MEMORANDUM FOR RECORD
FROM: 30 CONS/PKA, Daniel Brock, Contract Specialist (CS)
SUBJECT: FA4610-18-R-0020, Questions and Answers regarding Solicitation
1. Is there as-builts of the fire sprinkler system and fire alarm system available? Please provide.
Answer: Available as-built drawings are attached.
2. Is the work to be performed after hours?
Answer: Refer to solicitation attachment 5, Vandenberg AFB General Specifications paragraph 1.03.
3. Is cutting and patching of ceiling part of the scope of work?
Answer: Yes if the contractor needs to create access for the upgrade of the fire suppression system they are responsible to restore building to original condition. Project Requirements will be identified by the designer investigation following the design requirements in code
UFC 3-600-01, UFC, UFGS, VAFB standards, state and local code.
4. Where required to add fire sprinklers, will it be acceptable for piping to be exposed?
Answer: Yes, please ensure the most current UFC 3-600-01 is used to design the system.
Specific project requirements will be identified by the designer’s investigation following the design requirements in UFC 3-600-01, and other applicable UFC, UFGS, VAFB standards, state and local code.
5. Is there current waterflow information available?
Answer: Available waterflow information is not currently available. After award as part of their design investigation the awarded contractor will be able to contract the CE shops to identify and locate any available information.
6. It was mentioned at the job walk that the system had deficiencies and there was a write up/ report. Is this available?
Answer: Copy of the report is attached
7. There is no hydraulic calculation data plate currently on the fire sprinkler riser. It appears to be a pipe scheduled system. Is it the intent to hydraulically calculate the system and upgrade the system hydraulically and seismically?
Answer: Project requirements will be identified by the designer investigation following the design requirements in code UFC 3-600-01, UFC, UFGS, VAFB standards, state and local code.
8. Will there be a fire watch required while both the fire alarm and fire sprinkler system are being worked on?
Answer: To the maximum extent practicable, the fire alarm and fire sprinkler work shall be phased so the building is protected by at least one of the systems at all time. If both systems need to be inoperable at the same time, the contractor will need to coordinate with the building's unit commander to determine if the need for fire watch exists and if so how the
Government will provide the support for fire watch. If a fire watch is implemented the contractor shall contact the Emergency Communications Center when the building goes on and off fire watch.
9. Does the government have drawings or as builts showing the existing layout of the building that shows the locations of smoke detectors and sprinkler system available for release?
Answer: Available as-built drawings are attached.
10. Due a training in progress in classroom area 124-125 contractors were not able to get a count of the existing sprinkler heads. Please provide.
Answer: 22
11. When the smoke detectors are removed, does the government want the ceiling to be repaired
(Drywall) or is a blank plate acceptable?
Answer: The contractor is responsible for restoring the building to original condition. In limited exceptions blank plates may be determined acceptable.
12. Please provide clarification of the desired sprinkler temperature ratings.
Answer: 135-170 *F Ordinary Red glass bulb, Project Requirements will be identified by the designer investigation following the design requirements in code UFC 3-600-01, UFC, UFGS, VAFB standards, state and local code.
13. What is the occupancy of the building?
Answer: About 250 people
14. Does the government anticipate any interruptions, occupied offices, or any other conflicts with working in the building during construction?
Answer: The building is occupied, however, with proper coordination between the contractor and the facility manager rooms should be made available for the contractor. The contractor will be responsible for protecting and moving all furniture and equipment to gain proper access.
15. Are there any existing conditions in the building related to environmental or non-environmental to be concerned about?
Answer: No known concerns.
16. Description of Work 2.2 of the SOW indicates the contractor is responsible for including information of the equipment intended for use on the project. Please confirm this should be included in the bid proposal? If so, please advise as to which proposal the information should be included in and if it is a part of the original page count listed.
Answer: Section L subsection L-1 paragraph C.4 has been revised to detail how to provide any submitted equipment information.
17. Description of Work 2.2 of the SOW requests a “basic sketch of planned improvements”.
Please clarify what is an acceptable format a sketch and how detailed it should be.
Answer: The sketch should show all definable features of work in a manner usable to summarize the scope. The purpose for both is to demonstrate they understand the scope, not final coordination. The use of AutoCAD or other computer drafting/drawing programs is not required.
18. Is there a specific entrance and/or staging area the contractor can utilize during construction?
Answer: This information will be determined after award during coordination of the AF
Form 103.
19. Is attending the site visit required for contractors to submit proposals?
Answer: No, attendance at the site visit is not a requirement to submitting proposals.
