Questions and Answers for Grounds Maintenance FA4497-17-R-0002
1) Appendix A states that there are 222 acres however the bid schedule states there are 217 improved grounds under O&M. Does that mean that AFMAO consists of five acres?
a) Answer: Yes, AFMAO is 5 acres
2) Improved Grounds – Per Appendix A, the total acreage for improved grounds is 222. The Bid schedule lists 217 acres at O&M, 24 acres at TWCF, zero for Medical and AFMAO. Please advise.
a) Answer: Bid schedule has been updated to reflect the correct acreage for all CLINs.
3) Leaf removal – Per Appendix A the annual frequency is two, according to the Bid schedule the annual frequency is three.
a) Answer: 3 is correct – will update PWS Appendix A; 2 in the winter months & 1 in the fall
4) Planting beds – per Appendix A we are required to service 44,664 SF of planting beds six times per year. According to the Bid schedule the annual frequency is 7.
a) Answer: Should be 7, will update Appendix A
5) Snow/Ice Removal – Per Appendix A, the total quantity for snow/ice removal is 66,651 SF. The snow/ice removal map includes 69,448 SF of snow/ice removal. Which is correct?
Additionally, building 211 is listed as priority number one per Appendix G, but it is not included on the snow removal map. Does the total SF on the map include all sidewalks?
a) Answer: The 69,448 SF is correct. As for building 211, the portion required for this building is so small that the map may not reflect the small area. SF on the map includes all sidewalks.
6) Can the government please confirm only a past performance proposal and excel spreadsheet bid schedule are to be emailed as part of the proposal. No Standard Form 33, Representations and Certifications, or Technical Proposal are to be included.
a) Answer: There are only 2 parts required: 1 – Price; 2 – Past Performance, however as stated in the solicitation, the Reps and Certs (52.212-3) in the provision included need to be filled in. Also, please attach a cover letter acknowledging receipt of all amendments, signed by an authorized company representative.
7) Who is the current incumbent contractor?
a) Answer: National Construction and Maintenance
8) What is the current contract annual price?
a) Answer: After the 5-year contract, we have had temporary bridges in place for varying amounts. The annual price cannot be established at this time.
9) What is the estimated value and contract price from last year?
a) Answer: The last 5-year contract was awarded for $3,392,193.93 for a period of performance from 1 Nov 2010 – 31 March 2016
10) How many trees were emergency?
a) Answer: Historically we had 2 each of large, medium, and small.
11) How much mulch was used last year?
a) Answer: Approximately 10 Tons
12) What is the average width of the surface drainage ditches or another measurable surface area such as total acreage?
a) Answer: On average they are approximately 5ft wide.
13) What is the total acreage of the grass covered ammunition bunkers?
a) Answer: 6 acres
14) What client do the grass covered ammunition bunkers fall under? O&M?
a) Answer: O&M
15) Is spraying of runways and taxiway vegetation part of this contract?
a) Answer: No
16) Is spraying of road and parking lot vegetation part of this contract?
a) Answer: No
17) Is spraying of sidewalk vegetation part of this contract?
a) Answer: No
18) Is spraying of graveled area vegetation part of this contract?
a) Answer: No
19) CLIN 0001AY – Planting tree and shrubs shows a quantity of 30. Can the government provide a breakdown of the 30 trees and shrubs on Appendix G. In other words, is it 15 20-gallon trees and 15 5-gallon shrub of the species listed on Appendix G?
a) Answer: Not at this time, the government reserves the right to differentiate between the
20 gal trees and 5 gallon shrubs as needed.
20) The PWS states that the contractor is required to manually water areas of the improved grounds that do not have irrigation systems? Can the government provide details on these areas to include SF or AC?
a) Answer: Manual watering will be removed from the PWS.
