Offerors must submit responses by June 5, 2020 to the Department of the Air Force Air Mobility Command for consideration.

Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
1. This is a competitive selection in which competing offerors will be evaluated using the Lowest Price Technically Acceptable (LPTA) evaluation process. The Government expects to award one firm-fixed price requirements contract as a result of this solicitation. The Government will make an award to the responsible (in accordance with [IAW] the Federal Acquisition Regulation [FAR]) contractor whose offer conforms to the solicitation and is determined to be the best value to the Government considering price and technical factors.
The solicitation requirements include all stated terms, conditions, representations, certifications, and other information required by 52.215-1 of this solicitation.
Factor I - Price The Government will evaluate offers based on prices proposed and technical factors required by the solicitation.
The offeror's proposal will be evaluated for price reasonableness. The lowest priced proposal will be considered and reviewed for technical acceptability. If the proposal is not technically acceptable, the next lowest proposal will be reviewed for technical acceptability until the Government has determined a proposal to be technically acceptable. Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined other techniques will be used.
Factor II - Technical The following ratings will be used in rating technical capability:
Acceptable: Proposed meets the requirements of the solicitation Unacceptable: Proposed does not meet the requirements of the solicitation
Beginning with the lowest price proposal, technical acceptability will be evaluated. If the lowest priced proposal is determined to be technically acceptable, that offer will represent the best value to the Government and the evaluation process will stop. If the lowest priced proposal is determined to be technically unacceptable, the Government will proceed to the next lowest offer and evaluate technical acceptability. This evaluation process will continue until a proposal is determined to be technically acceptable. The following technical subfactors will be evaluated. If all of the following subfactors are not submitted, the proposal shall be determined non-responsive and removed from consideration. The contractor at a minimum shall meet the following technical requirements identified below in accordance with the Statement of Work:
Subfactor 1 - Work Plan: The offeror must provide a basic work plan that demonstrates a realistic approach to the accomplishment of the work. This plan cannot exceed four pages and must address the following:

a. Timeline identifying critical path for project construction completion within the contract performance period.
b. Performance statement identifying the plan of action and scope as it relates to the requirements and limitations described in the statement of work.
Subfactor 2 - Experience: The offeror must submit a description of its capability to complete a project of this size and scope. This description cannot exceed two pages and must address the following:
a. History of the offeror's construction experience, with emphasis on projects of similar scope and scale to the requirements in the Statement of Work. Provide point of contact information for each project listed.
Subfactor 3 - Quality Control: The offeror must submit a narrative description of its quality control procedures.
This narrative cannot exceed two pages and must address the following:
A description of internal review procedures that facilitate quality standards and the identification of individuals responsible for ensuring quality control. All Unified Facilities Guide Specification (UFGS) specified contractor quality control requirements must be satisfied.
