Instructions to Offerors Proposal Submission timeframe:

Per Section A of the RFP, Item #9, proposals will be received by 30 CONS on TBD by 4:00 PM

Proposals are subject to the requirements of FAR 52.215-1, Instructions to Offerors - Competitive Acquisitions

FAR 52.215-1 states proposals received at the Government office designated in the solicitation after the exact time specified for receipt of offers will not be considered with only a few specific exceptions

Basis of Award Lowest Price Technically Acceptable

Lowest Price Technically Acceptable acquisition conducted in accordance with FAR 15.3 - Source Selection, as supplemented by the DFARS and AFFARS.

Award will be made to the Offeror who is deemed responsible in accordance with the FAR Part 9.1 whose proposal conforms to all solicitation requirements.

Award represents the best value to the government from the selection of the technically acceptable proposal with the lowest evaluated price.

Price Evaluation

The sum of all FFP CLINs shall constitute the total evaluated price which will be evaluated for price reasonableness, affordability and balance.

CPFF Work Request CLINs will be evaluated for cost realism and reasonableness.

The amounts used for cost reimbursable material CLINs will be provided by the government and will not be included in the total evaluated price.