21) 1.6.2 – Ice Removal of the PWS states “The contractor shall immediately remove ice to provide secure footing or safe driving conditions…”. Is the contractor responsible for any snow and ice removal from roads or parking lots?
a) Answer: Roads and Parking lots are not required – only areas covered in the PWS
22) The site visit did not allow a visit to the contractor laydown area. Is there a bathroom present in B650 for contractor use?
a) Answer: Yes
23) Can the contractor dispose of green and regular waste in Dover AFB dumpsters or is it the responsibility of the contractor to remove waste at our expense?
a) Answer: Regular waste will be disposed of in the necessary garbage bins, large green waste will be disposed of in the CE stock yard (in the vicinity of bldg 945), grass clippings will be blown back onto the grounds.
24) Is the contractor responsible for replacement of irrigation system valves?
a) Answer: Yes.
25) Appendix F states that the contractor is responsible for 26 irrigation systems and 2,500 irrigation heads with an estimated 11 actions per year (six growing and five non-growing).
a) It would seem that there should be no actions in the non-growing season as the systems should not be active. Can the government clarify this?
i) Answer: Growing season has approximately 25 actions and non-growing season has approximately 11. The non-growing season actions are unexpected repairs.
b) Does this mean that there are a total of 11 irrigation heads that need to be replaced annually? That seems low for 26 irrigation systems.
i) Answer: No, there are 2,500 irrigation heads that need to be maintained and the 11 actions aren’t just for replacing those heads.
26) 1,1,2 Can an approved herbicide by used to control weeds/vegetation in expansion joints, etc?
a) Answer: All Herbicide actions are performed by CES Entomology Shop.
27) 1.1.4.1 What water source is to be used if hand watering and/or setting up hoses is required?
a) Answer: In the event that manual watering is required, water trucks can be filled up at a fill stand next to the Glycol fill station near building 944.
28) 1.1.4.2 How is the contractor reimbursed for the replacement of control devices, broken heads or repair of ruptured pipes?
a) Answer: The government will either reimburse, replace or repair on a case-by-case basis.
29) 1.1.5 Is collection and disposal of dead animals included is the scope of work? If so, is there a special procedure for the disposal?
a) Answer: All animal collection/disposal actions are performed by CES Entomology Shop.
30) 1.1.6 Is there a place to dispose of the leaves on site or will the contractor be required to take off site for disposal?
a) Answer: CE Stockyard on Base, ¼ mile past Hangar 945
31) 1.1.9 Lawn Renovation When Pricing CLIN 0001AH, should the contractor assume no more than 200 sf per occurrence?
a) Answer: Yes
32) 1.1.11 If mulching mowers are used are clippings still required to be bagged?
a) Answer: Contractors discretion.
33) 1.1.11 What is the definition of a mature tree? Should the pruning of all mature trees annually be included in CLIN 0001AB?
a) Answer: A tree that is complete in natural development or growth. CLIN should be
0001AP and yes.
34) 1.1.11 What is the acreage for mowing, planting beds, etc breakdown for AFMAO?
a) Answer: 5 acres
35) 1.6.1 If the pathway is wider than 3’ is clearing of the entire width required or only 3’ clearance?
a) Answer: 3 feet only
36) CLIN 0001AN – does the contractor give a price for 4 months regardless of actual snow fall? Will the contractor be paid the amounts in CLIN 0001AN as FFP? What if it does not snow?
a) Answer: Yes. Yes. The CLIN is for unlimited snow or no snow.
37) 1.6.2 Please give the exact name of the de-icing chemical. Is Ice-Melt straight salt? What is the makeup or composition of this chemical?
a) Answer: PWS updated with Ice-Melt as the chemcial and it is calcium chloride.
