Solicitation FA4484-11-R-0004

Integrated Solid Waste Questions and Answers #3

1. Question: In regarding CLIN 0002AM ( and of course the related line items for the other years).

The line item is showing 78 @ 6

It lists about 71 at 6 yards in the PWS that have scheduled weekly pickups. There are an additional 8 at 6 yards that are on call. I don’t see a separate line item for On Call Pick up.

So if they are to be included in CLIN 00002AM (and of course the related line items for the other years), I am not sure how that can be done without knowing the number of times they are dumped?

Answer: Yes, the on call pick up is part of the CLIN00002AM, you would pick these containers up on the next scheduled round of pick ups after being notify.

Ok, but what would be needed to know is how often this happens, the price would be based on how many times it gets requested. If the cost for on call pickup is $5 say, if it only gets requested once it would be $5. If it is requested 200 times a month, it would would be $1000. It would seem to me that as no one could accurately guess at how often this happens, there should be a separate line item for extra or on-call pickups? Unless of course the table below is to be used?

Is the table on page 26 to be used to determine this?

MCGUIRE

NON-RECURRING SERVICE & UNSCHEDULED PICK-UP Description

Estimated Quantities Six (6) Cubic Yard Dumpsters 18 Eight (8) Cubic Yard Dumpsters 4 Fifteen (15) Cubic Yard Containers 30 Twenty (20) Cubic Yard Containers 24 Thirty (30) Cubic Yard Containers 10

Answer: The Table on page 26 is NOT to be used to make this determination. For CLIN00002AM, all potential contractors will have to submit there best offer based on the estimation. There are no historical data for this CLIN.

2. Question: Looking at 0002AN (and of course the related line items for the other years).

Similar issue. The CLIN show 20 cans, 16 are scheduled weekly pickups (various Freq) 4 are found as on call.

Answer: Yes, the on call pick up is part of the CLIN00002AN, you would pick these containers up on the next scheduled round of pick ups after being notify.

Again, how often does this occur?

Same as above in question 1. but I can not find a table for Fort Dix with these size cans or anything else that lists the frequency of service to be used to figure a price.

Answer: The on-call basis portion can be between zero and six days a week these containers. For CLIN00002AN all potential contractors will have to submit there best offer based on the estimation. There are no historical data for this CLIN.

3. Question referring to question 12.(regarding 0002AP) I still cannot find information concerning the freq of collection for this item

Answer: Please re-review A2 of the Performance Work Statement, information concerning Frequency of collection is provided

Page 22 does show the FOB 40 @8 cubic yards, but the frequency is listed “AS Needed”.

So this is a similar issue as in question 1& 2. If there is a table in the PWS, I cannot find it.

Answer: This area is a training area and pickup can be needed from zero days to 6 days a week depending on the training schedule of units. For CLIN00002AP all potential contractors will have to submit there best offer based on the estimation. There are no historical data for this CLIN.

4. Also is there any chance of getting another week to work on this?

Answer: No

5. Question: Just want to confirm that 1.1.10 Weighing of Vehicles (in the PWS). This means that all waste tonnage collected gets reimbursed, not just the roll-off.

Answer: Yes, all waste tonnage collected on the Joint Base M-D-L IAW PWS gets reimbursed.

6. On the CLIN 0015AA thru 0015AQ it looks like these are all MSW (municipal solid waste) where are the line items for C&D tonnage rates? Construction and demo? The tonnage is different for the 2 different types of waste.

Answer: CLINS 0015AA thru 0015AQ are the combined estimated tonnage for ALL waste . There are no separate CLINS for MSW and C&D.
