QUESTION # 1

REFERENCE: L2.1 and SF 33. Table L2.1 indicates that Volumes 2, 3, and 4 are due 45 days after formal RFP release. RFP was released on June 30 and 45 days later is on Sunday, August 14.

QUESTION: Will the government please issue a specific calendar date for the delivery of each proposal volume?

ANSWER: If a due date falls on a weekend, then the proposal will be due the following Monday. The Request for Proposal (RFP) will be amended to reflect this change.

QUESTION # 2

REFERENCE: Attachment 7 QUESTION: Would the government please explain the purpose of Attachment 7? It is not referenced in the RFP and there are no instructions as to its purpose of how Offerors are to be compliant with its contents.

ANSWER: Attachment 7 is a cross reference sheet between the Past Performance Questions (Attachment 9), Performance Work Statement (Attachment 1) and Section L. This documents shows the “path” between the past performance questions and the subfactors.

QUESTION # 3

REFERENCE: PWS 3.7

ANSWER: Verbiage in PWS section 3.7 states “Contractor shall support all activities indicated in section 1.1 currently using 3 FTE’s used to provide full coverage.” The Government is expecting the on-site’s to support the APS system, functions and Users to produce and accomplish the “Verification, Reconnaissance, Planning, Data Products and services” identified in the System Description 1.1 of the PWS.

QUESTION # 4

REFERENCE: L5.4 Incorporate Weapon with Launch Acceptable Region (LAR) Requirement into APS Pre-Priced Optional Task Order (CLIN X006/CPIF).

QUESTION: Paragraph L5.4 refers to the LAR task order however, sub-paragraphs a. and b. seem to reference the maintenance and sustainment CLIN. Did the government intend to reference them here as well?

ANSWER: Section L, Paragraph L5.2 pertains to Maintenance and Sustainment (CLIN X001/CPIF) and Paragraph L5.4 pertains to Incorporate Weapon with Launch Acceptable Region (LAR) Requirement into APS Pre-Priced Optional Task Order (CLIN X006/CPIF). There is an error in L5.4 (b) in regards to the reference to CLIN 0001. CLIN 0001 has been changed to CLIN 0006. An amendment is forthcoming.
