QUESTION: CLIN 0006 and 1006 in RFP Section B and Paragraph L5.4 state the fee for the Optional Task Order is 10%, but the Grand Total tab of the Price Model shows the fee as 6.5%. Can the Government clarify the fee value for the Optional Task Order at the Grand Total tab of the Price Model is also 10%?
ANSWER: 1) CPIF SHAREs Tab – Cells under APS V CPIF Share CLIN X006 Weapon Requiring LAR changed to reflect CPIS plan for development.; 2) Grand Total Tab – Cell B30 changed to reflect 10% target; 3) Loading Factors Tab – Cells A22 – A24 changed to add description for development CLIN 0006 Fee Percentages.
QUESTION # 2
REFERENCE: Section L4.6, Price Model. Section L4.6 and CLIN X006 tab of the Price Model.
QUESTION: RFP Section L4.6 states the objective of the Optional Task Order is to provide a cost estimate to incorporate the ability to plan a guided gravity weapon … within 18 months. Tab X0006 of the Price Model requests price information for the CLIN X006 Weapon Requiring LAR (Sample Task) for the Base Period, which is the first 12 months of the 18 month effort. The price model does not provide a template for the CLIN 1006 Option Period price data. Should the entire price for the Optional Task Order be entered in the Base Period template of tab CLIN X006, or should an additional template be added to allow the CLIN 1006 Option Period price to be entered separately? Please advise.
ANSWER: RFP FA4600-11-R-00028, Schedule B, CLIN 1006 will be converted to a “RESERVED” CLIN. The period of performance for CLIN 0006 will be changed from 1 Aug 12 – 31 Jul 13 to 1 Aug 12 – 31 Jan 14 to reflect the 18 month effort for this development Optional Task Order. Pricing for this 18 month effort shall be entered under CLIN 0006 in the Base Period.
QUESTION # 3
REFERENCE: The nature of the work described in PWS Section 3.7 On-site Support and the bid requirements are not consistent with a FFP contract type.
The dynamic nature of the work does not lend itself to identifying specific bounds for the support requested. For example, the requirement for 24x7 support could result in significant overbidding because the amount of 24x7 support required is not specified.
The nature of the work does not support a clear measure for performance based payments. A FFP contract limits Government flexibility in addressing changes in direction and scope.
QUESTION: Would the Government consider changing the Maintenance & Sustainment On-Site CLINs X007 contract type from FFP to FPLOE contract type per FAR 16.207?
ANSWER: Offerors are to propose to paragraph 3.7 as written taking into consideration the stated 3 FTE's
