FA4484-15-R-0032: Site visit and additional questions and answers 2:

38. Can you provide the current level of effort for each area i.e Dix, McGuire & Lakehurst?

A. Please use the PWS to determine current level of effort.

39. Are switch alarms currently monitored at Communications focal point?

A. No

40. This section states “The Contractor’s QCP shall reflect depot-level Contractor logistic support, centralized maintenance and remote monitoring from the I-NOSC and…” Can you expand on what monitoring is expected from I-NOSC?

A. I-NOSC operates & maintains the voice firewall.

41. How many dedicated poles exist under contract scope?

A. This is listed in the PWS, para. 5.2.5.B

42. Is there a quota for pole inspections similar to manholes and terminals?

A. See Section 1.3.3.6 of the PWS

43. Are the switching systems separate or combined?

A. There are multiple switching systems that are listed geographically in appendix 5.2. The switches are not combined into a single switch.

44. Are calls controlled/monitored from Ft. McGuire?

A. No.

45. Can we receive a Switch Network Topography diagram?

A. No. All switches are listed in appendix 5.2.

46. Should a Utility Pole be identified as “unserviceable”, who will be responsible for purchase and placement of new pole?

A. Government is responsible for dedicated poles and JCP&L is responsible for joint use poles.

47. Will Climbing Certifications be provided by Base or will this be the responsibility to the contractor to maintain equipment and certifications?

A. Climbing certifications will not be provided by the base. Contractor must maintain all equipment and certifications.

48. IAW PWS, this para only requires inspection of Utility Pole. Who is responsible for correcting deficiencies if a safety hazard is identified?

A. Government is responsible for material and installation costs. Refer to PWS para. 1.4.

49. IAW PWS, Contractor personnel shall be able to be contacted 100% of the time. Does this include ALL personnel or just assigned Project Manager and/or Alternate site PM?

A. This is a performance based effort, the contractor is responsible to determine appropriate workforce.

50. How will Trouble Call/Tickets be handled outside the normal Period of Performance, e.g., 2000 hours Contractor is notified if an ‘Emergency” ticket?

A. See. Section 1.3.4.4. of the PWS

51. Should a cable location have to be “remarked” for any reason, will this be added to existing footage tally of up to 100,000 feet?

A. Yes. Refer to PWS para. 1.3.6

52. Are manhole, hand hole and other confined spaces identified on site, already classified by local BCE and/or Fire Department?

A. All confined spaces are classified non-permit required.

53. Will Government provide training on software which will be required for maintaining CSIR’s and converting from CADD to GIS?

A. Training is available. Refer to PWS para. 1.3.14.6

54. Will Government be responsible to purchase AFL Support Spares should Contractor identify inventory shortage?

A. Refer to PWS para. 5.2.3.A.

55. IAW OSP table, all cable types are “PF”, therefore can Government confirm that no air core/pressurized cable exists.

A. No. Refer to PWS para. 1.4.6.

60. Rerence paragraph 1.2.1 Q. Does JB MDL have an incumbent contractor currently providing these managed services?

If so, Who is the incumbent?

A. Yes. Bowhead Operations and Maintenance Solutions. L.C

61. Reference paragraph 1.2.1 Q. Are the network services, including voice/transport services, provided for JB MDL under the Networx contract thru DISA?

A. Yes.

Q. Does the local access services provided under the Local Service Contracts (LSC) under GSA Region 2?

A. There is a local service contract If so, who are/is the network services provided?

A. This information will be provided upon contract award.

62. Reference. 1.2.5.

Q. Does JB MDL allow the existing contractor personnel to be hired under the new contractor once this is awarded?

A. Yes, IAW FAR Clause 52.222-17, Nondisplacement of Qualified Workers (May 2014) (E.O. 13495).

Q. If so, how many personnel are there now providing support?

A. This is a performance based requirement therefore it’s the contractor’s responsibility to determine the appropriate workforce required for contract performance.

Q. Will the govt. provide a list and their title or positions?

A. No.

63. Refer. 1.3.1 Perform Uniform Capabilities O&M “The Govt. will measure the acceptable standard performance level by a determination of the total systems availability and reliability rating during any given month.”

