STATEMENT OF OBJECTIVES
TO
“INCORPORATE WEAPON WITH LAUNCH ACCEPTABLE REGION (LAR) REQUIREMENT INTO APS” TASK ORDER
AIR VEHICLE PLANNING SYSTEM V
(APS V)
CONTRACT
AIR VEHICLE PLANNING SYSTEM V (APS V)
INCORPORATE WEAPON WITH LAUNCH ACCEPTABLE REGION (LAR) REQUIREMENT INTO APS
STATEMENT OF OBJECTIVES (SOO)
1.0 SCOPE. USSTRATCOM requires software engineering, hardware, design, integration, technical support, and training services for planning software used by the Integrated Strategic Planning and Analysis Network (ISPAN) for air vehicle planning accomplished by the JFCC Global Strike.
2.0 Background.
2.1 The Air Vehicle Planning System (APS) software is a full fidelity (able to plan fully validated missions down to the individual sortie level) force-level mission planning system that performs planning functions in support of the nation’s nuclear war plan and Conventional Air Launched Cruise Missile (CALCM). APS is currently used to plan missions involving the following aircraft and weapon systems: B-52, B-2, KC-135, KC-10, RC-135, U-2, EP-3, Air Launched Cruise Missile (ALCM), Advanced Cruise Missile (ACM), and CALCM. APS also contains capability to plan dual capable aircraft (DCA), F15/16/18, but this functionality is not in current use. This application is used to perform Air Vehicle planning operations, including maintenance operations, exercise and adaptive planning for the Operational Plan (OPLAN), non-nuclear OPLAN planning, and non-nuclear planning. Tasks include Route Generation, Mating and Ranging, Timing, Verification, Data Products and Tape Build. Results and outputs are also used by other applications. The software is also used to perform maintenance operations, as required, for an existing OPLAN.
2.2 APS provides an automated planning system for manned and unmanned air vehicles. This will include bombers, dual capable aircraft, cruise missiles, reconnaissance air vehicles, and air refueling support aircraft. APS de-conflicts air vehicle missions and provides plan development and maintenance in support of strategic and non-strategic plans. APS provides interactive time-phased graphical displays supporting: air vehicle routing, route conflict resolution, reconnaissance objective acquisition analysis, threat and weapon effect analysis, and timing plan development. APS provides the capability to create plans, reports, and capture images for hardcopy output, transmission, and inclusion in electronic briefing slides. Mission management capabilities include separate management functions for Planners, Team Leaders, and Sortie Managers supporting working sorties and master sorties. The system provides connectivity with Air Force Mission Support System (AFMSS), Portable Flight Planning System (PFPS), and other systems providing a distributed collaborative planning environment. It is responsive to advancements in: military planning guidance; computing architectures and standards; database management systems; hardware and software technology; weapons and weapon systems; and net-centric infrastructure requirements.
3.0 Objectives. The objective of this pre-priced optional task order will be to provide a costed estimate to incorporate the ability to plan a guided gravity weapon into the existing APS version 4.8 program within 18 months. The minimum requirements and expectations would be to automatically plan an optimized B2A route including LAR, manually plan the LAR, vary flight constraints, flight conditions, address Digital Topographic Elevation Data (DTED) in LAR computations and plan weapon release points central to the LAR. This pre-priced optional task order should detail the methodology to modify the APS software to include how the contractor will modify the current APS software to plan the weapon with the LAR capability to meet the needs of JFCC Global Strike by using a set of decision priorities and produce a verified and validated mission. The contractor will provide a clear scoring and justification to address the following priorities in order of: responsiveness to the planners’ requirements, schedule risk, cost, technical risk and maintainability and supportability.
4.0 Summary. The objectives of APS V are to provide air vehicle planning and analysis support for ISPAN at the best value to the Government. The government seeks the best value for the APS V contract. APS is a highly complex system that requires software maintenance, enhancements and possible development. Specific requirements for the pre-priced optional task order are listed above and in Section L.
