STATEMENT OF WORK (SOW)
1182 Hurst Dr, POPE AAF, NC, BUILDING 900, Room 219
Command and Control (C2) Operations Workstation Console Project
1. DESCRIPTION OF SERVICE:
1.1 Pope AAF has a requirement to renovate the Command Post to improve communications, work-flow, and interaction of personnel. This location is used to provide command and control mission support for the installation.
1.2 The work performed under this SOW consists of three primary projects:
1.2.1 Removing existing carpet and replacing with new carpet
1.2.2 Removing and disposing of existing 12 consoles
1.2.3 Providing and installing 10 workstations broken into two tiers. The workstations will meet the design specifications as listed in the requirements section below. Any deviations from the design must be approved by the customer. The contractor shall provide drawings and diagrams, with measurements with submission of offer.
1.2.4 Repair/patch existing wall surfaces with smooth consistent texture in accordance with DPW
2. GENERAL REQUIREMENTS:
2.1. A site visit will be offered so that interested parties may examine the work location and make note of all requirements of this SOW before submitting any offeror.
2.2. The contractor shall provide all equipment, tools, materials, supplies, transportation, supervision, and management. All equipment, supplies, and materials shall be new and not refurbished.
2.3. All work shall be done in a neat and workmanlike manner and in keeping with generally accepted standards for similar work.
2.4. All work shall be performed in strict accordance with the SOW and subject to the terms and conditions of the contract.
3. MINIMUM SPECIFICATIONS:
3.1. Provide 10 consoles with adequate equipment storage space for desktops, telephones, multiple computer monitors, binders, and personal storage space. The consoles must allow full visibility across the room and allow interaction between rows. They also shall meet the ergonomic standards for viewing distance, viewing angles, keyboard height, and knee-well space, while preventing clutter and operator fatigue.
3.2. Removal of old carpeting throughout Command Post (approx. 3000 SF) and installing new carpeting
24”x24” carpet tiling according to DPW standards/specifications. Match new carpet color to existing carpet tiles as close as possible.
3.3. To meet the unique requirements, each console position shall be designed and manufactured to meet the minimum specifications listed below.
3.4 Room dimensions are as follows. See room layout attachment 1.
Width: 28’ 2” Length: 39’7”
Tiers: 2 tiers
3.5 All consoles need to have 3 power connections, 2 data connections, and Cat 6 connection on work surface.
Consoles shall completely enclose all electrical hardware as a part of the basic design of the console.
3.6 Characteristic requirements of the two-tiered platform installed in the room:
3.6.1 Tier 1 will hold 4 60"x 34" Single Surface Console with true sit to stand adjustment range of 22"-48"
AFF, with T2 Table Base.
3.6.2 Tier 2 will hold 6 60"x 34" Single Surface Console with true sit to stand adjustment range of 22"-48" AFF, with T2 Table Base.
3.6.3 Each console will need a 30" High panel system, Swivel Cup Holder, Control System (max 2 Components) Down Bias Lighting – Blue, Status Light: (1) High COLOR TBD (2) Closed Laptops on work surface Fixed Monitor Mount. Accommodates: BOTTOM: (1) 18", (1) 22" on scissor mounts TOP: (1) 22" on a scissor mount NOTE: Placement of mounting system will be determined by customer on site during installation.
3.6.4 Custom Above Work Surface Shelf * To hold the additional equipment: 2'W x 5"H Radio Equipment:
Siemens HiPath 4000, (2) (3) Power and (2) Data Connections on work surface Z-Bar LED Task light with articulating arm Independent 4 step dimming.
3.6.5 Each tier will need an additional fixed work surface that includes Drawer Pedestal 18"W with 6",6",12" drawers. Wide Lateral File with (2) Drawers under fixed work surface 30" AFF to top side of work surface(1) 28" Wide Bookcase with (1) shelf under fixed work surface 30" AFF to top side of work surface (1) 28" Wide Storage Cabinet with doors and adjustable shelf under fixed work surface 30" AFF to top side of work surface.
