FOPR# FA4452-18-R-0045
Instructions to Offerors/Basis of Award
1. Proposal Submission.
A. This is a competitive selection conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) 13, set aside for Small Business (SB). Orders placed under FAR 13 contracts are not source selections and are not subject to FAR 15.3 procedures. Accordingly, issuance of an order under this Fair Opportunity Proposal Request (FOPR), should an award be made, shall follow the procedures outlined in FAR 13, as supplemented.
B. The proposal submitted in response to this FOPR must be in compliance with the terms and conditions of the requirements as stated in the FOPR and attachments and the Performance Work Statement (PWS). All claimed capabilities to meet the requirements shall be realistic and are subject to verification by the Government. Non-conformance with these instructions may result in rejection of the proposal, an unfavorable proposal evaluation, or being deemed ineligible for award.
C. Offerors shall clearly identify any exception to the terms and conditions and shall provide complete supporting rationale. The Government reserves the right to determine any such exceptions are unacceptable. Any exception determined unacceptable by the Government may result in the Offeror’s proposal being determined unacceptable and ineligible for award. This information shall be provided in the format and content of the table below within the Offerors proposal cover letter. If no exceptions are taken, include a statement stating so within the proposal cover letter.

D. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's proposal.
E. Discrepancies. If an Offeror believes the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Contracting Officer (CO) in writing with supporting rationale as well as the remedies the Offeror is asking the CO to consider as related to the omission or error.
F. Each Offeror shall submit proposals electronically to the email box of Contract Specialist Elizabeth Lane at elizabeth.lane.1@us.af.mil and Contracting Officer Jeremy Vasquez at jeremy.vasquez@us.af.mil. The proposals (via email) shall be submitted no later than the required submission due date. For the electronic copies, the offeror shall indicate volume number and title, and use separate files to permit rapid location of information. The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office 2010 suite of applications.
Your response to this request shall include the following:
i. Technical Proposal (limited to 10 pages)
ii. Information Sheet (Attachment #2)
iii. Completed Pricing Worksheet (Attachment #7)
iv. DD254 with completed block 6 (Attachment #6)
Failure to provide the items listed above may render your submission incomplete. Incomplete submissions will not be evaluated. Complete submissions will be evaluated in accordance with the Basis of Award.
The Offeror shall submit proposals for consideration no later than 9:00AM (Central Standard Time), 07 Dec 17. Only one (1) proposal shall be submitted, per company, in response to this requirement. Proposals received after the date/ time specified will not be evaluated.

Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and one-inch side margins. Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems, and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. Pages shall be numbered consecutively within each volume. All proposal information shall be submitted in either MS Word or PDF format except for Pricing Information (Volume II). Pricing information shall be submitted in MS Excel format (Pricing Worksheet, Attachment 7). Each volume shall be submitted as a separately-labeled electronic file.
Offerors must ensure that pricing information is only included in Volume II. Do NOT include any Pricing information in Volume I. All unit and extended prices provided shall be rounded to the nearest dollar. Extended prices must be divisible by the number of units proposed. Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the Government’s evaluation of the proposal. Page limitations may be placed on responses to Interchange Notices (Ins). The specified page limits for IN responses will be identified in the letters forwarding the INs to the Offerors. Each page shall be counted except the following: blank pages, cover pages, table of contents, tabs, glossaries, position descriptions of key personnel, labor category descriptions, Certification and Accreditation experience narrative and those noted in the Proposal Organization Table (Table G.1) as unlimited.
(1) Volume I: Cover Letter
Cover Letter shall include FOPR number, offerors’ contract number, small business status/categories, company primary and alternate points of contact with email/phone and who is authorized to contractually obligate the company, CAGE Code, DUNS number, a statement that the company understands the requirements specified and will meet the performance standards and requirements therein, a statement that the company does or does not take exception to any of the requirements of this order and/or specific information if proposing a teaming arrangement.
(2) Volume I: Technical Proposal
The Technical Proposal should be specific and complete. Legibility, clarity, and coherence are very important. Your responses will be evaluated against the Technical factors defined in Basis of Award below. Provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the factors. Address your technical solution for meeting the Government’s minimum performance or capability requirements of each technical factor. All the requirements specified in the solicitation are mandatory. At a minimum, the Offeror’s proposal shall address each of the factors, as they apply to the SAVR PWS. The technical proposal should demonstrate the Offeror’s ability to perform the technical requirements. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. This volume shall include the completed DD254 and any pertinent organizational information deemed appropriate to disclose to the Government.
