DATA MINING, CAPTURE AND ACCESS (DMCA) IN SUPPORT OF USSTRATCOM AND SUPPORTED
COMMANDS’ DECISION SUPPORT CAPABILITIES
1.0 DESCRIPTION OF SERVICES
1.1 Background. The Global Awareness Presentation Service (GAPS) program created visually fused situational awareness display presentation services to support Non-secure Internet Protocol Router Network (NIPR), Secure Internet Protocol Router Network (SIPR), Joint Worldwide Intelligence Communications System (JWICS) and closed net network centric operations. The GAPS program sought out web-enabled data sources with active end points and through translation services aggregated disparate data sources into a common view with the use of web services following Net Enabled Command and Control (NECC), Net-Centric Enterprise Solution for Interoperability (NESI) and Technical Implementation Architecture (TIA) compliance standards. Common views were designed, developed, improved and published by the GAPS program User Defined Operational Picture (UDOP). The UDOP provides the customized view to a specific end user community which increases the overall situational awareness on the environment of interest.
1.1.1 The GAPS program enabling technology has been leveraged for several integration initiatives with Google Earth. This combined Google Earth and GAPS program capability has been demonstrated at USSTRATCOM on the NIPR, SIPR and JWICS and is supporting operational global air picture requirements for 8th AF and USSTRATCOM at the 608th Air Operations Center, Barksdale AFB, LA.
1.1.2 The basis for this visualization support leverages the GAPS program’s current technologies which utilize COTS/GOTS visualization technologies (C/JMTK, Google, AGI/STK, ArcGIS, etc.); and the existing interface integration across USSTRATCOM classified and unclassified networks. The GAPS program currently provides USSTRATCOM users a forum to produce Net-Centric Situational Awareness visualization products tailored for decision makers by gathering selected information from disparate and dispersed data services. To do this, the GAPS program uses off-the-shelf technology that is interoperable with ongoing DoD wide Command, Control, Communications, Computers and Intelligence, Surveillance and Reconnaissance (C4ISR) infrastructure efforts – such as C/JMTK, eGLOBE, EGIS and DGINet. To date, the GAPS program offers M2M (Machine-to-Machine) integration of Force Status Readiness (FSR) data source information, Strategic Knowledge Integration Web (SKIWEB) collaboration capabilities, Strategic Mission Assurance Data Service (SMADS) Critical Information updates, as well as Global Information Grid AOR Decision Support Service (GADSS), which supports all USSTRATCOM Information Technology networks.
1.1.3 Specifically, USSTRATCOM has a requirement for data mining, capture and access in the USSTRATCOM Wargame Center (WGC). This support includes the development, integration and visualization of tasked authoritative data source information available on Open Source, NIPRNET, SIPRNET and JWICS networks. These capabilities must be able to ingest and cache current and future data source information against specified J9 WGC problem sets and display this information on a tailored fused display within the WGC. Furthermore, evaluation and testing of these products will be used to support Global Sensor Integration of Networks (GSIN) Launch Characterization Tool (LCT) integration support to WGC Modeling and Simulation presentations and visualizations.
1.1.4 In addition, the Government desires data mining, capture and access in support of enhanced information sharing and situational awareness efforts using the Commander’s Dashboard.
1.1.5 As an expansion task, if funding becomes available, the Government desires the Contractor to support development and integration of data mining, capture, and access capabilities and services into the Commander’s Decision Support Visualization Initiative (DSVI). This initiative will address specific “Left-Side” visualization requirements involving tasked scorecard information requirements and supported by a “Right-Side” visualization of the event itself. The initiative will address visualization requirements and be supported by operational data feeds when available and notional feeds when “live” feeds have yet to be integrated. Intent will be to support global President of the United States (POTUS)/MAJCOM level collaboration requirements utilizing existing SIPRNET level data sources and capabilities.
1.2 Scope: The Government requires Contractor support for beneficial use of the existing Commercial Off-The- Shelf (COTS) Microsoft enterprise environment to include MS Office, Structured Query Language (SQL), Internet Explorer (IE), and SharePoint. Contractors should be familiar with current visualization technologies (Google, ArcGIS, etc.); Mozilla Firefox, as well as existing interface integration across USSTRATCOM classified and unclassified networks. Contractor support will build upon existing web pages, SharePoint pages, and databases that support Operational, Campaign, and Strategic Assessments. Contractor support will enhance knowledge management tasks with practical and functional web pages, SharePoint pages, and databases linked to existing data sources. The Contractor experience in Agile processes and methodologies would be beneficial. Experience in SharePoint 2013, .Net, SQL database administration, Java and C#, technical computers and networks, and information assurance is required.
1.2.1 As an expansion, the Government desires the Contractor to support continued sustainment of the Commander’s Decision Support Visualization Initiative. This ongoing capability addresses specific executive level collaboration requirements involving tasked scorecard event information, as well as visualization of the event itself.
Intent is to continue to support global POTUS/ MAJCOM level collaboration requirements using existing SIPRNet level data source capabilities.
1.3 Objective: Visually fused situational awareness display presentation services supporting NIPRNET, SIPRNET, Joint Worldwide Intelligence Communications System (JWICS) and closed net network centric operations. These services will seek out web-enabled data sources with active end points and, through translation services, aggregate disparate data sources into a common view with the use of web services following Net Enabled Command and Control (NECC), Net-Centric Enterprise Solution for Interoperability (NESI) and Technical Implementation Architecture (TIA) compliance standards and the ability to obtain awareness of past, on-going and future National Technical Means (NTM) capability to satisfy collection requirements against assigned and defined targets.
1.4 Place of Performance: Primary location is Headquarters USSTRATCOM, Offutt AFB NE. Travel to other Government or Contractor facilities may be required with written approval by the Contract Officer Representative (COR).
1.5 Tasks: Contractor shall perform the following tasks through adherence to Agile principles, methodologies and processes:
1.5.1 Contractor shall aid stakeholders with data mining and access to utilize data views such as:

• Other dashboards, as requested, for use by both internal and external stakeholders
1.5.2 Contractor shall define one or more messaging structures that allow information to be passed between selected UDOPs and data sources via web-based browsers in order to facilitate adding to a 2D/3D display environment.
1.5.3 Provide continued systems engineering support to the CDR’s Dashboard: geospatial visualization data catalog sustainment and documentation, training and support including on-site training to end users along with software/Virtual Machine (VM) optimal configuration.
1.5.4 Contractor shall provide estimates (cost, timeliness, and resource impacts) and a recommended test and implementation plan for future activities, at a minimum:
• Adapt existing capabilities to consume and republish selected Dashboard data sources out to the enterprise complying with interoperability standards.

• Support continued data source testing on SIPR, JWICS, and other networks as required.
• Provide continued training and familiarization with enhanced capabilities.
• Provide continued Dashboard maintenance, update, and sustainment.
1.5.5 Contractor shall provide capability enhancements requested by users or using organizations.
1.5.6 Contractor shall continue to provide ongoing data management and support to ensure data sources do not become corrupt or obsolete. Additionally, the Contractor shall provide sustainment, enhancement, and modification to fielded authoritative data sources as they become available.
1.5.7 Contractor shall continue software sustainability enhancements to the UDOP Repository widget to display feed status and data source metadata.
