1.0 PART I – PROJECT SPECIFIC GUIDANCE
1.1 SCOPE/OBJECTIVE
The Contractor shall provide design and construction services to repair/replace six exterior stairways, one inner stairway, & all exterior railings at dormitory 401 on Dover Air Force Base, Delaware. The work shall consist of, but is not limited to, providing all labor, materials, tools, expertise, testing, surveying, equipment, report writing, sampling, warranties, and transportation for the design and construction of the work as necessary to comply with specified design standards and this Statement of Work. In general the project will remove existing exterior railings and replace with new railings, and replace/repair stairway components for the six exterior stairways and one inner stairway, as more specifically described herein. Specific requirements are detailed below in the respective sections. The project design will develop plans and specifications which will be used to clearly identify all work requirements.
1.2 SCHEDULE / LIMITATIONS
1.2.1 Phasing: The existing facility will remain occupied during actual construction except as described below. The design will provide for the construction to be phased such that only one side of a dormitory wing will be under construction at any given time, and only one stairway will be renovated at a time. The construction drawings shall reflect this construction phasing.
1.2.2 Continuity of Operations: The Dormitory will remain occupied during the work.
Construction activities must be conducted to minimize interference with occupied spaces and facility access. The design and construction must safely accommodate continuity of operations for all areas of the dormitory. Signage, safety tape, cones, and other methods shall be used to block and mark work areas while keeping in mind that occupants must have access to their dormitory rooms. Foot traffic management must be employed to allow operations to continue.
1.2.3 Site Access: The Using Agency must be able to safely access all areas. Access to adjacent buildings must also be maintained during construction activities.
1.3 STAIRWAYS
1.3.1 Exterior Stairways: Remove aluminum castings (treads and landings) from exterior stairways, and replace with new aluminum castings treads and landings or with galvanized and painted steel treads and landings. Repaint all exterior metal stairway structures and railings.
Remove the existing brick pavers under the stair towers and replace with 4-inch reinforced cast-in-place concrete slab on grade under the stair tower footprint.
1.3.2 Inner Stairways: Repaint all interior metal stairway structures and railings. Repair/replace any damaged, missing, or loose metal tread inserts.
1.4 RAILINGS:
1.4.1 All existing balcony railings shall be removed. Provide new railings on the second and third floors. Railings shall be prefinished anodized aluminum and shall comply with DoD and industry codes and standards.
1.4.2 Fastenings and associated building attachment shall be evaluated for structural adequacy in accordance with IBC criteria. Building surfaces shall be repaired as required to provide the required structural support to the railings.
1.4.3 Remove existing metal railings along at-grade walkways and do not replace. Patch to match existing fastening locations.
1.5 HAZARDOUS MATERIAL
1.5.1 Asbestos testing has not been conducted on this facility. It is assumed that there may be existing Asbestos Containing Materials (ACM) involved in the work, such as within existing caulking or sealants. The Contractor shall be responsible for providing screening of ACM (sampling and testing) of existing areas affected by the work as it determines necessary to prosecute the work required under this contract. In the event that this screening reveals the presence of ACM, the removal and disposal of the asbestos debris will be considered incidental and included in the work. Asbestos abatement of spaces not disturbed by the work is not required.
1.5.2 Cadmium, Chromium, and Lead-based paint (LBP) screening has been conducted on D401 (Attachment 2). The paint test reports indicate the presence of these metals in the existing paint coatings. For this project, surfaces to be recoated shall only be water blasted and/or hand scraped in order to prepare for coating application. During the process of water blasting and scraping the contractor shall be responsible for capturing and containerizing the LBP debris generated by the work. The Government will be responsible for providing containers and for the transfer and disposal of the contractor generated LBP debris. Lead testing, sampling, and abatement of spaces not disturbed by the work is not required. The paint must be handled in accordance with the requirements of the Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), and the State of Delaware regulations.
Contractors shall ensure that their workers and the environment are properly protected.
1.5.2.1 Regulations established in OSHA’s “Lead in Construction Standard” (29 CFR 1926.62) must be adhered to during demolition and renovation of components containing lead in detectable amounts. Employers are required to use engineering controls and special work practices to reduce worker lead exposure at or below the permissible exposure level (PEL). It also triggers several requirements regarding exposure monitoring, biological monitoring, and employee training when a worker is exposed to airborne lead levels at or above the PEL.
1.5.2.2 All cadmium, chromium, and lead-containing waste is to be handled and disposed of as hazardous waste unless toxic characteristic leaching procedure (TCLP) testing is performed and indicates otherwise. Whenever renovation or demolition is performed on painted components, an attempt should be made to control dust. Any component containing cadmium, chromium, or lead in detectable amounts also has the ability to produce cadmium, chromium, or lead dust when it is disturbed.
2.0 POINTS OF CONTACT: Will provide upon award.

EXECUTIVE SUMMARY
Environmental Testing, Inc. was contracted to perform limited paint chip sampling and analysis for chromium, cadmium, and lead on the exterior surfaces located at Building 401 at the Dover Air
Force Base located in Dover, Delaware. This summary report pre-sents the results of the chromium, cadmium, and lead from the paint chip samples collected from the exterior of Building 401.
The visual inspection, sampling, and survey documentation was performed by Mr. Charles M. Chan, Lead Risk Assessor (LRA-16-
0183R). Mr. Chan is accredited by the Delaware Health and Social
Services Division of Public Health, Office of Lead Poisoning Pre-vention. Environmental Testing, Inc. is accredited by the
Division of Public Health, Office of Lead Poisoning Prevention to
Conduct Lead-based Paint Work. A copy of the accreditation cer-tificates are attached in Appendix A.
Samples of paint from exterior surfaces of the building were collected for analysis of chromium, cadmium, and lead. Samples were analyzed by Atomic Absorption Spectroscopy (AAS) by IATL
Laboratories of Mount Laurel, New Jersey.
The inspection and sampling was conducted on March 29, 2017 by
Charles M. Chan, Environmental Testing, Inc. Industrial Hygien-ist. A total of thirteen (13) paint chip samples for chromium, cadmium, and lead were collected from the exterior of Building
401.
The laboratory reports are presented in Appendix B. A summary of laboratory results for chromium, cadmium, and lead are summa-rized in Table 1.

The State of Delaware, Division of Public Health, lead regulations defines a lead-based paint as “..a paint or other surface coatings that contain lead equal to or in excess of 1.0 milligrams per square centimeter of more than
0.5 percent by weight”.
Results of paint chip analysis (Appendix B) indicate that the concentration of lead ranged from 0.0037 % by weight to 2.9 % by weight.
Results of the paint chip analysis indicate detectable concentrations of chromium (0.15 % by weight to 0.35 % by weight). Results of the paint chip analysis indicate detectable concentrations of cadmium (0.0022 % by weight to
0.0030 % by weight. Locations are included in Figure 1.