38) 1.6.2 Please confirm the contractor is to furnish all de-icing chemicals as part of CLIN
0001AN?
a) Answer: Yes
39) 1.1.7 and CLIN 0001AP – Please confirm the pruning is per tree with an estimate of 200 trees and the price is to be given per tree no matter the caliper of the tree. Does the occurrence of 200 represent fully loaded man hours (to include bucket trucks, chippers) or number of trees?.
a) Answer: Yes, per tree for 200 trees regardless of caliper. Contractors discretion on how to propose to this CLIN
40) 1.7.1.1 How will the contractor be reimbursed for this task if required?
a) Answer: By WAWF monthly payment
41) CLIN 0001AQ does the occurrence of 20 represent the number of trees no matter the caliper or man hours (fully loaded to include bucket trucks, chippers, etc?)
a) Answer: The number of trees
42) Is there an area to dispose of materials generated from tree pruning and/or tree removal operations on site?
a) Answer: CE stockyard
43) What maintenance is required for fence lines? Can herbicide be used?
a) Answer: Weed whacking and no, all herbicide usage is completed by CES Entomology
44) Appendix G Planting Beds – Are these the only beds to be weeded, mulched?
a) Answer: Yes, the main gate entrance
45) Are there any annual flowers to be planted? Where if so and is the area irrigated?
a) Answer: No
46) At the site visit, we noticed several drainage ditches containing riprap covered in weeds. Is this the expectation for these areas? Can herbicide be used to kill the weeds?
a) Answer: Yes and all herbicide operations are performed by CE Pest Management
47) Is the mulch to be used bagged or bulk? What kind of mulch? Is it colored?
a) Answer: Contractor Discretion, double shredded hardwood, Bark brown
48) Are the areas with the skeet range and firing range included in the contract? If so, who cleans these areas of the used materials before mowing?
a) Answer: Yes, Contractor
49) Are there any special requirements for the playgrounds? If so how is the contractor reimbursed for these expenses?
a) Answer: There are no playgrounds on the operations side of base
50) The museum has a great amount of paved surface. Is this paved area to be sprayed for weeds? If so can this be done during normal working hours?
a) Answer: All Herbicide actions are performed by CES Entomology Shop.
51) 1.1.4.2. You state the contractor is required to perform manual watering as well as automated watering with the irrigation systems, the Map does not indicate or separate what is manual and what is automated. The map shows 22.9 acres it does not show any break-down of the automated system areas or the manual watering areas.
Please provide a map and measurement of quantity that indicates what is automated and what is manual watering?
a) Answer: Manual watering will be removed from the PWS.
52) Also where manual watering is required is there an adequate water supply and water pressure to perform manual watering?
a) Answer: Manual watering will be removed from the PWS.
53) Maintenance is as described; Maintenance includes but is not limited to draining and charging systems, replacing damaged or broken control devices and sprinkler heads, and repair of ruptured pipes. Maintain equipment and systems to be efficient and in good operational working order.
As the GOVERNMENT OWNS THE IRRIGATION SYSTEMS, and as owner of the irrigation systems in fairness you should bear the cost for any materials or parts for any repairable event reimbursing the contractor or the government should purchase any materials or parts .
Who will be burdened with the actual repair cost of material items for maintaining/repairing the irrigation as described above the government or contractor?
a) Answer: Contractor
54) 1.1.6. As leaf removal is an un-known quantity regarding when they fall out of the normal fall season, leaves on the ground can become excessive and when this occurs it should not be a policing requirement. In all fairness to the contractor you the government should issue a work order for cleaning up excessive leaves, just for the particular areas that leaves become excessive!
Please Clarify this, so the contractor know what is the governments clear intent?
a) Answer: The government will issue a work order when leaf removal is required.
55) 1.1.10. This service requirement for pruning/trimming shrubs is a service to be completed only twice a year, the PWS shows 2677 shrubs to be accomplished each time correct? The CO or COR will issue a work order to identify the required areas for pruning/trimming.
a) Answer: Correct, the COR will issue a work order to identify requirements as needed.
56) During the site visit we witnessed many bldg’s with shrubbery planted around them and many bldg’s without shrubs, Appendix B-8 does not clearly identify locations of the shrubbery requiring pruning/trimming, show the entire base is marked as mowing requirements, it does not provide clear identification of any beds.
