SECTION 31 61 10

FORCE PROTECTION

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL

PROCEDURES:

SD-02 Shop Drawings

Fabrication, Installation, and Control Drawings For All Force Protection Items

SD-03 Product Data

For all Items Covered Under This Specification, Including all Components

Manufacturer's descriptive data.

SD-06 Test Results and Procedures

Report Detailing Commissioning and Checking of all Systems

SD-10 Operation and Maintenance Data

Include Operation and Maintenance Data for all Force Protection Systems and Components

1.2 SYSTEM PERFORMANCE

1.2.1 Test Procedures

Within thirty (30) days of contract award, the Contractor shall submit six

(6) copies for approval, complete schematics, logic diagrams of the barrier control system, wrong way and overspeed detection systems, and complete test procedures for final acceptance testing. Tests procedures shall be written to test all Contractor supplied equipment including sensors, control devices, traffic signals, and the active vehicle barriers.

1.2.2 Acceptance Tests

Upon completion of installation of all active vehicle barriers and controls, the Contractor shall conduct a Final Acceptance Test per the approved test procedures to verify equipment performance for all modes of operation. Any equipment or sub-systems failing the Acceptance Test shall be replaced or repaired and re-tested to the Government's satisfaction before the entire system is accepted by the Government.

1.2.3 Training

Training support material shall include video tapes, manuals and interactive PC software sufficient to train current and subsequent personnel to such a degree that they can safely and astutely operate the barriers, detection systems, and ancillary equipment through standard daily operations to contingency, emergency, and recovery operations. The Contractor shall provide training to Base personnel in the operation and maintenance of the barriers, the barrier security system, overspeed and wrong way detection systems, safety features, and all installed equipment including:

a. Operations

1. Function and operation of barrier control switches

2. Barrier modes of operation

3. Access Control Point (ACP) security concept of operation

4. Barrier safety concept of operation

5. Tire Shredders

6. Overspeed and wrong way detection systems

b. Maintenance

1. Barriers

2. Security devices (e.g., overspeed and wrong detectors, annunciation devices, events recorder, etc.

3. Safety devices (e.g., traffic signals, gate arms, presence detectors, etc.)

4. Programmable Controller

5. Tire Shredder

1.2.4 Operation and Maintenance Manual

The Contractor shall provide an Operation and Maintenance Manual describing all barrier, tire shredder, overspeed, and wrong way detection systems controls, operational sequences, safety features, and security features.

The Operation and Maintenance Manual shall also describe maintenance requirements for all systems including barrier controls, security devices, safety devices, the programmable controller, traffic arms, and tire shredder.

1.2.5 Spare Parts

The Contractor shall provide a one (1) year supply of spare parts for all barriers, barrier controls, security devices, safety devices, the programmable controller, the tire shredder, and the overspeed and wrong way systems. The Contractor shall also provide one (1) replacement net for active barrier packaged for storage.

1.3 MANUFACTURER

1.3.1 Force Protection System

The Force Protection Systems shall be of proven design. Manufacturer shall have installed multiple similar systems in a DoD or other U.S. Government Agency Access Control Point (ACP) application, as defined in the Army ACP Standard Definitive Design. Contractor shall have documented experience

1.3.2 Suppliers

The supplier of each system shall have documented "Exceptional Past Performance" within an ACP application supporting a Department of Defense or U.S. Government entity; past performance must be within the past three

(3) years. If past performance is acquired within a DoD Installation or other U.S. Government entity other than the U.S. Army, the supplier shall demonstrate understanding/compliance with the Army ACP Standard Definitive Design, dated December 2004.

The supplier shall be compliant with the Army ACP Standard Definitive Design and any regulation referenced within the Standard.

1.3.3 Acceptable Systems Suppliers

1. Universal Safety Response, Inc.

1.3.4 Qualification Tests

1.3.4.1 Crash Test Certification

The Active Vehicle Barrier system shall be certified in accordance with the U.S. Department of State Standard for K12 testing as called out in DOS testing standard SD-STD-02.01, Revision A March 2003, or as approved by USACE Protective Design Center.

1.3.4.2 Reduced Risk

The K12 Active Vehicle Barrier System shall reduce risk of injury to vehicle occupants and property. The active vehicle barrier design shall be net based and energy absorbing using a proven design and demonstrated functionality, as verified through past performance.

PART 2 PRODUCTS

2.1 REQUIREMENTS

The requirements identify the quantities and locations of the Force Protection Equipment to be installed. The Contractor shall provide a complete and functional solution for all required system. All equipment shall be suitable for use in the weather patterns expected at Vandenberg Air Force Base. Specifically, all steel components shall be stainless steel or coated to resist the highly corrosive salt air environment.

The Contractor shall submit a detailed work plan which identifies equipment location, mountings, utility connections, interfaces with existing systems, control logic, work phasing for maintaining ACP operation, catalog cuts, testing, training, and schedule of activies for Government approval. The submittal shall include system drawings, manufacturer's data, system description and analysis, schedule of activities, phasing, and impacts to ongoing use of the gates during equipment installation. Equipment, materials, and installation shall conform to commercial and industrial standards and codes, and be in conformance with the Contract Documents.

