RE: Asbestos & Lead Bulk Sampling at the Dover Air Force Base, Buildings #636 & #714

On September 13th, 2019 Batta Environmental Associates, Inc. (BEA) performed bulk sampling for suspect asbestos containing materials (ACM) in Building 714 and 632 and bulk sampling for suspect lead based paint (LBP) in Building 714.
The bulk sampling was conducted by Nicholas Mariconda, an EPA certified building inspector (EHSBIR 190205-00008) from Batta Environmental Associates, Inc. (BEA) who is experienced in identifying and sampling suspect ACM and collecting bulk samples of paint for analysis for lead.
All samples collected were analyzed at Batta Laboratories, LLC, using either Polarized Light Microscopy (PLM) methods for suspect ACM samples or using the SW846 chips by flame analytical method for paint samples. A total of nineteen (19) PLM samples were collected and two (2) paint samples.
The following table summarizes the PLM samples collected. No materials were found to contain asbestos in amounts greater than 1 % (NAD = No Asbestos Detected).

DNREC and the US Environmental Protection Agency – Region III, require notification of intent to renovate or demolish when asbestos is present. Notification must be sent at least 10 working days prior to the start of any construction activities. The general contractor should also keep a copy of these sampling results at the construction site during the entire construction project as proof of compliance with 40 CFR 61 (NESHAP).
The following table provides the results of testing for lead based paint in the Alternate EOC
Area of Building 714, and in the Dover Air Force Base, Dover, DE 19902. Samples collected those were greater than 0.50% by weight are defined as LBP under the Department of Housing and Urban Development (HUD).

LBP is defined by HUD as paint that contains lead in concentrations greater than one milligram per square centimeter (1.0 mg/cm2) or 0.50% by weight. Lead in paint at any level is regulated under OSHA 29 CFR 1926.62 which applies to all construction work where an employee may be occupationally exposed to lead which includes the demolition or salvage of structures and torch cutting where lead or materials containing lead are present.