Please provide a Map that will identify all areas/bldg’s that require this service?
a) Answer: The PWS (1.4, 1.1.10, 1.1.11) identifies specific facilities/locations that require mx of planting beds/shrubbery.
57) This service is only accomplished via by issuance of a work order; Will all shrubbery/hedges be included each time you issue a work order to accomplish pruning/trimming of the shrubs?
a) Answer: Yes (1.1.11), all shrubs/hedges requiring pruning/trimming will be identified by the Government through work order issuance.
58) The AFMAO bldg’s are requiring special attention above the normal improved grounds areas; (Maintenance is as Described); The contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant. This service will be issued as a work order by the CO or COR. Hedges shall be maintained to their natural mature height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned and/or trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic.
Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Volunteer tree growth seedlings shall be removed at no additional cost to the government. within the bed borders. All plants around landscape and ground lights shall be pruned and/or trimmed to allow light usage for its intended purpose. Be aware that to know when to prune, example clematis vines rely on the flower buds formed the year before, the climbing hydrangeas should be pruned in early spring. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Mature trees within the AFMAO Campus will be pruned annually. Volunteer tree growth seedlings shall be removed at no additional cost to the government. Shrubs will be fertilized in March at a rate depending on size and age of the plant. Pre-Emergent Herbicides will be used in all authorized flower beds. The contractor shall maintain vegetative beds, inert beds, and related areas to present a neat and professional appearance during the growing season. Maintenance activities will include but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs. In spring all existing mulch beds shall be redefined and plant beds shall be weeded and cleaned. New mulch of double shredded hardwood bark will be installed to a maximum depth of 2 inches on all mulch beds. For planting beds with red rock, refresh and add as necessary. Red rock will be provided by the government.
Please provide all the locations/bldg with measurement of quantities for all requirement/services stated above within this section?
a) Answer: The PWS (1.1.11) identifies buildings that fall under the definition of AFMAO and clearly defines all required services.
59) 1.4. Maintenance is as described; Maintenance activities will include but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs. In spring all existing mulch beds shall be redefined and plant beds shall be weeded and cleaned. A pre-emergent herbicide will be applied to mulch beds. New mulch of double shredded hardwood bark will be installed to a maximum depth of 2 inches on all mulch beds. Planting beds with red rock will be refreshed as needed. Red rock will be supplied by the government.
A measurement of quantity / size is need so that a contractor can provide a fair and accurate cost to all the requirements of this required service.
Please provide a measurement of quantity of all the related bed areas that require the above listed services?
a) Answer: 7 acres
60) During the site visit we could only find/see two areas where hardwood mulch is being used/installed Fisher House and Main Gate.
Please provide a list of location as to where mulch is installed to beds and a map of these locations showing where mulch is to be installed?
a) Answer: The Fisher House and Main Gate are the only two areas where hardwood mulch is used.
61) Who provides and is burdened with cost of the pre-emergent and double shredded hard wood mulch and fertilizer?
a) Answer: This is the contractor’s responsibility
62) 1.6.1. Priority 1 and 2 have completion deadlines please provide the measurement of quantity for each priority?
a) Answer: All snow/ice removal actions must be completed within 1 hour after snow stops.
63) You state that when snow fall becomes excessive that there are designated accumulation points that are identified in the Appendix B, there are no collection points identified on the appendix map.
Please provide clarification regarding where the excessive snow fall accumulation points are?
a) Answer: The CES Horizontal Shop decides the site and communicate requirements to the contractor. Example//sometimes it is behind bldg 479.
64) 1.6.1.1. Please identify the AFMAO Campus facilities areas that require snow removal along with measurement of quantity of these facilities?
a) Answer: This area is reflected on the map; Fisher House & Mortuary, sidewalks and walk areas.
65) 1.6.2. States remove ice to provide safe secure footing and driving conditions regarding the snow removal requirements.
The PWS describes and describes areas of sidewalks, steps, stairs, landings, gardens area, and entrance ramps basically walking pathways.