Q. The requirement is unclear as if only the O&M contractor is being measured. Will the government revise this requirement to differentiate that the measurement for Service Level Agreement (SLA) for Availability and reliability shall be tied to the voice/transport vendor or service provider on their network side of the demarcation point? The O&M contractor performance will be measured only from the Demarc/Gateway of the managed LAN for VoIP up to all the VSS end points and user devices.

A. Will not be revised. The contractor is not measured on the availability of service that is not part of the

O&M.

64. Reference 1.3.4.1 Q. The requirement is unclear. It should be revised to explicitly state minimum hours required to respond in case of emergencies, outages, alerts, and exercises. Is it within 1 or 2 hours for emergencies vs.

non-critical outages?

A typical threshold for time to restore type of SLA is:

2 hrs. or less without dispatch 2 hour to 8 hrs. with requiring dispatch (travel time is accounted for) A. The information you are looking for is covered in another paragraph of the PWS. Refer to PWS para.

1.3.4.3 and 1.3.4.4.

65. Reference 1.3.13.1 Q. Does the JB MDL have a current record storage system in place where work center records are captured, stored and managed?

A. Refer to PWS para. 1.3.13.1, the contractor shall develop and maintain work center records.

66. Reference 1.4.1.2.

This requirement is too restrictive or prohibits the contractor the flexibility to perform according to established work safety practices.

Q. Will the government please revise this requirement?

A. No. Refer to PWS para. 5.5.4 Contractor is required to abide by any and all applicable Federal, State, and local codes and safety requirements.

67. Reference 1.4.1.3 This requirement for premium pay is unclear.

Q. Will the government define what premium pay is and clarify if this is the same or not the same as overtime pay?

A. Premium pay is any pay additives over and above the basic wage rate within the appropriate wage determination .

68. Reference 1.4.1.3 Q. Also, would the government clarify if work accomplished outside normal duty hours will be paid overtime pay?

A. No. This is an offeror’s decision.

69. Reference 1.4.2 Q. Will the govt. define what duty days is?

A. Refer to PWS para. 5.3.2. See normal duty days

70. Reference 3.1 Q. Will the government define what the scope of Tier III support is? Or where can we obtain a copy of CITS Life Cycle Supportability Customer Service Guide 2005 published by General Dynamics?

A. Refer to PWS para. 3.1. This publication can be obtained through manufacturer

71. Appendix 5.4., Voice Switching System (VSS) Sustainment Q. Does this requirement imply that the O&M contractor is not responsible for Tier 2 and Tier 3 support?

Please clarify.

A. Refer to PWS para. 3.1, and 5.2.3 Q. If so, can the government describe the contractor support for Tier 1?

A. Refer PWS para. 1.3.

72. Reference 1.4 Requiring the O&M contractor to provide telephony equipment and other contractor-furnished materials with uncertain commitments by the Air Force to continue work orders from year to year in each of the locations where such CFE/CFM has been installed by the contractor raises the potential for stranded assets/equipment for which costs have not been recovered.

Q. Would the government consider revising the PWS and EIPS to provide for separation of the assets under a defined amortization schedule, from that of labor cost to provide the managed services?

A. No.

73. Reference 1.4 Q. Would the government add requirements or a provision mechanism which ensures the contractor recovers equipment/hardware/software cost? (The contractor needs some level of protection on the downside of the consumption based model).

A. No

74. Reference 1.2.1 Q. Multiple vendors are assumed to be currently providing Voice/Transport services to JB MDL. Would the government please provide its contract transition plan which outlines and describes how the Air Force intends to terminate those telecomm vendor contracts and the tasks to move the work/support services over to the new Air Force O&M contractor?

A. The transition plan is for the contractor to be onsite and providing O&M in accordance with the contract on 1JAN2016.

75. Reference 3.10 Q. The solicitation requires that we provide considerable task for installation and construction of telephony infrastructures (cables, manholes, vaults, etc.). Some if this task may need to apply SCA or Davis-Beacon labor rules. Would the government add labor category requirements to clarify if such task apply or does not apply to SCA or DBA?

A. No, some of the SLINs/PIDs for installation could be both SCA and DBA applicable, dependent upon individual work order requirements. By referencing the DBA wage determination, inserting the appropriate DBA clauses into the solicitation, and identifying the types of effort that may occur, offerors are able to identify the appropriate SCA/DBA labor mix based upon their technical approach.

