do the bathroom floors need to be floated? or will they be hardibacked? (The SOW assumed that it was a concrete subfloor, but the jobwalk indicated that it is a framed wood subfloor).
Contractor shall determine proper means and methods to provide full and complete installation. If “Hardiback” board is an adequate solution, contractor shall provide.
w. We need clarification on the wall tile material and layout, band size, and placement. Ref A-101 Finish Schedule Ceramic Tile D: Daltile Rittenhouse Square does not come in a 2x4 tricolor pattern in those colors. It can be custom ordered with a 6-8 week lead-time, 3x6 is available.
Men’s Restroom:
Floor Tile/Grout: Daltile, Formula, Equation Grey FM96, matte finish, 12x24 floor tile, 6x12 cove base/Laticrete Permacolor Grout, sealed, 24, Natural Grey or equal
Wall Tile/Accent Band/Grout: Wall tile shall be Daltile, Rittenhouse Square, Matte Architectural Gray 0709, 3x6 field tile; accent band (at bullnose height) and bullnose tile shall be Daltile, Rittenhouse Square, Matte Elemental Tan 0766, 3x6 accent tile and bullnose; grout shall be Laticrete Permacolor Grout, sealed, 24, Natural Grey or equal
Women’s Restroom:
Floor Tile/Grout: Daltile, Formula, Planes Taupe FM98, matte finish, 12x24 floor tile, 6x12 cove base/Laticrete Permacolor Grout, sealed, 40, Latte or equal
Wall Tile/Accent Band/Grout: Wall tile shall be Daltile, Rittenhouse Square, Matte Urban Putty 0761, 3x6 field tile; accent band (at bullnose height) and bullnose tile shall be Daltile, Rittenhouse Square, Matte Elemental Tan 0766, 3x6 accent tile and bullnose; grout shall be Laticrete Permacolor Grout, sealed, 40, Latte. Or equal