Clarify what areas the contractor is to maintain regarding the areas that are to be considered as safe driving conditions?
a) Answer: PWS is updated to remove “safe driving conditions” as there is a separate vehicle for the base roads.
66) 1.7.1. This section is only referring to emergency pruning/trimming, it does not reference normal/annual pruning or trimming requirements as you have a line item in the bid sheets
0001AP.
During the site visit we witnessed many trees that are in need of trimming, will these trees be trimmed before this contract is awarded?
a) Answer: No, trimming is not anticipated between now and the end of the current contract.
67) Please provide clarification to size or sizes of trees for normal pruning practice, along with quantity of each different size?
a) Answer: All identified in PWS 1.7.1.4
68) During the site visit we saw you have many Crape Myrtle trees on the facility, these trees require annual trimming maintenance, will the standard/normal pruning requirement be accomplished/included under this contract?
a) Answer: If identified by the QA/COR
69) 1.7.1.5. Large and Medium time lines of removal can become un-fair as to the severity of the trees location; a large tree located in a area where it may have to be rope down or craned down this take coordination of experienced personnel and proper equipment needed.
To provide you clarification to this matter; as the PWS requirements are mainly stipulation for mowing, irrigation grounds care, and putting say a major tree equipment into this proposal would over price it. So the contractor would need time to coordinate with a company or equipment supplier to expertly and safely remove a tree that would require proper the techniques and equipment.
Please provide some clarification to this matter?
a) Answer: The contractor would be allotted time to remove the tree in a safe and timely manner.
70) 1.7.2. Emergency and Special Event Services. The contractor shall upon notification by the
CO through the issuance of an oral or written work order, perform emergency or special event grounds maintenance service. Upon notification of an emergency, the contract manager shall respond within one (1) hour to meet with the CO and government evaluator and initiate emergency services. Upon receiving direction by the contracting officer, contractor personnel shall begin emergency work within two hours. Oral work orders for emergency services to minimize damages or mitigate hazardous conditions will be confirmed with written work orders. The contracting officer will notify the contractor as soon as a special event requirement is known, but no less than 24 hours prior to the event.
This requirement does not have a line item in the bid sheets, please provide clarification as to how the contractor is to provide cost for the requirement?
a) Answer: The Gov requests a proposal based on the services needed
71) 1.7.5. Planting Trees, Shrubs and Vegetative Beds. The contractor shall upon notification by the CO or COR through the issuance of a work order, perform planting of trees, shrubs, and vegetative beds to include but not limited to: removal and disposal of trees, shrubs, or vegetative beds being replaced; and performance of maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability. Provide unit pricing for planting trees, shrubs, and vegetative beds as shown in Appendix G.
The bid sheet indicate quantity of 30 each, how can the contractor provide a costing when there are no descriptions sizes of trees or shrubs, quantity of each size of tree or shrub, or removal of un-wanted vegetation, or size of vegetated bed or beds appendix G does not provide any identification of this requirement.
Please provide clarification for this requirement so that a contractor can provide a clear, fair and accurate costing for this required service?
a) Answer: Appendix G specifies the size expected, type of trees/shrubs, and the building locations. The Government reserves the right to differentiate between the 20 gal trees and 5 gallon shrubs as needed.
72) Will the contractor be allowed to place and store fuels in bulk fuel storage tanks with 110% containment bunkers on site at Bldg 650 or at any other designated area on base?
a) Answer: The Government already has fuel storage for gas and diesel in place.
73) You have Improved grounds in housing please provide an acreage/measurement of quantity of these areas?
a) Answer: Total acreage is 10 Acres.
74) Airfield; During the tour it was pointed out the contractor is to maintain mowing of the camping sites, museum area, cemetery, and Farm it was indicated as mowing areas.
The map shows clearly these areas on the map, but the Farm is not identified on any map we have downloaded off FBO.
