An SSHO is also required. Commissioning can be performed by the designer. Escorts will be necessary for work in secure areas. The maximum acceptable shutdown time for air handlers is two hours, and cut-over work should be scheduled during normal business hours and coordinated in advance. Shop drawings from the controls contractor will suffice in place of engineered plans.

MEMORANDUM FOR ALL OFFERORS

SUBJECT: FA449720R0017, Project No. 1076655, Replace Automated Temperature Controls B116, Questions and Answers

The following is a list of questions posed by prospective contractors and the corresponding answers.

1. Please provide complete building as-built drawings to include any and all renovation projects that have impacted our scope.

A1. A full set of As-builts will be provided upon project award.

2. Can existing electrical conduit be reused if it is in good condition?

A2. Conduit can only be reused in exposed areas if in good condition and it would cause damage to the building to remove and replace.

3. Is an on Base office required for this contract?

A3. No

4. Is a full-time superintendent required for this contract that has to be on site whenever work is ongoing?

A4. Yes

5. Is a full-time dedicated quality control manager required for this contract?

A5. Yes

6. Is a SSHO required for this contract?

A6. Yes

7. Can the QC be dual-hatted or part time to this effort?

A7. QC can be Dual-hatted

8. Can the Super also serve as the SSHO for this project?

A8. Yes

9. Please advise on how differing site conditions will be handled contractually.

A9. Contractor is to notify Contracting office of any differing site conditions.

10. Can you please provide the as-built shop drawings for the current controls system?

A10. As-builts can be provided upon contract award

11. Is HVAC commissioning required for this contract? If so, what systems are being commissioned?

A11. Contractor shall provide retro-commissioning to ensure systems are working properly.

12. Is a 3rd party commissioning agent required for this contract? Can this be performed by the designer?

A12. Commissioning can be performed by designer.

13. Some of this project is considered a secure area that would require special badging and/or escorts. Will escorts be readily available for our work?

A13. Escorts will be required for work.

14. Are any of the valves/gauges currently servicing the existing system required to be replaced along with controls?

A14. No, valves or gauges are required to be replaced.

15. Will we be responsible to replace ceiling tiles that are damaged prior to construction starting?

A15. No, Contractor is only responsible for replacing tiles that are damaged during construction.

16. Please provide information on the ceiling tile. Some may get damaged during construction and it would be good to have some on hand.

A16. Information can be provided upon contract award.

17. Will we be required to replace any insulation outside of what is impacted by our work?

A17. No.

18. Other than the VAVs, is any other work required to be performed after hours?

a. For example; in section 1.5.1 Building Control Panel, bullet C: Provide and install a new communication bus for the new BACNET devices to be installed. This will replace the existing Lon communication bus. This link will be run throughout the entire building.

A18. No, additional after-hour work is required unless “cut-over” time exceeds a reasonable timeframe or impacts the buildings mission.

19. All efforts will be made to keep the air-moving equipment maintaining design building conditions at all times, however due to the nature of this project there will inevitably be a minimum “cut-over” period to safely terminate wiring and test end devices. Does the government have any specific guidelines on :

a. Advance notice when planning to shut an air handler down?

b. The maximum acceptable length of time an air-handler can be down?

c. Should the cut-over be scheduled after normal business hours?

A19. The contractor shall provide a schedule as well as advanced notice for AHU shut-downs to be coordinated with the user. AHUs should not be shut down for more than 2 hours. Cut-over should be scheduled for normal business hours and coordinated with BCE and User.

20. As it pertains to the Schedule of Values, are we permitted to invoice for materials stored on site?

A20. The Government may consider in accordance with FAR 52.232-5(b)(2); however, just-in-time material/equipment delivery and installation per approved scheduled is the standard.

21. Are the contractors permitted to charge costs for delay due to a mass casualty event or other unforeseen circumstance?

A21. Reference SOW, para 1.3 Limitations.

22. Given that the control system replacement / upgrade is a direct 1-for-1 with no required engineered changes to the existing sequence of operation, are stamped-and-sealed engineered plans required for the control system portion of the scope of work? Suggest that control system replacement / upgrade is handled via shop drawings by the controls contractor, reviewed by the engineer, are required rather than requiring redundant engineered plans.

A22. A set of shop drawings from the controls contractor will be sufficient, a full set of plans will not be required.
