1. The “timeline” requested under Factor 1 Work Plan can best be depicted via a Gantt Chart schedule, however, offerors are limited to four pages for this Factor.

Q: Is it acceptable to present the schedule on an 11x17 page?

Q: Please confirm that a Gantt Chart schedule on an 11x17 page will only be counted as a single page.

No, recommend following solicitation guidance and scale schedule to fit single page if that is the preference.

2. Regarding the temporary covered structure, can the government provide additional details for the following features:

• Heating and cooling system requirements

• Plumbing or bathroom facilities

• Fire suppression requirements

• Fire alarm requirements

• Mass notification system requirements

• Flooring or building slab requirements and the removal at completion

• Doors and Hardware type

• Interior office area (if required)

• Finishes

• Break room area (if required)

• Bay overhead doors, types and quantities

• Candle power and type of lighting

3. Regarding the temporary covered structure, once the building is removed after its usage the RFP stated Dover AFB is to retain the structure.

Please provide a location & distance for offerors to deliver the structure so that correct pricing for removal and transport can be determined.

DAFB will remove and transport the structure.

4. Is there a type of temporary structure that is preferable to the government? No.

5. Are ADA requirements to be followed for the temporary structure? No.

6. Are DDC control systems for all boiler and HVAC equipment required? No.

7. If DDC control systems are required is it to be connected to a base wide system? No.

11. In the SOW for the Building 636 renovation project, item

1.3 states that the temporary structure is 32'w x 40'l x 24'h, but the CLIN item 2 states that it is 46'x40' - please clarify.

Structure is to be 32'w x 40'l x 24'h.

12. Who is responsible for running utilities (electric, water, sewer, etc.) to the temporary covered structure? Contractor is responsible for temp electric.

13. Who is the natural gas supplier for the base? Chesapeake Utility.

14. Does the temp facility electric need to be explosion proof? No.

15. Is there any information on the existing lightning protection system? As-built drawings are provided as solicitation attachment.

16. Do we have to demolish the concrete pad under the tank? Yes.

17. Please provide site layout for the temporary building structure

Contractor is to coordinate site layout with base CE and user for approval

18. How are we to feed power to the temporary building structure?

Contractor is responsible for determining is a temp line can be ran from the building or other means.

19. Are there As-Built drawings available for the wash rack underground? As-built drawings are provided as solicitation attachment.

20. General – Please provide floorplans with dimensions or As- Builts of B636. Please provide Gas Tabs/Drawings to show where existing NG lines and existing isolation valves are located in the vicinity of the new gas line which may need to be shut, in order for the new gas lines to be installed.

As-built drawings are provided as solicitation attachment., An map with the existing gas line locations was provided as an attachment to the SOW.

21. 1.3 Limitations – Temporary Cover – The specification states to provide not design. Additional guidance is required so a fair comparison amongst Bidders can be made. For example the following questions need some clarification. Is a tent like structure suitable? Can penetrations be made into the concrete surface to support the temporary structure? Is the 24-ft dimension peak height? What is the minimum clear span eave height desired and the door entry Height and width? Is vehicle entry one way? Is personnel entry required? How many bays or vehicles is the structure to support? Does the tent need to able to be closed up on all sides? Is fire protection required? Lightning Protection?

Utilities - Will the Base be providing their own electrical power for the temporary enclosure and have the ability for Contractor to use for ventilation and lighting? Does the temporary lighting and ventilation have to be explosion proof and/or intrinsically safe? What cfm is required? What level of lighting or lumen level is required? Is there a specific Lighting Plan to follow?

22. 1.5.1 Install NG Line (B639-636) – A. Should the new service for B636 tee off the 4” Main instead of from the Mech Rm 639 to allow separate meter reading at B636? Is disturbance of the street prohibited?

B. What specification for selection of new meter and regulator follow for B636? Does the Base still follow “Chesapeake Utility Construction Standards” for natural gas installations? Is bollard protection required?

The new gas line should tee of the main that runs on the opposite side of the street as shown in the attachment to the SOW.

Contractor shall follow all applicable UFCs and UFGS for installation.

23. 1.5.2 Install Boiler- Does the heating system contain any glycol? Is any 3rd party commissioning required?

Yes.

Third (3rd) party cx is not required.

24. 1.5.3 Renovate Latrine – A. Please confirm that the shower is no longer required and will be replaced by the new vanity/sink.

B. The existing latrine has a painted ceiling. What finish is required for this room? Are any fire protection devices required under this scope? Is there a backflow preventer already installed?

What furnishings are required for the utility sing? Reuse the existing?

Contractor is to follow layout provided as an attachment to the

SOW.

B. Follow DAFB design guide. No FP devices are required under this scope. a back flow preventer is installed. New fixtures shall be provided with bathroom renovation.

25. 1.5.4 Install Furnace- Does the furnace require any 3rd party commissioning? No.

26. 1.5.5 Install Split System Unit - A. Will the Base CES Environmental accept the used compressor oil? If so, what is the required packaging based on the expected volume of oil?

B. Does the Base still accept the evacuated R-22 refrigerant and provide recovery tanks? What building should the recovered refrigerant be delivered, if still acceptable to Base?