Please clarify the Farm area that was identified for mowing during the tour, that is to be maintained under this contract?
a) Answer: This area is known as Bergold Farms 180 acres and is grass land. It is located immediately South East of Runway 14/32 across from Route 9.
Also please provide a map of the area and measurement of quantity?
b) Answer: The map is provided – titled B-4 BASH 5 Yr FY17, map will be updated with text to specify the Farm area.
75) During the site visit tour you identified the munitions area where bunkers are, the map B-1 or B-4 does not show the munitions area.
Please Clarify if the area is to be maintained and what the area is to be maintained as, and provide a map clearly identifying/showing the area of munitions?
a) Answer: Map B-1 will be updated to show munitions area more clearly
76) How often is the munitions area to be maintained weekly, bi-weekly, monthly, bi-monthly etc?
a) Answer: Munitions area is maintained per BASH standards which falls under item 9 in
Appendix A
77) During the site visit it was noticed you have many drainage ditch with rock, rip rack rock lining the bottom of the ditch.
Will the contractor be allowed to spray these ditches bottoms lined with rock, with a roundup/glyphosate chemical?
a) Answer: No, this is a Government Pest Management responsibility
78) In the bid sheets you have CLIN,s 0001, 0002, 0003 with sub clins for inserting the costing of services/requirements. The PWS does not indicate where or what 0002, ,0003 are. TWCF has sub clins showing acreage amounts, but the Medical area does not have a acreage amount.
Please provided clarification on what the acreage is for the Medical area clin?
a) Answer: Bid schedule has been updated to reflect accurate acreage for all CLINs
79) 1.2.3.1. Will the government provide the training class to the contractor’s employees for the AF FORM 483 if yes, at NO Charge, or will there be a Charge?
a) Answer: Yes and no charge.
80) 1.3. This section is marked as reserved, the bid sheet does not have a pricing/costing CLIN, but the PWS Appendix A has item 11 has it marked Un-improve Grounds and with 139 acres to be maintained.
Please provide clarification as to the government intentions regarding un-improved grounds?
a) Answer: This section is considered “reserved” with no action required at this time and the PWS Appendix has been updated to remove the line item.
81) What is the square foot area of the mulch beds requiring the 2 inches of double shredded hardwood bark in AFMAO?
a) Answer: 12,000 sq ft
82) Attachment B-8 Planting Beds.... This map doesn't seem to actually detail any planting beds. Could the gov't provide a map showing the planting beds?
a) Answer: Map will be updated to zoom in on the planting bed areas.
83) Do the grounds conditions covered under this new contract presently meet or exceed the contract standards to be maintained by this contract? If not, what is the government’s plans to bring the grounds to contract standards?
a) Answer: Yes, they currently meet standards.
84) PWS 1.1.4.1 references areas that will require manual watering and states to see Appendix A & B. However, there is no reference to manual watering areas in Appendix A. Appendix B includes a map of the Irrigated Areas with the locations of sprinkler heads. Are all of the manual watering areas included in Appendix B-6 Irrigation Map and highlighted in Blue?
a) Answer: Manual watering will be removed from the PWS.
85) PWS 1.1.5 Remove Debris/Police Grounds states that this work will be performed in all improved grounds areas and additional areas identified in Appendix A & B. Neither Appendix A or B show the specific "Additional Areas" referenced in this paragraph. Could the gov't clarify what exactly the additional areas consist of?
a) Answer: PWS updated removing the term “additional areas.”
86) Also, 1.1.5 references the picking up of dead animals. However, 1.1.5.1 Dead Animals is marked as "Reserved." Could the gov't clarify their needs with the disposal of dead animals?
a) Answer: Removed from the PWS – anything related to Dead Animals is taken care of by the Government.