It is each Offeror’s responsibility to evaluate work effort and propose the appropriate labor mix for the level of effort required to perform the services described in the PWS and associated appendices for the work-order services and price allocations for installation of SLINs/PIDs in the Pricing Table based upon their knowledge and experiences.

76. A-2 Pricing Table The solicitation requires that we provide fixed pricing for equipment and associated installation, removal, and relocation for that equipment. However, for the labor categories to operate, maintain and support the Voice/Transport services and associated equipment on 24x7x365 basis, the template do not include instructions for pricing labor categories for O&M.

Q. Can the government please clarify how they are expecting to see the price for labor categories in the price template?

A. This is not a Time and Materials requirement, this is a Firm Fixed Priced requirement. Please fill in highlighted yellow cells of the A-2 Pricing table.

77. A-2 Pricing Table Q. For the quantities cited in the template, would the government clarify this numbers? For example, it shows 25 for basic telephone. The PWS and EIPS listed over 5,000 telephone equipment. Is this quantity for 25 units means a bundled fixed price to order this equipment for 25 units at a time?

A. The estimated quantity is 25. The unit price is for each item.

78. A-2 Pricing Table Q. Would the government include instructions how to interpret the fixed quantity for each line item so we can price accordingly?

A. No, this is a business decision of the offeror.

79. For the Nortel Switching systems, why are these line items included in the template? The requirement states that contractor is only responsible for O&M and not to repair nor order replacement for switching systems. Would the government clarify the intent of including these line items, and what would be the instruction for the contractor to price for line items 4042 to 4175?

A. This solicitation/contract is principally for services for O&M and work-order services under the Service Contract Act (SCA). O&M pricing does not include work-order services price allocations.

Entry of PID/SLIN Unit Prices is required for the Base Period and all Options except CLINs/SLINs 500X (Option to Extend Services) which are calculated automatically. The EIPS provides detailed descriptions of the material and labor effort (those items that are pre-priced for material and labor for installation, removal, and/or relocation) required by the attached Pricing Table and identified by PIDs.

80. Do all manholes have locking lids (PID 6022/6023) installed, and do they all utilize only the 30” or 36” sizes?

A. No, only one manhole on JB-MDL has a locking lid and it’s 36”.

81. Is the Sensaphone located in McGuire’s DCO Switch room contractor or Gov’t owned?

A. The Sensaphone is owned by the Government.

82. Does the Gov’t provide GPS equipment and software for CIPS?

A. Refer to PWS para. 1.1, The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services necessary to provide highly reliable telecommunications and networked voice, video, and data services, unless specified in this contract as Government Furnished Property (GFP) to support the mission of 87th Communications Squadron at Joint Base McGuire-Dix-Lakehurst NJ. GPS equipment is not GFP.

83. Does the Gov’t provide any test/splice equipment such as fusion splicer, TDR/OTDR?

A. Refer to PWS para. 1.1

84. What is the specific size of the Hoffman Box you are requesting a price for PID 4959?

A. Up to a size of 3x3x1’.

85. PID 3350 and 3353 are hybrid cables and will have order minimums the far exceed the estimated quantity, how should we price?

A. Meter. A revised A-2 Pricing Table is forthcoming.

86. The “minimum order” referred to in the above Q&A #22 was meant as a to reference the MANUFACTURERS minimum order requirements for these special items. The manufacturer and distributors will not sell these “Hybrid” cables “per meter”, but rather have minimum order requirements of 3,000 feet. So, in order to price a single METER for PIDS 3350 and 3353, a contractor would still have to buy 3,000 ft. and since the Gov’t is not guaranteeing how many

METERs they will procure, this creates an extraordinary risk to the contractor, and the price for a single METER would need to equal the price of the 3,000 foot minimum order. The same is true concerning the “Armored” cable PIDS 3715, 3716, 3717, 3718, 3786, 3784, 3785. These “Armored” cables have a Manufacturer minimum order requirements of 2,000 feet. As an example, the minimum order cost from the manufacturer for PID 3764 is close to $30,000. That cannot be reasonably calculated into a Per Meter price to the Gov’t, without Gov’t guarantees that they will purchase such minimums from the contractor. A couple of suggestions regarding these hybrid and armored cable PIDs referenced above. Because we are required to buy large minimum lengths it is not economically feasible to price in small quantities (per meter). We recommend that: (1) the Gov’t considers eliminating these PIDs and only purchase these items under Special Projects, or (2) the Gov’t consider changing the UNIT of MEASURE from “METER” to “Per 2,000 FT LOT” for the “Armored” cables and “Per 3,000 FT LOT” for “Hybrid” cables. This way the Gov’t would own the excess cable needed and future cable work orders utilizing these cables would not cost the Gov’t anything further in cable materials until all cable had been utilized.