C. Please be more specific on the “first floor entry area to be conditioned? Is it the stairwell or the Locker Room?

D. ASTM E1264, Type III, Form 4, Pattern E, as manufactured by USG, style “Frost ClimaPlus, SLB edge” or approved equal. Is this correct for the Office spaces? Please confirm that there are No ACTs required in Latrine in the Maintenance Bay.

Yes, base environmental still accepts compressor oil. Base environmental still accepts evacuated R-22 refrigerant.

C. both are to be conditioned.

D. Government cannot specify name brand. No ACT required in maintenance bay. Follow DAFB design guide for latrine.

27. 1.5.6 Modify Existing Sanitary Sewer – A. Please specify the diameter of the stormwater piping to be abandoned. Please clarify to what extent is the electrical demolition is to be done.

Abandon at the conduit at grade? Any demo below grade? Is wire to be pulled back to the power distribution panel? What equipment is to be salvaged?

B. Please specify the diameter of the existing piping to be abandoned and what type and connection specifications for re-routing, installation and connections to the OWS are required

Pipe is 4'' Dia. Wire is to be pulled back to panel and conduit is only to be demoed to where wash rack is being removed. any recyclable equipment is to be taken to base recycling center.

pipe is 4'' Dia, as-builts will be provided upon award.

28. 1.5.7 Refinish Workshop Floor – A. There are two UFCs mentioned for the new flooring system in the shop area.

Remove and Install new spark resistant floor finish in accordance with “09 67 23.15 FUEL RESISTIVE RESINOUS FLOORING 3 COAT SYSTEM” and 09 97 23 METALLIC TYPE

CONDUCTIVE / SPARK RESISTANT CONCRETE FLOOR FINISH.

Please clarify how or what degree of the specifications apply, accordingly, as far as, removal and/or repair and refinishing.

Provide new fluid applied spark resistant epoxy floor coating meeting the requirements of UFGS 09 67 23.14. SOW will be corrected.

29. Install Lightning Protection – A. It appears that an existing grounding system is currently installed for the building structure. Please confirm and provide any LPS currently existing, as-built and any OHM or other test results. There are some peak roof structures existing on the ridge line of the building. Please confirm if these are to remain and what function that they serve, as it may affect the LPS design.

Lighting protection exists on the building but is either not in compliance or not functional. The intent is to make existing system functional.

30. 1.5.9 Remove Oil Tank – A. Is the tank double-walled?

B. How thick is the tank pad? How thick is the gravel sub-base?

Please provide an as-built, if available.

Yes. As-built drawings are provided as solicitation attachment.

31. 1.5.10 Demolition of Building 632 – A. Will the Base remove all items to be salvaged from B632 prior to demolition?

Besides asbestos, if discovered, who is responsible for removal and disposal of any other Universal or regulated waste? Will the Base abandon and/or remove all communication, network cabling and equipment? There does not appear to be any water or sewer connections at B632. Please confirm. Where is the electrical power disconnect or Lockout for B632 located?

Does all wiring have to be pulled back to that location? Has the asbestos survey been conducted yet?

Building will be empty prior to demo. Contractor will take all recyclable items to base recycling. Asbestos tests have been performed. Contractor is to abandon any conduit in place and pull back any existing wire to panel. no plumbing exists. As-built drawings are provided as solicitation attachment.

32. Is the 24’ height request a Peak height or is this an eave height, the height at the top of the wall, that the roof line rafters meet the wall uprights?

24' is peak height.

33. Is there a Cargo door size requirement? 14'w x 12'h.

34. In the SOW for the Building 636 renovation project, item

1.3 states that the temporary structure is 32'w x 40'l x 24'h, but the CLIN item 2 states that it is 46'x40' - please clarify.

Structure is to be 32'w x 40'l x 24'H. Reference revised Atch 2 -bid schedule.

35. Please provide complete building as-built drawings to include any and all renovation projects that have impacted our scope. This would be beneficial to have prior to the bid submission.

As-built drawings are provided as solicitation attachment.

36. Is an on Base office required for this contract? No.

37. Is a full-time superintendent required for this contract that has to be on site whenever work is ongoing? Yes.

38. Is a full-time dedicated quality control manager required for this contract? Yes.

39. Is a SSHO required for this contract? Yes.

40. Can the QC be dual-hatted or part time to this effort? Yes.

41. Can the Super also serve as the SSHO for this project? Yes.

42. Please advise on how differing site conditions will be handled contractually. In accordance with Federal Acquisition Regulation 52.236-2.

43. Is HVAC commissioning required for this contract? If so, what systems are being commissioned? Yes, the new boiler and furnace shall be commissioned.

44. Is a 3rd party commissioning agent required for this contract? Can this be performed by the designer? No, designer can perform.

45. There is an existing coating of approx. ¼” on the floor of the garage area over the concrete. Epoxy flooring can not be installed over this finish. Please confirm that this should be removed down to bare concrete to allow for the proper installation of the epoxy spark proof floor.

Proper floor preparation should be done prior to installing new epoxy.