87) Reference PWS 1.1.6 Leaf Removal... The pricing scheduled gives a quantity of 3 times annually. Appendix A gives an estimated quantity for 42 acres of twice annually during the growing season. Appendix B-7 Leaf Removal Map gives an acreage of 20.797 acres. The governments pricing schedule requires a unit of measure of "each" (for each service we assume). To price this accurately, we request an accurate acreage/area and map location of where the leaf removal will occur. We also request an exact quantity the government plans to order to perform the leaf removal. A particular area of trees will produce a certain amount of leaves every year. However, this cleanup could be ordered, for example, three times or once. The work load of the different order quantities will be dramatically different and impossible to accurately price without this information.
a) Answer: Appendix B-7 has been updated to reflect the 42 acres and the bid schedule is correct, this task should be accomplished 3 times annually.

a) Answer: This will depend on soil conditions. We average one test annually.
89) Reference PWS 1.1.9 Lawn Renovation... Can the gov't confirm that turf renovation by seeding is acceptable for this service?
a) Answer: Yes
90) Reference PWS 1.2.2 Semi-improved/Trimming.... This paragraph states that the government requires the contractor to mulch or removal grass clippings when visible after trimming. Is this statement accurate? Trimming machines will not mulch grass. Is it the government's intention for the contractor to remove clippings from trimming operations within the semi-improved grounds areas?
a) Answer: Yes, that statement is accurate. PWS paragraph has been updated to reflect that the clippings can be blown back into the mowed area.
91) Reference PWS 1.5 Surface Drainage Ditch Maintenance... Are the blue "Swale Centerlines" marked on the Appendix B inclusive of all the drainage ditches included in
CLIN 0001AM?

92) Reference PWS 1.6 Snow/Ice Removal..... Paragraph 1.6.1 Basic Services and 1.6.1.1 Basic Services at AFMAO Campus clearly set out the requirement of when services can begin;
when accumulations reach 1 inch for Priority 1 areas and AFMAO, and 3 inches for Priority 2 areas. PWS 1.6.4 Operations states that the COR or Civil Engineer Snow Control will direct the implementation of snow removal operations to begin no matter what time of day.... These two statements seem to contradict each other. Are the contractor's employees going to be working by the direction an implementation of the COR and Civil Engineer personal, or will the contractor be following the contract standards to PWS 1.6.1?
a) Answer: The contractor should follow the standards identified in the PWS unless otherwise directed by the COR/CE.
93) PWS 1.6.4 Operations (Snow/Ice Removal)..... This section further states that the contractor
POC will report to snow control 30 minutes after being called to work the priorities for this event. This implies an in-person meeting requirement 30 minutes after a phone call. What direction is allowed to be given to the contractor IAW this contract? Can this be accomplished via a phone call as pre-storm preparation will keep our personal busy preparing to satisfy 1.6? Is the snow control (or the COR) allowed to change the priorities listed in Appendix G?
a) Answer: Yes, a meeting in person is requested. The purpose of this meeting is to ensure all resources are being used at the appropriate times. Priorities can be changed as mission dictates but only by the COR and not Snow Control.
94) Ref PWS 1.6.2 Ice Removal..... In Appendix A, the gov't listed an estimated workload of 9 events. Are these events snow events only, or snow and ice-only events? PWS 1.6.1 clearly states that we may begin services when accumulations meet 1 inch and 3 inches for Priority 1 and 2 areas respectively. However, the PWS is not clear on if Ice Removal services are to be provided for an ice-only event. If an ice-only event occurs, with accumulations less than the 1" and 3" standard, is the contract required to perform Ice Removal? If so, can the gov't clarify what exactly the standards will be?
a) Answer: The estimated 9 events could be either snow, snow & ice, or just ice. The PWS has been clarified to state ANY accumulation of ice.
95) Reference CLIN 0001AP Prune Trees..... PWS 1.7 mostly speaks to the Emergency Tree
Pruning CLIN 0001AQ which is pretty clear. For CLIN 0001AP, 1) is there a routine for the trimming of the trees on base that's been accomplished over the past five years? 2) Is the quantity of 200 trees in the pricing schedule what is expected to be completed by the contract each contract year? 3) Are we to perform this trimming in a particular part of the year?
a) Answer: 1) No, we do not have a set routine for this service. 2) Yes, the 200 trees is an estimate expected each year. 3) No, only as required.
