C2 Ops Workstation Console Project

Questions and Responses (a/o 7/28/22)

Q1) Could we get a higher resolution file for the floor plan? The dimensions are hard to understand.

R1) A higher resolution floor plan file has been provided via SAM.gov.

Q2) I want to ask if you also planning on doing an AV update for the room as well.

R2) An AV update is not part of this specific RFQ’s Statement of Work requirement.

Q3) Looking at the specs for this again, it requires that the contractor remove and replace the carpet and perform painting and trim work. Can we submit a partial bid or quote for the just console installation or are they only accepting a full package quote?

R3) a quote is required for the entirety of the requirement. Due to the nature of the project, we didn’t want to have two separate contractors in place to do both the carpet removal/replacement and the console work. Among various reasons, we wanted to avoid scheduling conflicts and possible claims of Government caused delays.

While these requirements are different, the predominance of the work is centered on providing/installing the consoles. We anticipate that most companies in the NAICS code 337214 business that provide a quote, will likely sub-contract out the carpet requirement.

Q4) We would like to bid on the above-noted opportunity however we do have a concern/question.

XXX (Gov’t edited) is a 24/7 control room console furniture manufacturer. Our area of expertise is in the operator furniture, operator ergonomics, and not general contractor activities.

Referencing Section 1. DESCRIPTION OF SERVICE:

1.2 The work performed under this SOW consists of three primary projects:

1.2.1 Removing existing carpet and replacing it with new carpet.

1.2.2 Removing and disposing of existing 12 consoles

1.2.3 Providing and installing 10 workstations broken into two tiers. The workstations will meet the design specifications as listed in the requirements section below.

1.2.4 Repair/patch existing wall surfaces with smooth consistent texture in accordance with DPW

Question: Is it possible for XXX (Gov’t edited) to bid only on sections 1.2.2 and 1.2.3 as noted above?

Sections 1.2.1 Carpet and 1.2.4 Wall Repair/Patch are usually general contractor activities and are not required from furniture manufacturers.

Additionally, FAR 19.102(b) states in part “The contracting officer shall determine the appropriate NAICS code by classifying the product or service being acquired in the one industry that best describes the principal purpose of the supply or service being acquired.” and “A procurement is usually classified according to the component that accounts for the greatest percentage of contract value.”

The principal purpose of this RFQ is for the purchase of the C2 Ops Workstation Consoles, which the Government has estimated to be the greatest percentage of the resultant contract value, the associated work is required for the successful completion of the entire project.

Q6) Could you better describe what you are looking for regarding the AFF to top side of work surface?

R6) It’s just a type of laminate, so whatever the awardee uses will be fine.

Q7) The sentence about the 2’W x 5” H has an asterisk at the end of it. Does this mean anything. This custom shelf. Is it to be used to place the Siemens device inside of it or on top. Can you provide the dimensions of the Siemens HiPath 4000? Does this device need to be interfaced/interacted with regularly at the worksurface? If not, could it be stored elsewhere.?

R7) The asterisk doesn’t mean anything and has been removed from the SOW. The Siemens HiPath is just a 22” monitor which interfaces with the comm system and equipment in the comm room, it will be located on top of the custom shelf.

Q8) Can you provide the 10” H step up measurement from one of the end walls?

R8) Raise the existing raised flooring to add an additional 10 in” (dimensions 12’ x 28’) from the back part of the wall.
