FA4484-15-R-0032: Previously received questions with responses that were not captured within Q&A 2:

Q. Will the Government please clarify how many copies of the Past Performance must be submitted.
A. Changed to one copy
Q. Will the Government state if only hard copies are required, or are electronic (CD) copies required as well? If so, how many?
A. No, electronic copies are acceptable and preferred. Submit one.
116. CLIN X009 references PWS 1.3.7 System Cross-Connect and Disconnect Services.
Q. Will the Government please clarify if this CLIN should be referencing 1.3.6 Cable Location, Staking, and Marking?
A. Reference changed to read 1.3.6.
117. This CLIN references FFP but has a NTE value.
Q. Will the Government please clarify if this CLIN should actually be IDIQ due to the unknown cost that a Contractor will incur?
A. No, CLIN should not be an IDIQ
118. (Pg. 51) Part II - Past Performance Information section (b) Performance Surveys states: The evaluation of past performance information will not take into account past performance information regarding predecessor companies.
(pg. 59) Evaluation - Commercial Items, Basis for Contract Award section (b) states: Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principle offeror.
Q. Will the Government please clarify if they are still applying an evaluation factor to Past Performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement and if so what is the highest evaluation factor rating achievable?
A. Please refer back to 52.212-2 paragraph B.
119. Evaluation Factors for Award, Paragraph D (Pg. 61 of 95) is “If the lowest priced evaluated offer is judged to have a “Substantial Confidence” performance rating, that offer represents the best value for the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.”
Q. Will the Government please clarify the following:
1. Because the actual PID prices that a Contractor will incur during a period a performance will not be part of the evaluated price, how will the Government be able to effectively evaluate total evaluated price considering total burdens on PID materials and labor are not part of the evaluation?
2. Will the Government consider requiring PID pricing from each contractor to effectively evaluate each contractors true price and adhere to lowest price evaluation criteria?
A. Please refer to the revised addendas listed in 52.212-1 and 52.212-2

Q. Will the Government please verify that the provided address of “87th Contracting Squadron, 2402 Vandenberg Avenue, McGuire, Joint Base McGuire-Dix-Lakehurst, NJ”, addressed to the attention of Ronald Thompson, is the applicable address for non-local offerors to mail their proposals?
A. Information has been revised omitting the word "McGuire" and provided mailing address