(3) Volume II: Price The offeror shall submit pricing information to support the completeness and reasonableness of their proposed prices for all CLINS. The pricing information submitted should fully support the PWS requirements for each major functional element specified in the PWS. A breakdown should be provided which shows the skill mix, labor categories, labor rates and position descriptions. Information shall be segregated by the performance periods, individual performance locations, and the total price for each CLIN as specified in the solicitation. Information shall also show the consolidated total price for performance.
H. Point of Contact (POC): The POCs for this acquisition are: Contract Specialist Ms. Elizabeth Lane, she can be reached at 618-256-9945 or by email at elizabeth.lane.1@us.af.mil and the Contracting Officer Mr. Jeremy Vasquez, he can be reached at 618-256-9961 or by email at jeremy.vasquez@us.af.mil. Any questions regarding this FOPR must be submitted by email to the POCs above by 4:00PM (Central Time), Monday, 04 December 2017.
2. Basis of Award:
A. Award will be made in accordance with the basic contract ordering procedures, the procedures specified in the FOPR and on the basis of the lowest priced proposal meeting the acceptability standards for non-price factors. An order may be awarded to the contractor who is deemed responsible IAW FAR 9.1, as supplemented, whose proposal conforms to the FOPR’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the FOPR instructions) and is judged, based on the evaluation factors and subfactors, to represent the technically acceptable proposal with the lowest complete and reasonable price.
B. Following the receipt of responses to this FOPR, the Government will organize the proposals based on the lowest price and will evaluate the technical approach of the lowest priced offeror first. If the lowest priced offeror is technically acceptable, that offer represents the best value for the Government and the evaluation process ceases at this point. Award shall be made to that offeror without further consideration to any other offers.
C. The Government intends to make award based on the initial proposal submissions without conducting interchanges. Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the proposal and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the order selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all contractors responding to this FOPR.
3. Evaluation Factors
A. Responses to this FOPR will be evaluated against the following factors and subfactors:
Factor 1: Technical Approach
Under this factor, the Government will evaluate the Offeror’s proposed technical approach based on the following:
i. Provide your company’s approach for providing feedback to cover the functional areas as described in section 4.1 of the SAVR PWS (attachment 4).
ii. Provide your company’s approach for providing Command Cyber Readiness Inspection (CCRI) grading criteria as described in section 4.2 of the SAVR PWS (attachment 4).
Factor 2: Staffing Approach
i. Provide a detailed staffing plan which identifies the optimum mix of labor categories, labor descriptions, key personnel, and labor hours to meet the requirements of the PWS. The plan shall address how the Offeror will manage, implement, and integrate subcontractors that are part of the proposed solution.
ii. Provide a staffing matrix that correlates the proposed functional labor categories for the prime contractor and subcontractors to the PWS tasks and subtasks.
During evaluation of each proposal, the Government will assign each factor a rating, as shown below, to identify an offeror’s ability to accomplish each factor. A rating of unacceptable in one or more factors will constitute an overall rating of unacceptable for the technical approach evaluation. Offerors will be scored by the following adjectival ratings:
The following ratings will be utilized:
TABLE A – Technical Ratings
Rating
Description
Acceptable
Proposal meets the requirements of the FOPR.
Unacceptable
Proposal does not meet the requirements of the FOPR.
FACTOR 2: Price.
A. Price proposals should support the proposed technical approach and will be evaluated for completeness, reasonableness, and unbalanced pricing. Offerors whose price is determined to be incomplete or unreasonable will not be considered for award.
C. Completeness. The proposal will be reviewed to determine the extent to which all the price elements have been addressed. The contractor’s proposed price and other information will be evaluated to ensure continuity and traceability of prices to the technical volume and between the initial proposal and any revisions thereto. The review will determine the adequacy of the contractor’s proposal in addressing and fulfilling the FOPR requirements.
D. Reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2)
E. Unbalanced pricing. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one (1) or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
4. Although past performance may not be used as an evaluation factor, the projects submitted by the contractor to meet Technical Factor 1 and information obtained from other sources available to the Government such as the Past Performance Information Retrieval System (PPIRS) will be used as part of the responsibility determination made IAW FAR 9.104-1. The Government reserves the right to obtain information relative to present and past performance on its own.
5. Ombudsman. In accordance with AFFARS 5352.201-9101, Ombudsman (JUN 2016), an Ombudsman has been appointed to hear and facilitate the resolution of concerns from Offerors, potential Offerors, and others for this acquisition. If resolution cannot be made by the CO, concerned parties may contact the following agency:
