Draft RFP FA4610-16-R-0001 Aerospace Support Services Contract Industry Day Contractor Questions and Government Responses
Contractor Question 1: Will an equipment listing and CA/CRLs be available before the final RFP is released?
Government Response: The final RFP has been posted; a GFP/GFE and CA/CRLs listing has been posted as an attachment under FA461016R0001 on FedBizOpps.gov.
Contractor Question 2: Are the trailers considered GFP? Does the contractor maintain the trailers?
Government Response: Yes, the trailers are considered GFP. The contractor will be responsible to maintain the trailers. Please refer to PWS 3.2.5.1.
Contractor Question 3: What is the generation source of the helium distribution system?
Government Response: There are no liquid helium pumps on Vandenberg AFB. The helium comes into Vandenberg AFB by way of DLA Energy via a jumbo helium trailer and is transferred into ASSC trailers, as necessary. Also, see Question and Response #23.
Contractor Question 4: How has the contract/requirement changed from the current requirement to the re-compete?
Government Response: PMEL is on the current requirement but not a requirement for the re-compete. There are O&M requirements on the current requirement that will be considered work requests on the re-compete requirement, which will be negotiated, funded and added by a separate CLIN as the work is identified/required.
Contractor Question 5: What are some unique issues to the requirement at Patrick AFB (PAFB) and Cape Canaveral Air Force Station (CCAFS)?
Government Response:
• Severe corrosion
• Airfield parking is difficult
• Thirty (30) minute drive from PAFB to CCAFS can take up to one (1) hour due to heavy traffic
Contractor Question 6: What is the number of arrivals at PAFB and CCAFS?
Government Response: The final RFP has been posted and workload data for PAFB and CCAFS has been posted as an attachment under FA461016R0001 on FedBizOpps.gov.
Contractor Question 7: What is the technical order distribution or work management software?
Government Response: The Air Force utilizes ETIMS; access is granted with an appropriate security clearance. Using tablets; therefore, no paper copies required.
Contractor Question 8: Are the TA/AGE operations for CCAFS on an as-needed basis or Monday through Friday?
Government Response: TA/AGE support at CCAFS is stand-by support on an as-needed basis 24-hour per day.
Contractor Question 9: Is PAFB managed by the Air Force or the incumbent?
Government Response: TA/AGE support at PAFB is provided by the incumbent.
Contractor Question 10: Will PMEL be a government provided service?
Government Response: PMEL services are a government provided support.
Contractor Question 11: When is the Safety Plan required?
Government Response: In accordance with PWS 3.1.11 an Operations Safety Plan is required to be submitted to 30 SW Safety prior to contract performance, i.e., during phase-in. Please refer to PWS 3.1.11 for additional information.
Contractor Question 12: Will work management system capability interface with stand-alone Integrated Schedule? Is software/tool provided by the Government?
Government Response: The Contractor can utilize any system such as Microsoft Office Outlook, Excel, Access or Contractor developed. Please refer to PWS 3.1.12
Contractor Question 13: Will draft CDRL/DIDs and the current CBAs be provided?
Government Response: The final RFP has been posted; CDRLs/DIDs have been posted as an attachment under FA461016R0001 on FedBizOpps.gov. Current CBAs were also posted as an attachment under FA461016R0001.
Contractor Question 14: Please clarify the HOS (i.e., LST/ILL) launch support requirements for nineteen (19) FTEs.
Government Response: These services are not included in O&M support services that the offeror will be bidding on as part of the basic/base contract price. These services are considered launch support services which will fall under Work Requests and will be priced using negotiated forward pricing rate agreements. Please see Clarification of Comments made during Industry Day in #1 below.
Contractor Question 15: Will small business joint ventures be recognized?
Government Response: Yes, the Government will recognize small business joint ventures.
Contractor Question 16: Will the budget be published?
Government Response: Yes, the first fiscal year of the budget and the six (6)-month extension of services budget is listed in the RFP in section L.4.2. The RFP is posted under FA461016R0001 on FedBizOpps.gov.
Contractor Question 17: Will workload data be provided?
Government Response: The final RFP has been posted; workload data has been posted as various attachments under FA461016R0001 on FedBizOpps.gov.
Contractor Question 18: Will the Government map the PWS into the correct CLINs.
Government Response: Launch Operations & Maintenance Support, 30 SW and 45 SW TA/AGE PWS are referenced in PWS para 3.2. Work requests are referenced in PWS para 3.1.9.
This list is not all inclusive. Proposals must meet the minimum requirements of the solicitation including the PWS.
Contractor Question 19: Will there be cross utilization of labor pool between O&M support and work requests?
Government Response: The contractor has the flexibility to manage workload under the ASSC so that all requirements are met in a successful manner. The Government will not provide advice on how the labor is to be utilized.
Contractor Question 20: Will the 45 SW workload data be made available?
Government Response: The final RFP has been posted; the 45 SW workload data has been posted as an attachment under FA461016R0001 on FedBizOpps.gov.
Contractor Question 21: Will a GFP listing be made available?
Government Response: The final RFP has been posted; a GFP/GFE and CA/CRLs listing was posted as attachment under FA461016R0001 on FedBizOpps.gov.
Contractor Question 22: Will the Government post a vendor list of attendees at Industry Day?
Government Response: Yes, the Government has posted a vendor list of attendees at Industry Day under FA4610-16-R-0001 on FedBizOpps.gov.
Contractor Question 23: How is the ASSC helium source provided? Liquid helium pumps or helium gas compressors from a gas source?
Government Response: The source of helium is provided by DLA Energy via a jumbo helium trailer which is stored at the Helium Plant (Building 8350 listed in back of PWS under the real property listing 2.1). The offeror will be required to transfer helium from DLA Energy tubebank trailers using compressors as necessary to provide delivery of helium up to 6,000 psi. Also, see Question and Response #3.
Clarification of Comments
1. During the site visit it was mentioned there may be nineteen (19) hour days or nineteen (19) personnel required during HOS launch support to provide LST/ILL (roadblocks, escort services, etc). These services are not included in O&M support services. These services are considered HOS launch support services which will fall under Work Requests.
2. During the site visit it was mentioned the EOC response time is one (1) hour. To clarify emergency response times please refer to PWS 3.2.4.3 which states the required response times.
