FA4484-15-R-0032: BTS Industry questions and answers:

1. Can you tell me how much Davis Bacon Wage act work is performed on average per year?

A. We completed 11 Davis Bacon work orders for FY15. That is the typical amount on average for Davis Bacon Work.

2. Are there any current Avaya support agreements in place on the PBX systems?

A. Yes. The telephone switches or items listed under GFE/GFM (See appendix 5.2) will have Air Force-provided spares and will not require the contractor to provide replacement parts or repair the defective items. Contractor shall operate and maintain these items IAW the requirements specified in the PWS.

3. Reference PWS paragraphs 1.3.3.3-7: reference is made to EIPS paragraphs 3.16.x but there is no paragraph 3.16 in the EIPS. What is the correct reference?

A. The reference is incorrect. The correct reference is 1.4 of the PWS.

4. Reference PWS 1.3.3.6: “The Contractor shall inspect all dedicated communications poles on an annual basis. Additional inspections (over one each) shall be accomplished as a work order IAW EIPS 3.16.2.” According to PWS 5.2.5.B, there are 136 dedicated communications poles.

Q. Is it the Government’s intent that the contractor inspects one pole annually as part of O&M PMI and the remaining 135 will be accomplished as work orders?

A. The intent is for each pole to be inspected annually. Any time a pole is inspected for a second time in the same FY, it will be considered a work order.

5. Reference PWS 3.2.5: Generic PC systems are listed for both McGuire and Lakehurst, but none for Ft Dix. Is this correct? If so, is the contractor expected to provide their own PCs for these Ft Dix personnel?

A. Govt. will furnish 15 PCs on the AFNET, contractor can determine where the PCs will be located.

6. 1.3.2 Perform ISP and OSP O&M. Contractor shall maintain ISP and OSP cable and equipment as identified in Appendix 5.2 and IAW applicable documents listed in Appendix 5.6 of this PWS.

Q. Is there a warehouse facility the contractor can store materials or are they responsible for providing storage locations on post?

A. See 3.2.4.3 of the PWS.

7. 1.3.3.1 Switch Power Test. The Contractor shall perform scheduled PMI tests of the telephone switch backup power system. PMIs shall test and document the power systems identified in Appendix 5.2. Each power system shall be tested IAW OEM specifications. Test results shall be documented IAW PWS section 1.3.14.

Q. If a problem is detected is the contractor responsible for replacing any components of the power system (bad batteries, transformer, bypass switch, etc.)?

A. No. Contractors are responsible for O&M. Power systems are listed in 5.2.3 of the appendix 5.2.

The equipment or items listed in those sections will have Air Force-provided spares.

8. 1.3.3.3 Manholes and/or Handholes. The Contractor shall inspect five COR-accepted manholes per month under the O&M portion of this contract. Additional inspections (over five each) shall be accomplished as a work order IAW EIPS 3.16.3. If the Contractor is working in a manhole not scheduled for a PMI in that month, the Contractor must correct any discrepancies before the job is considered complete. Then, the manhole will be counted in that month’s PMI schedule. The Contractor shall inspect each manhole/handhole for the following discrepancies and correct as required:

· All cables will be identified and tagged. At each splice, tags will be placed on each side of the splice identifying each cable. In manholes with pull through cables, each cable will be identified with a tag.

· All cables will be racked to the manhole cable supports.

· All ducts (vacant or occupied) will be sealed.

· All manholes or handholes will be cleaned of mud, water and any other debris.

· Update the CVC database for the manhole or handhole and record all descriptive information for splices, cables, ducts and other communication features in the manhole or handhole.

Q. Is the contractor responsible for completing any drawings in AutoCad for updates?

A. No. Contractor is responsible for updating drawings in the CVC database.

Q. Does the contractor have to complete butterfly drawings for each manhole/handhole inspected?

A. Technical method used by contractor to update the database is at their discretion.

Q. What is the total number of manholes for the installation?

A. See appendix 5.2 Q. What is the total number of handholes for the installation?

A. See appendix 5.2

9. 1.3.3.5 Distribution Pedestal Terminals. The Contractor shall inspect one COR-accepted Distribution Pedestal terminal per month under the O&M portion of this contract. Additional inspections (over one each) shall be accomplished as a work order IAW EIPS 3.16.2. The Contractor shall inspect each terminal for the following discrepancies and correct as required:

· Identify and tag each cable in the terminal if not already tagged.

· Ensure cable is grounded to a ground rod; notify COR immediately if ground rod is not available to complete maintenance action.

· Inspect condition of cable and cable pairs for dry rot, exposed conductors and any damage by rodents.

· Ensure terminal is correctly installed.

· Verify all working numbers and remove any unused.

· Remove all unused cross-connects.

· Update the CVC database/TMS with descriptive information.

Q. What is the total number of Distribution Pedestals for the installation?

A. Estimated total amount of pedestals in approx.. 75.

Q. If connected to a ground rod does the government want a test completed to check the ground?

A. Contractor is only responsible to complete what is listed for the PMI in 1.3.3.5.

10. 1.3.3.6 Utility Pole Maintenance. (Dedicated) Q. What is the total number of poles on the installation?

