FA4610-16-R-5000, XUMU 07-1225C, Upgrade SM Gate Questions and Answers

1. Please clarify booth requirements for gate to include pad dimensions.

A: Contractors are responsible to investigate, design, supply and install these booths according to UFC and 30SFS requirements. See attached powerpoint document (question 23) for some additional information provided by 30SFS.

2. CLIN 0002 – Upgrade Guard Shack at SM Gate states “Design, supply and install all lights and warning devices required by UFCs, MUTCD etc. for the work being performed.” What requirements are needed in addition to existing lighting at this location?

A: It is the contractor’s job to ensure the current lighting requirements at the end of the project meet UFC, MUTCD, etc. standards. The lights are believed to be adequate at the current configuration, but no guarantee is made. As for warning devices, all applicable code must be met.

3. CLIN 0003 – Install In-Ground Lighting at SM Gate Denial Barrier states “Design, supply and install In-Ground safety lights.” Are these lights to be installed in front and back of the final denial barrier?

A: In-ground safety lights to be placed just on both sides of the Final Denial Barriers that span the roadway. These lights are to be activated when the barrier is activated and flash red as a roadway hazard warning to approaching vehicles. Ensure full span of the roadway adjacent to the barrier system. If UFCs require additional, then they will be in scope as well.

4. If a pre-fabricated inspection booth is used, will a shop drawing submittal for the booth design and detailing which would be included as a material submittal within the design analysis be acceptable? It would then be reviewed a prefabricated component or material submittal of the design as opposed to a cad file within the construction documents.

A: Yes and no. The booth would still need to be discussed and shown on the drawings and CAD files. However, the shop drawing could be used as a supplement and used in the drawings as long as it meets all 30CES, 30CONS, and 30SFS needs.

5. During the site visit we discovered various existing comm and electrical pull boxes on the north side of California Blvd. stretching from the fire lane to the proposed over watch Bldg. (That has been deleted form the scope) these pull boxes appears to be in the same location that the new pull boxes are called out for on the plans. Does this signify that the work stated on the drawins at that location has already been completed?

A: Some of the work from the drawings was completed. The provided drawings include far more than the SOW for this project. Available As-Builts are being provided.

6. Can the existing pathway that was previously installed on the north side of California Blvd. from the fire lane to the proposed location of the over watch bldg. (That has been deleted from the scope) be utilized?

A: The pathway is to be used for the overwatch tower. Use of the existing pathway that would prevent future usage is not acceptable.

7. Does a new underground pathway need to be installed on the north side of California Blvd. from the fire lane to the proposed location of the over watch bldg. (That has been deleted from the scope) A: No additional empty pathways will be required, unless needed for the scope of the SOW, based upon the contrator’s approved design.

8. If existing pathway can be utilized will we receive Asbuilts to confirm conduit size and current wire fill?

A: N/A, however available as-builts are being provided.

9. Which CLIN do the new bollards belong too?

No new bollards are required as part of this project unless required by code in which case they should be included with the CLIN for which the work is required. (e.g. if code requires bollards for the new guard booths, they should be included in CLIN 0001. Likewise, if code requires bollards around the back up generator, they should be included in CLIN 0002)

10. Which CLIN does the removal of the jersey barriers belong too?

This is not included as part of the project. Offeror should only include work identified in the Statement of Work

11. Which CLIN does the landscape and irrigation work belong too?

The only landscape and irrigation work required would be to bring disturbed areas back to the prework condition and should be included in the costs for the CLIN which requires disturbing the landscaping.

12. Which CLIN does the new passive cable barrier belong too?

This work is not included as part of this project. Offeror should only include work identified in the Statement of Work

13. Please identify the any work on page E0.02 that has been completed.

A: All field verification is the contractor responsibility. Available as-builts are being provided.

14. Please clarify what CLIN any work required on Page E0.02 belongs to.

Electrical work should be included with the CLIN for which the work is required. (e.g. electrical work for the new guard booths should be included in CLIN 0001. Likewise, electrical work for the back up generator should be included in CLIN 0002)

15. Page 01000-1 of the General Requirements 1.01 Project Description B. 8. (Design, supply, and install a video surveillance system.) Please identify which CLIN this belongs too.

This specification is a tailorable document and should be revised to match the current SOW.

16. Page 01000-1 of the General Requirements 1.01 Project Description B. States (The work is briefly described as fallows, but is not the entire scope of the project. Please clarify the entire scope.

17. SOW 2.3.4 Item 3 Specifications. The ‘Vandenberg AFB Standard Specifications’ are referenced throughout Item 3. Are there any VAFB Standard Specifications to be used beyond Attachments 3, 4, 5, 6 and 8 provided in the Solicitation?. If so please post to FBO.

The VAFB Standard Specification has been added to FBO as Attachment 4 to the solicitation. The document is a tailorable specification and will need to be updated to meet the current SOW.

18. SOW 2.2.1 General Description of Work. Several Standards are referenced but not provided. Please provide the version (date) of/or a link to the Standards to be used for the following:

1)UFC
2)MUTCD
3)Base Safety Requirements
4)30SFS Requirements

UFC and MUTCD standards are available online. The Base Safety office follows all federal, state, and local safety regulations. The 30SFS requirements are all UFCs, AFIs and other codes established to meet antiterrorism and safety requirements for installation access locations. The Contractor as the Designer of Record will be required to identify and comply with the most current version of all codes and regulations. California MUTCD standards are used at VAFB. The most current versions are to be used for all code.

19. SOW 3.2 Air Force Property. References demo’d materials to be disposed of through the 30CES Recycling Program but also states the Base landfill is not available. Please clarify what if anything can be disposed of/or recycled on Base (Trash/Concrete/Asphalt/Dirt Spoils/Metals/etc.)

The recycling (QRP) program may be able to accept certain items such as salvageable metals, however the base landfill is closed. See the Environmental Spec Section 015720 (Attachment 3) for details.

20. Please post the Job Walk Sign In Sheet The sign-in sheet has been posted to FBO.

21. Please clarify the specific locations and function for In-Ground lighting for this phase of work.

A: See response to #3.

22. Please clarify the manufacturer and/or models of In-Ground lighting to be provided There are no in-ground lights to be provided. The contractor shall provide all materials, labor, equipment, and supervision to perform the work. The contractor as the Designer of Record is to propose the manufacturer and/or models to be provided.

23. CLIN 0001 Install inspection booths at SM gate. Install two (2) UFC compliant tandem inspection booths. Does that mean two tandem with two checkpoints each, for a total of 4 checkpoints, or two checkpoints total? Please clarify.

A: See attached Powerpoint document.

24. Do you have as-built drawings showing the power supply to the new wedge barriers that have been installed recently?

A: Available as builts are provided.

25. Any other as-built drawings showing the wedge barrier and current electrical configuration would also be helpful. (Single line diagram) A: Available as builts are provided.
