FA4610-15-R-0014, Replace Piping in Building 9192 RFI (Responses as of 6-22-2015)

1. Because of the remodel nature of this project, we request the M/E/P As-Builts and Operation & Maintenance Manuals to be posted to the www.fbo.gov solicitation page for this project.

Answer: All available drawings will be posted on FBO. Note that these may not reflect current conditions and are available for reference only.

2. Is there a detail of the foundation underpinning that can be posted on this projects fob.gov website for bidding purposes?

Answer: All available drawings were posted on FBO.

3. Is it intended to phase the existing HVAC systems in addition to the existing plumbing systems?

Answer: Disruptions to resident use of rooms should follow the same phasing as the plumbing. If work does not require residents to vacate rooms then it can be done independently.

4. In addition to verifying the cfm of the static pressure of the exhaust fans, is the intention of the SOW to also perform an Air Balance at the HVAC systems related to the new Fan Coil Units?

Answer: Yes.

5. Will all submitted RFI's and their respective responses be made available to all of the bidders prior to the bid date?

Answer: Yes, all RFI’s will be posted on FBO.gov

6. Is there an equipment schedule for the intended HVAC Replacement Equipment?

Answer: No.

7. Is there an Engineer's Estimate for this project that will be communicated to the bidders?

Answer: The estimate will not be provided.

8. Will there be an extension of the bid date to allow sufficient time for accurate HVAC clarifications to be discovered and communicated?

Answer: The proposal due date will not be extended.

9. What is the material of the main sewer pipe at the street? (specifically where the Point of Connection for the new pipe) Answer: It is believed that the pipe material at the street is Cast iron bell and spigot. The contractors will need to field verify all conditions.

10. Note No. 20 in the General Notes on P-100 references Asbestos Material at the mortar of the tiles of the Laundry Rm., Kitchens, Cafeteria, and Men's & Women's Restrooms; please clarify the following:

a. The Laundry Room in reference is the 1st floor dorm laundry room

b. The Men's and Women's Restrooms referenced is the General Area restroom located in the area that is not in the scope of work.

c. The tile in the dorms are free of asbestos.

d. The Vinyl Flooring in the dorms is free of asbestos.

Answer: Note No. 20 is not applicable where work is performed.

11. Do the 2nd and 3rd floor laundry room waste lines drop down into the 1st floor equipment rooms along the exposed risers on the walls?

Answer: The pipes are located inside the wall.

12. What are the expectations regarding the landscaping that will be affected by this project? It is understood that excavated areas will be backfilled and the lawn reseeded but what about the plants and other landscaping materials such as the woodchips?

Answer: Any landscaping disturbed shall be replaced / repaired by the contractor. Contractor shall include in the proposal to redo the landscape area to bring back to original condition.

13. What are the CFM requirements for the small and large laundry room exhaust fans? (In order to source the proper equipment, the cfm needs to be stated for both the small laundry rooms and the additional large laundry room).

Answer: This is a requirement for the contractor to determine and size.

14. Would a Tiled Shower be an acceptable alternative to the Pre-fabricated Fiberglass Unit should the Tiled type prove to be more cost efficient?

Answer: Assume replacement with similar to existing units.

15. Is there an air balance report for the existing HVAC system that can be posted to the project's fbo.gov website?

Answer: An air balance report is not available.

16. Is the intent to replace the existing HVAC controls (DDC or otherwise) with like-in-kind equipment? Is there any existing HVAC controls and/or HVAC electrical as-builts or details that can be posted to the project's fbo.gov website?

Answer: The intent is to replace with like-in-kind and then integrate functionality into the existing boiler control DDC system. There are no as-builts available.

17. Please confirm that the point of connection for the 1st Floor Laundry waste line is in the adjacent dorm and not under the laundry room floor.

Answer: Confirmed. 1st Floor Laundry waste is in the adjacent dorm and not in the laundry room.

18. The Plumbing Plan Ground Floor As-Built as supplied in the document titled 'Conformed_Piping_B9192_Solicitation' notes 'Separate Laundry Waste'; what is the intent of this note?(i.e. 'Isolate the line', 'Install the line', etc.)

Answer: “Separate laundry waste” means “Isolate the line”.

19. Section 2.2 (Description of Work) in the Statement of Work document lists the call to 'Verify the static pressure of the Exhaust Fan to Meet new 80 cfm requirement'; please clarify as to which Exhaust Fan(s) this note is referencing.

Answer: The line directly above this line says “Replace three (3) bathroom exhaust fans and increase individual bathroom CFM to 80 CFM.” This is what it refers to.

20. Are the Annotations on supplied As-Builts in the Conformed_Piping_B9192_Solicitation document pre-existing or were they inserted by Schwab as part of their investigation?

Answer: The Annotation supplied As-Builts were inserted by Schwab as part of Schwab’s investigation.

21. Is it confirmed that the exhaust fan ductwork (for all exhaust fans to be replaced) has been verified to be sufficiently sized for the equipment upgrade?

Answer: The ducting size is fixed. What is required is for the contractor to calculate the static pressure requirements for the exhaust fans based on existing size.

22. Please provide a spec and detail for any wall caps and/or roof caps associated with the exhaust fans.

Answer: None is available beyond what is in the as-builts on FBO.gov. Please note that any as-builts are provided for reference only and may not reflect the current conditions.

23. The hallway fan coil units and roof and attic exhaust fans were not made available to view at the site visit. Would an additional site visit to see these items be granted if requested?

Answer: A second site will not be conducted.

24. The Statement of Work Section 4.3 states 'The previous design may require supplemental design effort and the Contractor will retain the Architect/Engineer of Record liability associated with any changes in the design.' In regards to this statement, is it the responsibility of the contractor to acquire engineered stamped documents for any necessary revisions to the design supplied for bidding purposes (specifically the design on plan pages: P-100, P-101, P-102, P-103, P-202)?

Answer: Yes. If the contractor requires changes to the stamped drawings then the design/stamp requirement is on them. As-builts shall be stamped and clearly represent the final construction without extraneous notes. If additional minor engineering is required for any effort of this design that is also the contractor’s responsibility, including any required stamps, and shall be submitted for approval through the AF Form 3000 process.

25. Drawing P-101 shows (2) Two external Mechanical Equipment rooms with below grade piping. Does Note No. 1 specifically mean the intent is to tie the (assumed exposed) existing 1st Floor Laundry Room's Exposed piping in the mechanical room and the 2nd and 3rd floors existing laundry piping to the point of connection at the new piping below the slab?

Answer: Yes it does.

26. The scope of work on Dwg. P-100 states 'replace ground floor water closets, shower stalls and shower drains; however the notes on the 2nd and 3rd Floor Plumbing As-builts provided in the document titled 'Conformed_Piping_B9192_Solicitation' state to 'Remove and Replace Existing Sanitary Sewer and Waste Pipe and Fittings'; please confirm that the intent of the project scope of work is to have all these plumbing items mentioned above replaced on the Ground Floor ONLY.

Answer: Yes. That is correct.