96) PWS 4.6 Hours of Operation... Nothing in this section specifically prohibits the contractor from working outside of the normal business hours of 7am - 4pm. Will the gov't confirm that performing the services of this contract will require the contractor to work outside of the bases normal hours of operation?
a) Answer: A snow storm, tornado, or an event could require performance outside the “normal” hours of operation.
97) 1.1.4.2 Irrigation. The systems that were added to the new contract are they functional in working order such as Building 550 (two systems) 515 and the museum system?
a) Answer: All systems are operational but susceptible to normal wear and tear as any other system would be.

a) Answer: Yes, you will be held accountalbe for the time frames mentioned in this part.
However, they are not all 1 hour – that is expected for the Priority 1 areas shown in Appendix B.

106) 5.1 As the incumbent contractor is this saying I must keep all equipment, personnel and equipment for up to 90 days after this has been awarded to another contractor? This wouldn’t effect me on this contract but may for the next contact.
a) Answer: Yes, that is correct, unless the new contractor can transition in a quicker time period. The continuity of services clause is in the contract for this reason.
107) Will the base be raising the trees in the improved areas to make mowing and trimming more efficient and time consuming?
a) Answer: No
108) How will Non-Emergency Tree Pruning be ordered? Will a work order be issued when the trees come out of standard or will they be ordered to prevent them from coming out of standard?
a) Answer: A work order will be issued as needed.
109) What percentage of irrigation systems are currently in working order? Will systems that are not operational be repaired prior to the new contract?
a) Answer: All systems are currently in working order. Anything damaged prior to start of new contract will be fixed.

113) The PWS requires trimming/edging concurrent with mowing. However, on the site visit it did not appear this was currently being done. Has the current scope changed from the previous contract. As this is a very time consuming process, please clarify requirements in this area.
a) Answer: The scope has not changed. The trimmers/edgers may have been ahead or behind of the mowers but they are accomplished in the same day.
114) Edging and trimming is listed at 318,640 ln feet in the PWS. Is this an absolute number that includes both sides of walkways, for example? The PWS requires the airfield not to have any grass growing beyond the edge of pavement. Is the airfield included in the 318,640 ln feet?
a) Answer: Estimated ln ft for both sides and no, the airfield is not included.
115) Bid item 0001AL shows PWS sections 1.4.1 to 1.4.2 and refers to “main gate”. There is no section 1.4.1 or 1.4.2. Do you mean 1.4? Please clarify the reference to “main gate”. Is this only the main gate or does it include other locations? Also, is this Item 6 (Planting Beds) on page 20 of the PWS? Item 6 in the PWS shows 6 times per year vs the Bid schedule which shows 7 times per year. Please clarify.
a) Answer: Bid schedule has been updated – 1.4 is correct. All locations are included, please see map B-8. Appendix A has been updated to reflect 7 times.
116) Bid item 0001AM (Maintain surface drainage ditches) shows 28 times per year in
Appendix A but only shows 8 each in the Bid Schedule. Please clarify. Also, Appendix A and B-3 show 74,705 ln. ft. of drainage ditches. However, B-3 states this ln. footage is only for BASH area. There are many more drainage ditches delineated by blue lines on figure B-3 outside the BASH area. Please clarify.

Is this all sidewalks, or are there steps and, or, other types of surfaces to be cleared?
a) Answer: Green areas are the Government’s responsibility and will be removed from the map to alleviate confusion. Contractor’s responsibility is the blue areas regardless of surface area. This includes everything listed in the PWS 1.6.
118) Section 1.7.1 in the PWS refers to “Emergency” tree pruning. Did the government intend for this section to reference routine tree pruning?
a) Answer: No

a) Answer: The bid schedule has been updated to reflect the acreage for the medical. It is part of the overall 220 acres, mowing, trimming, edging.