2.2 BARRIERS

2.2.1 Active Vehicle Barriers

Active Vehicle Barriers shall be certified by either the Department of State or the Corps of Engineers Protective Design Center. The barriers shall be fully integrated with interfaces to existing or related systems as required. Active vehicle barriers shall be provided in accordance with requirements shown on the Drawings. Barriers must be K12 rated and cannot have buttresses or other protrusions above the roadway surface between lines. The vehicle barrier supplier shall provide complete schematic and logic diagram of the barrier control system along with complete test procedures for final acceptance testing. The vehicle barrier supplier shall provide full-time onsite direction to the installing contractor (if different than the supplier) during installation of all barrier control elements and connecting wiring. The barrier supplier shall be required to perform tests per approved test procedures to verify barrier performance for all modes of operation. The barrier supplier's final acceptance test shall include testing of the full range of operation of all sensor utilized in the barrier control system.

2.2.2 Barrier Controls

Barrier controls shall be located in the overwatch with secondary controls in each entry lane guard booth and at the guard shack positions in accordance with the Drawings.

2.2.3 Programmable Logic Controller (PLC)

PLC, a programmable controller shall be provided to control both normal and emergency operation of the active vehicle barriers as well as all traffic control devices and signals. The PLC shall control actions and sequences including barrier Emergency Fast Operate (EFO) commands at the Overwatch Position; barrier close circuit energization; barrier fully closed; traffic signal operation; lane control signal operation; tire shredder; as well as the overspeed and wrong way alarms.

2.2.4 Signage and Signals

Signage and signals related to barrier operation shall be installed in an integrated manner to operate in the functionality identified on the Drawings. The Contractor shall install all associated electrical and controls systems, mounting devices, and associated appurtenances.

2.2.5 Sensors and Security Devices

Sensors and security devices shall include overspeed and wrong way vehicle detection in accordance with the Drawings and the Army Access Control Point Standard Definitive Design, paragraph 4.1.

2.3 OVERSPEED AND WRONG WAY DETECTION AND ALARM

2.3.1 Continuous Overspeed Detection-Two Speed Zones

Two sets of overspeed detectors shall be installed. The first set shall cover a zone (Zone 1) from 600 feet to 198 feet in front of the ID Check area. The second set shall cover a zone (Zone 2) from 198 feet in front of the ID Check area to the ID Check area. Zone 1 overspeed detectors shall be set at 10 mph over the posted ACP speed limited of 25 mph at the ACP

Entrance. The ACP speed limit shall be reduced from 25 mph to 15 mph at 250 feet in front of the ID Check Position. Zone 2 overspeed shall be set at 20 mph. Overspeed detectors can be mounted on the underside of the Guardhouse roof. Speed detectors can be forward or reverse looking.

Sensors can use radar, lidar, video motion, or other technologies capable of detecting vehicle speeds over a continuous range in the zones described above.

2.3.2 Wrong Way Detection

Wrong way detectors shall be installed to detect vehicles traveling the wrong way in the outbound lanes. Wrong way detectors shall be installed at the ACP entrance as shown on the Drawings. Sensors can be induction loops, radar, lidar, video motion, or other technologies capable of detecting a vehicle traveling the wrong way.

2.3.3 Vehicle Barrier Safety Loops

Vehicle presence sensors shall be deployed at all active vehicle barriers to detect a vehicle immediately over the barrier.

2.3.4 Alarm Panels

Overspeed and wrong way detectors shall initiate alarm panels located in the Guard Shack and in the overwatch position. Each alarm panel shall contain separate back lit "OVERSPEED" and "WRONG WAY" alarm messages. Upon detection of a speeding or wrong way vehicle, each alarm panel shall flash yellow with the appropriate message and sound an audible alarm to the ID Check Area and Overwatch Position Guards.

PART 3 EXECUTION

3.1 INSTALLATION

The Contractor shall provide all labor, materials, equipment, and incidentals to furnish and install complete and functional systems which incorporate primary equipment identified in the Contract Documents.

System installation shall include required coordination and interface with existing Base systems to include all required utilities, communications, central monitoring, mounting pads, poles, stanchions, etc., for complete functional and operable systems. This effort includes purchase, installation, and performance testing of the equipment, as well as integration, operator training, operation maintenance documentation, and systems warranty. Contractor shall coordinate phasing requirements such as lane closure or closure time restrictions required for the installation and performance testing in conjunction with the Contracting Officer. All installed equipment shall include a one (1) year warranty for parts and labor.

3.2 SUPPLIERS REPRESENTATIVE

All Force Protection equipment shall be installed under the supervision of an equipment suppliers Authorized Representative, and in strict accordance with the approved installation drawings.

3.3 WARRANTY

In addition to any other warranties set out elsewhere in this contract, the

Contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect of equipment, material, or design furnished, or workmanship performed by the Contractor or any of his subcontractors or suppliers. Such warranty shall continue for a period of one year from the date of final acceptance of the project. Under this warranty, the Contractor shall remedy at his own expense any failure to conform or any defect. In addition, the Contractor shall remedy at his own expense any damage to Government owned or controlled property, when that damage is the result of the Contractor's failure to conform to contract requirements. The Contractor shall also restore any work damaged in fulfilling the terms of this clause. The Contractor's warranty with respect to work repaired or replaced hereunder will run for one year from the date of such repair or replacement.