A. The unit of measure will remain Meter. PIDs will not be removed and the Govt does purchase excess cable on work orders when these PIDs are utilized.

87. Would the Gov’t please identify the total number of Meters actually ordered/purchased on the current/incumbent contract over the last 5 years for each individual PID (separately) as referenced in this question (both hybrid and armored cable)?

A. None were purchased.

88. Of the 136 dedicated poles under scope,

a. How many are joint use, i.e. have electric and comm cabling?

A. None of the dedicated pole are joint use.

b. if joint use, what requirements are levied to comm contractor verses real property under CE beyond inspections as to Replacements?

A. See above answer.

89. CLIN X009 references PWS 1.3.7 System Cross-Connect and Disconnect Services. Will the Government please clarify if this CLIN should be referencing 1.3.6 Cable Location, Staking, and Marking?

A. A revised A-2 Pricing Table is forthcoming.

90. This CLIN references FFP but has a NTE value. Will the Government please clarify if this CLIN should actually be IDIQ due to the unknown cost that a Contractor will incur?

A. A revised A-2 Pricing Table is forthcoming.

91. PART II – PAST PERFORMANCE INFORMATION, (b) Performance Surveys: “The evaluation of past performance information will not take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.” However, the next instruction facilitates permission for subcontractors to supply past performance information: “(c) Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. “Provide with the proposal a letter from all FA4484-15-R-0032 subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor.”

Q. Relative to the above PART II – Past Performance statement, is it correct that the Government will allow past performance from “major/critical” subcontractors?

A. Yes, please see revised Addendas 52.212-1 and 52.212-2.

92. Also, as regards the maximum of ten PP references that offerors are instructed to submit, please quantify “Substantial Confidence”; is it possible for offerors to establish substantial confidence with 3 PP references? 4 PP references? For that matter, if an offeror does submit the maximum of 10 PP references, yet the majority are from the proposed “major/critical” subcontractor (depending on the Government’s answer to question 1 above), would that potentially establish substantial confidence of the team’s capability to perform?

A. Refer to Addendum 52.212-1, Part II, para (b). “The government will evaluate the quality and extent of offeror's performance deemed relevant to the requirements of this RFP.”

93. Published Q&A #1 provided the following response:

1. Can you tell me how much Davis Bacon Wage act work is performed on average per year?

A. We completed 11 Davis Bacon work orders for FY15. That is the typical amount on average For Davis Bacon Work.

Q. Can you please provide the dollar value for the INSTALL/LABOR PIDS used/billed for these work orders? Labor cost is the only pricing item affected by DBA, so it would be very helpful to know the total value of these INSTALL/LABOR PIDS utilized for DBA.

A. No. Based upon the provided above information, it is each Offeror’s responsibility to evaluate work effort and propose the appropriate labor mix for the level of effort required to perform the services described in the PWS and associated appendixes for the work-order and price allocations for installation of SLINs/PIDs in the Pricing Table based upon their knowledge and experiences.

94. The Davis Bacon Wage Act (DBA) direct labor costs are approx. 250% higher than SCA direct labor costs. This delta in wages for the same technician performing the same type of work, only under a different wage act, is astronomical. Would the Gov’t consider having contractors bid SCA Wage Act only pricing for ALL PIDS and then proposing a separate multiplier for work that is later determined to be DBA? In the RFP description of CLINS X005 (Installation) and X006 (Relocation) the statement is made: “Certain aspects of this work may be subject to the Davis Bacon Act (DBA).

Individual work orders subject to the DBA shall be annotated by the contractor IAW the PWS”. Since contractors are not given any definitive metrics to determine which PIDS or the quantity of such PIDS that require DBA, this seems an equitable approach that benefits both the contractor and the Gov’t as in this proposed scenario the lowest possible rates will be bid as opposed to contractors subjectively guessing as to which wage act will apply and pricing as such to account for risk. In this proposed approach, neither the Gov’t nor the contractor is harmed, and the Gov’t receives a levelized, lower risk, lower priced, and evaluable PID price from all contractors. Would the Gov’t consider this approach? If this approach is not acceptable, would the Gov’t please specifically identify which PIDs it would like contractors to bid SCA and which PIDs to bid DBA?

