Question and Answer Document

FA448422R0012, JB MDL Installation Wide Maintenance and Repair

Question: In Section J, Attachment 9, Bid Schedule, CLIN 0032 - Exterior Window Replacement, the unit measurement for this line item is listed as "SF". I'm inquiring as to if that is a typo and should be "EA"?

Answer: No, this is not a typo. The acronym “SF” refers to the use of square footage as a unit of measure. This is due to the fact that not all the windows to be worked on/repaired are the same size so to capture necessary work for all windows, the Government will use SF as the unit of measure.

Question: Attachment 1 - Past Performance Letter and Questionnaire was issued with the RFP.

Would the government accept a CPARS in lieu of Attachment 1?

Answer: No, the Government requires all prospective contractors to submit the Past Performance Letter and Questionnaire as required in the solicitation. Please be advised that the Government has the ability to pull CPARS reports, hence submitting them would not provide any advantage to the Government in assessing contractor

Question: Attachment 1 - Past Performance Letter and Questionnaire was issued with the RFP.

Would the government accept a previously completed PPQ in lieu of Attachment 1?

Answer: No, a previously completed PPQ in lieu of Attachment 1 will not be accepted. A new version shall be submitted with the proposal.

Question: L-2.2.3.2 requires us to provide a CAGE Code, DUNS Number, and business-size standard under the applicable NAICS of 236220. Now that sam.gov is using a Unique Entity ID, rather than a DUNS Number, would you like us to provide our Unique Entity ID (rather than a DUNS Number) in response to L-2.2.3.2?

Answer: Please provide the required information. Substitute the Unique Entity ID for the DUNS number.

Question: L-2.2.1.1 SF1442 and Solicitation requires us to Complete Blocks 14 – 20 (A–C) of SF1442 and all fill-in clauses in solicitation Sections I – L. L-2.2.1.3 Clauses and Provisions also requires us to provide the clauses and provisions. Is it acceptable to include the clauses and provisions ONE time only in response to L-2.2.1.1?

Answer: It is recommended to fill out all portions of the solicitation. In not doing so, an offeror may be found technically unacceptable/unresponsive.

Question: Now that sam.gov has changed from using a DUNS Number to a Unique Entity ID, should we replace any use of our DUNS Number with our Unique Entity ID?

Answer: Substitute the Unique Entity ID number for the DUNS number.

Question: Both the last day to ask questions and the due date for Volume II - Past Performance is 10 days prior (May 6th) to the proposal due date. Would the government consider making the due date for all three volumes on May 16th to allow time to incorporate any questions/answers related to Volume II?

Answer: No, additional time will not be granted. Any additional questions received after this document is posted may be answered on a case by case basis. In the event that additional questions are submitted and answered, an additional Q&A document will be posted via SAM.gov incorporating another amendment.

Question: L.2.2.2.1 says to provide an original and 1 copy for Volume II. We respectfully request that this be removed from the RFP, since proposals are due electronically.

Answer: Approved as requested.

Question: Do we need to submit Attachment 1 - Past Performance Letter and Questionnaire to our project references?

Answer: Yes, and the PPQ attachment shall be submitted to POCs of past completed contracts to be filled out. Once filled out, those POC shall submit the PPQ directly to the Government on behalf of the interested vendor/contractor.

Question: Is Attachment 1 - Past Performance Letter and Questionnaire supposed to be submitted with our proposal or returned directly to the government?

Answer: The PPQ is supposed to be returned from an outside party to be filled out, preferably a Government entity. Then, the entity filling out the PPQ shall return the PPQ directly to the Contracting Specialist at jake.camacho@us.af.mil