A. See Appendix 5.2.3.B Dix Annex for total number of dedicated and total number of joint use poles on the installation.

11. 1.3.4.4 Emergency. Contractor shall respond onsite within two hours and restore service within eight hours unless otherwise approved by the COR in writing. Expedition of parts and/or labor is required at no additional charge. If an outage/trouble significantly affects a mission, the COR may declare the outage/trouble as an Emergency. Emergency outages/troubles are classified as any of the following:

· Loss of over 75% or more of total call handling capability of any communications system

· Loss of any Primary or Secondary Crash System or any portion thereof

· Failure of one or more circuits listed in the Base RPL

· Loss of LAN connectivity affecting 100 or more users

· Affects security or emergency type operations, including Emergency Operations Center (EOC); as well as those affecting safety

· Affect specifically identified events and/or exercises Q. How many emergency outages\/troubles has the government experienced on average per year?

A. The government had 34 emergency outages\troubles in FY15. That is about double of what would be considered average. The majority of those outages were related to a bug that was resolved on the VoIP switch, but it went down 13 times before the vendor supplied a patch with a fix.

Q. Did any of them require the contractor to purchase or expedite materials?

A. The contractor has had to expedite materials for cable cuts in the past.

12. 1.3.14.7 Global Positioning System (GPS) Service Data. Contractor shall collect, update and maintain the CFD and use the data to update the location and attributes of communication features in the CVC database in accordance with 1.3.14.6 and Appendix 5.8 (for any GPS requirement).

Q. Is the GPS equipment required for this task GFP or contractor provided?

A. Contractor provided.

Q. What equipment is currently being used for GPS collecting?

A. The contractor onsite is using commercially available equipment.

Q. Is there any software required to be provided by contractor for GPS data?

A. The current contractor uses commercially available software.

13. PWS paragraph 1.3.14.6 Q. Will the Government please state if the CVC is up to date?

A. CVC is continuously updated and maintained by onsite contractors.

14. PWS paragraph 1.3.14.6 Q. Will the Government please state how much information is on the CSIR's that are not in CVC, and will the Contractor have to update that into CVC?

A. CSIRS were input into CVC. See section 1.3.14.6 for process on contracting updating CVC.

15. PWS paragraph 1.3.16.6 Q. Will the Government please state if they are providing the required equipment for GPSing (Trimble and Software)?

A. The government will not provide the equipment or software.

16. PWS paragraph 1.3.3.4 Q. Will the Government please state how many Terminals are on this Contract ?

A. Approx. 75 terminals on the installation.

17. Are their network services involved with this RFP?

A. Network Operation & Maintenance is performed by others. Please see the PWS for detailed description of the requirements.

18. When is the RFP due date?

A. See fbo.gov for response date.

19. I need an address of locations and speeds associated with the sites.

A. The addresses of locations on the installation is not public information and if the information is needed the requestor must submit a FOIA request. Contractors are required to abide by all posted speed limits. This is a telephone contract, network speeds are irrelevant.

20. What type of topology are we looking at for the managed layer 2 fiber if a WAN is considered?

A. Not public knowledge or applicable to the RFP.

21. PID’s 3335 thru 3323, are these 6 or 12 port adapter panels?

A. Bulkheads are not identified as 6 or 12, this is to allow the vendor to price this according to the specifications of the patch panel.

22. PID 3350 and 3353 are hybrid cables and will have order minimums the far exceed the estimated quantity, how should we price?

A. Meter

23. PID’s 4168 and 4700 do not have purchase, install, remove or relocate quantities?

A. 4168 is and install PID and 4700 is a removal PID.

24. What is PID 6139 & 6140?

A. Biscuit Box

25. What is PID 4152?

A. Splicing modules used with the 710 Splicer.

26. What is PID 4601?

A. See 3.4.9 of the EIPS.

27. What is PID 4607?

A. Updating a telephone record in Netplus6. The GFE telephone management system database.

28. PID 3341 and 4888 are for testing but has a Purchase quantity; is this correct?

A. No, they should be B PIDs.

29. PID 3490, Should this be a 2 post rack?

A. Yes

30. PID 3489, Should this be a 4 post rack or a cabinet?

A. Cabinet

31. What is PID 3251?

A. In-line adapter module.

32. Please clarify what PID’s 6128 and 6129 are?

A. 6128 is CAT III unshielded twisted pair 4 pair wire non-plenum, and 6129 is plenum.

33. Multimode fiber; is it 62.5 or 50 micron?

A. Yes

34. PID’s 3593, 3594, 3597, 3722, 3626, 3628 and 3629 are not available, how should we price?

A. The pricing table is looking for purchase price by foot.

35. PID 4959; what size box?

A. Up to 3x3x1.

36. PID’s 3318 and 3319 are not available, how should we price?

A. Purchase and install per foot.

37. CLIN's 3889, 3894, 3895 and 3896 (Manholes and Handholes) are difficult to quote since there are a large number of Manhole/Hand Hole manufacturers and styles. Can the Government provide either a Drawing or a Manufacturer and Part Number for each Manhole or Handhole?

A. See 3.10.1 of the EIPS. It is each Offeror’s responsibility to evaluate price allocations for installation of SLINs/PIDs in the Pricing Table based upon their knowledge and experiences.