A. No. Information was provided in question#1. It is each Offeror’s responsibility to evaluate work effort and propose the appropriate labor mix for the level of effort required to perform the services described in the PWS and associated appendixes for the work-order and price allocations for installation of SLINs/PIDs in the Pricing Table based upon their knowledge and experiences.

95. Would the Gov’t please provide a map of the base overlaid on the county boarders so contractors can see what portions of the base that reside in Ocean County and what portions reside in Burlington County, identifying what area represents McGuire, what area represents Dix and what area represents Lakehurst?

A. McGuire and Dix are in Burlington County and Lakehurst is in Ocean County..

96. In the RFP 52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES (MAY 2014), the rates provided in this section are aligned only to BURLINGTON County WD 05-2450 (Rev.-17) and none are from OCEAN County WD 05-2352 (Rev.-15). Why is that? Is the current labor utilized in this contract all or predominately all performed in Burlington County?

A. No. FAR Clause 52.222.42 has been revised to include the Ocean County rates.

97. Are contractors to complete the summary of prices found on page 3 of the RFP, or will the Gov’t complete this summary?

99. Is there is not a single contractor supporting all elements and locations of this PWS, can you provide the names, locations and current (or last) contract number(s) and Periods of Performances awarded in support of these contracts that provide same or similar support?

A. There is a single contractor.

100. General Question/Comment Q. What is the minimum past performance references required to be submitted? There is a maximum of 10, but no mention of the minimum.

A. Please refer to Addendum to 52.212-1 for instructions.

101. General Question/Comment Q. Would the government accept past performance for work completed for the last 3 years but not of similar scope and complexity of the O&M requirements stated in the PWS?

A. Please refer to Addendum to 52.212-1 for instructions.

102. General Question/Comment Q. For a teaming arrangements, would it be acceptable if the 8(a) Prime can only provide one PP reference while the other partner or subcontractor (not an 8(a) firm has more than 3 or 4 PP references.

A. Please refer to Addendum to 52.212-1 for instructions.

103. Published Q&A #1 provided the following response:

A. In FY15 there were on average approximately 100 work orders per month.

104. The OEM authorized distributor for the purchase of Avaya licenses has asked the following questions concerning the PIDs 3026 - 3044 for licensing:

Q (a): What is the Software release of the AS5300?

In the RFP FAR Clause 52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES (MAY 2014), the rates provided in this section are aligned only to BURLINGTON County WD 05-2450 (Rev.-17) and none are from OCEAN County WD 05-2352 (Rev.-15). Why is that? Is the current labor utilized in this contract all or predominately all performed in Burlington County?

What is the purpose of this Grand Total field in the spreadsheet as it appears that the Gov’t will use the NTE pricing in the “Section SF 1449 - CONTINUATION SHEET” as the evaluated pricing and not the Grand Total Pricing in the “A2-_Pricing_Table” spreadsheet provided for contractors to populate?

If indeed the NTE pricing is part of the evaluated price, then it renders the “A2-_Pricing_Table” spreadsheet rather useless from a price evaluation perspective, in which case a contractor who had significantly higher “A2-_Pricing_Table” spreadsheet” PID prices would not be negatively evaluated in the overall price for award since the established NTE prices would be the default evaluation number . . . however, in actuality, their PID prices may actually be significantly higher. In most BTS RFPs, the actual Grand Totals from the “A2-_Pricing_Table” spreadsheet are used for the evaluation and not the NTE values to avoid such potential imbalances. Will the Gov’t clarify which prices will be used for the total price evaluation . . . the NTE prices (or) the “A2-_Pricing_Table” spreadsheet.

111. PID 3901 is a multifaceted requirement involving labor, materials and equipment costs. The CASING in particular is perhaps the most expensive element of this requirement. There is no separate SLIN for purchasing CASING. Since PID 3901 does not request a separate “Purchase Price (A)” for materials, does this mean that both the Materials and Labor costs for the CASING should be included in the “INSTALL PRICE (B)”, which is normally reserved just for labor?
