MEMORANDUM FOR: INTERESTED VENDORS

FROM: 436 CONS/PKA

639 Atlantic Street

Dover AFB, Delaware 19902-5639

SUBJECT: Request for Information and Government Response to Solicitation FA449718R0024, Repair Stairways and Railings B401

1. The following questions were submitted by interested contractors and were answered by the government:

Question 1: Reading the Statement of Work, it looks like this is a Design-Build project whereby the Prime Contractor will be responsible for Design and Engineering. Please confirm?

i. Government Response: Confirmed. The requirement for design and construction is stated in SOW paragraph 1.1.

Question 2: On Page 32, Paragraph 004: Performance and Bid requirements, item (b) states that the amount of bid guarantee shall be 100% of bid price. Somewhere else states that the amount of bid guarantee shall be 20% of bid price. Please confirm the correct amount of bid guarantee.

ii. Government Response: The bid guarantee is 20% of the bid price. An amendment to the solicitation will be posted on FBO on 20 June 2018 to correct the deficiency.

Question 3. On Page 30, item (2) criteria of Technical Capability reads "Initial Design:

Does the offeror provide shop drawings and manufacturers information of the proposed railing and stair designs?" Question: Is the Offeror expected to prepare design and shop drawings to submit by the proposal due date?

iii. Government Response: In order to meet the technical requirements, contractors must provide adequate information to show they understand the requirements, have the capability to provide a solution to meet the requirements, and have researched the available options and have found solutions.

Questions 4: Can the Bid date be extended?

iv. Government Response: Yes, the new bid due date is 22 June 2018

Question 5: Per sections 1.2.2 and 1.2.3, in order to provide safe access to all dorm rooms during railing replacement, we will need to install temporary barriers which will have to be inside the existing railings which are set at exactly 44”. Is it acceptable to temporarily restrict the walkway widths to approx. 36” during construction?

v. Government Response: Temporary narrowing of the walkways as proposed is acceptable.

Question 6: Per section 1.4.1, we do not believe the vertical supports that currently exist would be necessary for the new railing systems. Please confirm that they can be removed and not replaced.

vi. Government Response: Per the SOW the contractor is required to provide design documents verifying that the railings meet safety and industry standards. The

DEPARTMENT OF THE AIR FORCE

436th Contracting Squadron

639 Atlantic Street Dover Air Force Base, Delaware 19902 support of the new railings would be included in that design and would be reviewed by the government. All areas damaged by the removal of supports that are no longer needed would require repair to match adjacent areas.

Question 7: Per section 1.4.2, please confirm that the only necessary block and concrete repairs are for the removal and replacement of the railings only. No other spalling or damaged areas are to be repaired under this contract.

vii. Government Response: Confirmed.

Question 8: Since we assume this contract is driven by safety concerns, please verify that we are not to address the inadequate lighting in the center of the building or the enclosed staircase.

viii. Government Response: The SOW does not require new lighting fixtures.

Question 9: There should be footings for some of the railings located on the first floor.

Please confirm that they are all to be removed and the landscaping repaired to match existing.

ix. Government Response: Confirmed.

Question 10: Since the condition of the existing concrete is in question, we recommend the installation of mounting brackets during the design phase with random pull out tests to verify that we can achieve the structural integrity necessary. Can that be accommodated prior to the start of construction? It would not require removal of any existing railings.

x. Government Response: Yes.

Question 11: Since, this is an occupied building, would we be able to use a small part of the parking lot as a laydown area?

xi. Government Response: The laydown area will be addressed at award.

Question 12: Assuming the use of a lift but the inability to fence off the area, can we assume that cones/tape are acceptable with use of a spotter whenever the lift is being relocated on site?

xii. Government Response: OSHA safety requirements must be followed.

Question 13: Does DAFB want to maintain the same appearance with the railing? Keep

1x1 pickets or go with 2x2 pickets?

xiii. Government Response: The proposed appearance would be part of the design effort. The existing appearance does not have to be maintained.

Question 14: Are we required to bring the interior stair railing up to code?

xiv. Government Response: The SOW states the requirements for the interior stair. We are aware that the existing railings have some minor noncompliance issues which are not required to be corrected in this project.

Question 15: The concrete at the bottom of the exterior stairs is not in great condition

(some is damaged, some are multiple ours at different elevations, some slope back to the building, etc…). Pouring new concrete to existing damaged concrete will be difficult and unsightly. Should the concrete at the bottom of the exterior stairs be replaced?

xv. Government Response: The existing stair structure does not require replacement.

The contractor should take the necessary steps to provide the required concrete slab under the stair tower footprints.

Question 16: If existing electrical conduit is not touched, is this contract responsible to re-secure it to the building?

xvi. Government Response: All equipment that remains shall be properly secured.

Question 17: There is a lot of spalled concrete on the landings. How can we quantify the repairs to the concrete so we are all pricing the same scope?

xvii. Government Response: As the landings are required to be removed and replaced by this contract, the question above must relate to the concrete walkways. There is no requirement in the SOW to repair the concrete walkways except as required for support of the new railings.

Question 18: Please confirm the need of a full time superintendent requirement from the

DAFB Design Guide and UFGS Spec Sections.

xviii. Government Response: A full time site superintendent is required for this project.

Question 19: Please confirm the need for a QA/QC position for this project referenced in the DAFB Design Guide and UFGS Spec Sections.

xix. Government Response: All UFGS specified contractor quality control requirements must be met. See the Dover AFB Design Guide and UFGS specifications.
