Summary of Site Visit (if applicable) Two site visits were conducted for this project: one on 17 July 2019 at 1300 and one on 23 July 2019 at 1300.

Question Answer

1. Can you please provide any as-built drawings of this facility Specifically, mechanical, electrical and structural as-built drawings are requested. For building 503.

Attached in amended solicitation.

2. Does this building have a dedicated fire protection and or fire alarm contractor? If so, please provide their contact information.

Fire protection is controlled by 436 CES.

3. Please provide any balancing reports that exist from the installation of the Mitsubishi VRF system to be demolished. As-builts attached. No T/B report available beyond this.

4. Please provide any commissioning reports that exist from the installation of the Mitsubishi VRF system to be demolished. As-builts attached. No commissioning reports beyond this.

5. Given that this is a federal base, local and state permits are NOT required. As for the principal engineer, provided he/she is a licensed PE in the states of MD, Virginia and/or DC, would this be acceptable as opposed to Delaware, as this has been the case in our dealings on Federal sites?

If Delaware will accept the transferability of licenses and certifications from other licensed states, than this is acceptable.

6. Please confirm that the intent is for the contractor to utilize packaged units with VAV’s to condition this space. If yes, do you desire to have a VAV dedicated to each space?

Please refer to SOW. Single zone VAV.

7. Can bathroom space, (shaded in yellow in Appendix A:

Building 503 Floor Plan), be conditioned by a separate unit or is it a strict requirement to serve that space with one of the units installed for the spaces shaded in blue and orange?

This is correct, a separate unit is ideal.

8. Is Owner mandating where the packaged units are required to sit or do we have latitude to sit them either at ground level in the green shaded space or on the roof or elsewhere?

Please refer to site plan. Minor changes acceptable within design phase of project. Unit must be on ground level.

9. Can any additional information (submittals, cut sheets, make/model/serial, and drawings) be provided on the existing ERV system as it was not able to be seen during site visit?

As-Builts attached with CFM and performance.

10. If new packaged units are to sit within green space in appendix A, electrical work would be run exposed in some areas. Is this an acceptable approach? Is contractor limited to using this approach or are other locations and applications of the units acceptable to DAFB given that they meet all DAFB design guidelines and the specifications set forth?

Minor changes acceptable. Electrical must meet applicable code requirements for outdoor electrical.

11. It is understood (again) that permits on federal bases are not required. Can DAFB provide any information on what permits should be expected to be pulled by the contractor given that this is a federally owned facility? I assume Owner is requesting a code compliant installation and that is per the Design criteria.

If Delaware will accept the transferability of licenses and certifications from other licensed states, than this is acceptable.

12. Will contractor be allotted space to place dumpster during construction? Space available. Location will be discussed post award.

13. Will contractor be required to provide ANY temporary facilities during construction, including temporary HVAC, temporary lavatories, temporary power, ICRA, and so-on?

Temporary cooling will be required. Facility will be used during construction.

14. DAFB Design guide, Paragraph 6.1.16A, states that the commissioning agency and TAB agency are to be “direct subcontractor to the general contractor and shall not be a subcontractor to the mechanical contractor”. Given that we would be both the mechanical contractor and the prime contractor, would proper 3rd party TAB agencies be able to be a 1st tier subcontractor to the Prime Contractor?

If you are the prime, you can sub this portion out.

15. Can DAFB please define our point of connection to the campus’s UMCS and EMCS? Will any new controls infrastructure be required outside of the building to make this connection OR do points of connection exist within building 503?

As-builts attached with control information.

16. Does gas service exist within this facility that can be utilized by contractor for future connections? If so, can DAFB please define where this exists and in what capacity?

There is no gas service to the facility.

17. What is preferred method to fill existing pipe penetrations in exterior wall, if required? Fill and patch wall to meet existing.

18. Does a BAS system exist in this building currently? If so, is the intent to tie new equipment into the existing system?

Currently, there is communication with Trane. Refer to as builts for additional information.

19. Does this facility have a dedicated BAS/ATC/Controls contractor? If so, please provide contact details.

We do not, however, the majority of our controls are Trane.

Please refer to DAFB Design Guide.

20. Is the roof under any warranty? If so, please provide name of who holds the warranty.

The roof was last fully replaced in 1990 which would imply a warranty that expired in 2010. However, the roof for the majority of the building was most recently repaired in 2013, meaning that it is in fact under warranty until 2033, which is added as an attachment. The attached document shows a diagram showing this section of roof in orange. The white section was repaired under a 2011 project with a non-standard 10-year warranty, meaning that this section will be under warranty only until 2021.