(2) CPU Enclosure, 18" wide, under fixed work surface with front locking access doors, easy access pullout shelf and (2) silent 45 CFM fans for active ventilation. Maximum CPU dimension: (2) 18"H x 7.5"W x 18"D
3.6.6 The console positions shall be designed to be large enough to integrate all the required equipment per Operator as stated in paragraphs 3.6.3-3.6.4. The design shall handle a large number of cables through use of an extensive built-in cable management tray. All product features and details are listed under the detailed specifications section.
3.6.7 Installation of the new consoles, removal, and disposal of all parts and pieces of the old 12 consoles are required in room 219. Coordinate with the Government POC to ensure escorts into the secure facility for installation.
3.6.8 Painting and Trim. The contractor will remove all objects on the wall, strip any existing wallpaper, patch up all walls with a smooth consistency, prime wall surfaces, paint the walls, and reattach all previously removed objects. The required wall surface area is approximately 1500 square feet. All paint will match the Fort Bragg DPW Gray Color Scheme for all interior walls (willow spring), doors & frames (volcanic ash), and ceilings (gypsum). The contractor will move all furniture and objects in the room to grant ability to paint walls, remove and replace all existing trim. Move all furniture and objects back into original locations. The required trim/cove base is approximately 220 linear feet. Trim will be Tarkett, 38 Pewter.
4. SCHEDULING: Scheduling of all work shall be coordinated and approved with the Government POC prior to the start of the project.
4.1 Work performed shall be during normal work hours defined as 7:00 am - 5:00 pm Mondays – Fridays.
4.2 Work will not be performed during military down days which we will notify the contractor ahead of time.
4.3 Work will be done in such as manner as to not interfere with daily communications operations.
4.4 Vehicle placement (parking) and movement shall be coordinated with the facility manager to ensure placement does not interfere with normal operations of the Squadron.
4.5 Work will be completed within a timely manner not to exceed 14 days after projected end date
4.6 The contractor will coordinate with the Project Manager, Desirae McIntyre, (910) 394-9338, desirae.mcintyre@us.af.mil to arrange base access.
4.7 The contractor will coordinate with the Unit Project Manager, Mr. David Baran 910-394-1086, david.baran@us.af.mil, on matters concerning the project.
5. SECURITY
5.1 All workers shall be legal U.S. Citizens with valid picture IDs who are able to gain clearance on to the military installation.
5.2 No guns, drugs, or illegal paraphernalia will be authorized on the military installation.
5.3 All vehicles, equipment, and containers may be subject to search at any time while on or seeking access to the military installation.
6. SPECIFICATIONS: All accessories or incidental items not specifically shown and detailed in the specifications herein, which are necessary and/or required to complete the work within the intent of the specifications, shall be included by the Contractor as part of their original proposed quote.
6.1 Room Console & Millwork Specifications /Required Features:
6.2 The same manufacturer shall be used for all items within a console and within a room to allow all consoles, desking/case good finishes, veneers, colors and details to match. The drawing attached (attachment 1) represents customer’s concept of design intent and style, along with orientation of the furniture in the operations rooms.
Manufacturer variances are allowable if they meet the minimum specifications as stated and allow for proper egress.
6.3. Base of consoles shall be constructed of heavy duty, long-lasting materials and shall be modular and freestanding without the requirement of exterior panels for support. The undersurface of the consoles should allow users and chairs to freely move between consoles within the row without obstruction from support legs and arms. The console frame shall be constructed and formed in such a way as to provide maximum buckling and torsional resistance
6.4 Upon receipt of award, the contractor shall provide options for color prior to the start of manufacturing.
6.5 Dust Barriers - Contractor to provide adequate dust barrier in construction areas to prevent dust and debris exposure to computer and work areas.
6.6 Clean-up - All construction debris and garbage will be the contractor’s responsibility to remove from the site and dispose of IAW applicable Federal, State, and Local laws and regulations.
7. MATERIAL DELIVERY AND STORAGE:
7.1. Delivery: The Contractor shall have all materials for the work delivered during normal working hours or shall have a representative present to receive shipments. The contractor should be particularly aware that all delivery vehicles must have sufficient information to locate project site. This includes name and address of the project site and name of prime contractor and a point of contact for delivery and storage of equipment.
7.2 Acceptance of work. The contractor shall coordinate with the Government POC for final inspection and acceptance of the work and provide training on the functions and use of the console prior to contractor turning over the finished workstations.