46. If the material is found to be built up in areas to develop the spill containment, does the contractor need to reestablish the spill containment area in the bay?

Contractor shall reestablish containment areas.

47. The temporary structure is being located in a current spill containment area. Is this where DAFB wants this to be located?

Yes.

49. Please confirm that the latrine does not need to meet ADA requirements. Confirmed.

50. Does this building communicate to the EMCS Shop? If not, will it need to when this project is complete? No. No it will not need to communicate with the EMCS shop.

51. Have there been any hazardous material studies, asbestos and lead, performed on this building? Yes, testing has been completed.

52. In the mech room, there are penetrations that are not properly fire proofed. Will this contract be responsible for fire proofing?

No additional firestopping will be required under this scope

53. DAFB Design Guide Section 5.24, states “designs with a direct line of site from outside the restroom or shower area through an open entrance doorway to stalls, urinals, lavatory sinks, wall mounted mirrors, showers or dry changing areas shall not be permitted.” This latrine cannot be designed to meet this requirement. Confirm the expectation of this latrine.

This portion of the Design Guide is WAIVED since there is not adequate space to meet this requirement.

54. Design guide section 5.24.5 states “provide wall recessed accessories wherever possible. Provide wall recessed 15 gallon combination C-fold paper towel dispenser/waste receptacle with 4” projection.” There is no space in this bathroom for a recessed paper towel dispenser/waste receptacle.

This portion of the Design Guide is WAIVED since there is not adequate space to meet this requirement.

55. Please confirm that no work is to be performed with the fire suppression system. Confirmed.

56. Who is responsible for floor striping in the garage bay? No striping is required.

57. Does temporary striping need to be provided for the temporary structure? No.

58. Does the temporary structure require a drive through for the trucks? No, structure should have 2 bay doors on 1 end.

59. Does the temporary structure require garage doors? Yes, two(2) 14'w x 12'h.

60. Does the temporary structure require an electric meter for the service? No.

61. Does the temporary structure require receptacles for maintenance purposes? Yes.

62. Does the electric for the temporary structure need to be explosion proof, Class1, Div 2?

Contractor can provide Class 1, Div 2 extension cords with receptacles to temp structure.

63. What size electrical service will the temporary structure need? Contractor is to determine proper sizing.

64. Will the user need access to the road around the building during construction? Yes, as there are fuel tanks located on the side of the facility.

65. Ref. SOW para 1.3 – Where is the temporary structure to be delivered once dismantled, or will it stay in place? Structure is to remain in place, Base will remove and transport.

66. Does the temporary structure need to be engineered? No.

67. Does the temporary structure need to be anchored to the concrete? Yes.

68. If the answer to the previous question is yes, will the anchor points need to be patched back to existing conditions? Yes.

69. What conditions should the temporary structure be designed and constructed to withstand?

70. Does the temporary structure require weatherproof packaging? Temp structure should be covered in weatherproof PVC fabric.

Asbestos survey has been conducted.

72. Does the new gas meter need to be capable of reporting to the EMCS Shop? No.

73. Is the requirement for OA being waived for the areas that are being served by the split systems? Yes.

74. Please confirm that 436 CES/Environmental will still receive the tank cleaning materials. We have been told on past projects that the environmental group is not handling certain things anymore.

Confirmed. Base environmental will provide the properly labeled container.

75.. The current Powermatic Furnace for the Maintenance Bay is not an explosion proof furnace. Will the replacement be required to be explosion proof or will separated combustion with spark resistant blower wheels be sufficient?

New furnace should meet the required ratings for building operation.

76. What is the pavement section for this site? Washrack being removed is in North West corner.

77. Para 1.1.5 – Multi-zone split system typically not capable of handling unconditioned outdoor air direct to evaporator coil.

Confirm that ventilation is not being required for the three spaces to be conditioned under this project.

Confirmed.

78. Is the equipment that is to be installed to serve the entry area required to be explosion-proof? No.

79. Is the existing BAS functional? No BAS system requirement for this project.

80. Does the new mechanical equipment need to be integrated into the BAS? No.

81. Is air conditioning and/or heating required for the 1st Floor latrine? Maintain current heating. No additional requirement for cooling.

82. What type of ceiling is expected in the Latrine? Currently it is drywall or plaster, and a suspended ceiling will be very difficult to install.

Contractor is to follow DAFB design guide.

83. Is the ceramic wall tile to be full height, or only to 6’-4”? Contractor is to follow DAFB design guide.

84. There are existing plumbing pipes and electrical conduits on the walls of the latrine that will impact the installation of the ceramic wall tile. Should these pipes be removed and reinstalled? Keep in mind that the conduits are Class 1 Div. 2.

Yes, pipes should be removed and reinstalled.

85. Should the door to the latrine be replaced? No.

86. Is attic stock required for any materials on this contract? No.

87. Is bull nose tile acceptable for the top row of wall tile? Contractor is to follow DAFB design guide. Design can be submitted for final approval from base architectural specialist.

88. Please confirm that a bid bond is not required. Reference solicitation Section A, 13, b.

89. Please clarify if a construction fence will be required as we are working around most areas of the building but the user intends on accessing the parking lot area during construction.
