FA4452-14-R-0003 Questions and Answers (as of 07 Mar 14)
Q1: Will the Government consider extending the proposal due date?
A1: Via FA4452-14-R-0003 Amendment 0001, the proposal due date is extended until 12:00pm Central Time, 10 Mar 14.
Q2: Is the 10% small business goal mandatory?
A2: Yes, offerors other than small business shall submit a Small Business Subcontracting Plan, in accordance with (IAW) paragraph 3.2.4 of Addendum to FAR 52.212-1 of the RFP. The plan must demonstrate an overall goal of at least 10% of the total contract value committed towards small business, IAW Addendum to FAR 52.212-2, 2. Evaluation Factors, b. Technical Factor.
Q3: Is the course curriculum included in the technical volume maximum page count?
A3: The course curriculum is not included in the technical volume maximum page count and is not due until within the first two weeks after contract award per PWS paragraph 1.3.7.2.
Q4: Is the technical volume 40 page limit for all aircraft combined or is it for each individual aircraft totaling 160 pages?
A4: The RFP will be amended to reflect that the technical volume is limited to 100 pages total, NOT per aircraft and Tab C, Course Syllabi will not be included within the 100 page maximum.
Q5: Please expand on what you require for Tab E, Training Implementation Plan. Is the RFP intending that everything has to be scheduled for the next year within the first 15 days of contract start?
A5: The Training Implementation Plan needs to specify your plan to provide a syllabus for each course and courseware for each course within 15 days after notification of award contract start (01 Oct 14). Also, it needs to describe how your company will successfully implement training within 15 days after notification of awardcontract start; i.e., describe how your company will be ready to train any of the courses 15 days after awardcontract start. The Training Implementation Plan does not have to have everything scheduled for the next year. This is a Requirements type contract, so the quantities indicated in the RFP are best estimates.
Q6: Do the Two-Day Pilot Proficiency Training, Two-Day Flight Engineer Proficiency Training, Two-Day Senior Officer Training, Two-Day Initial Pilot Proficiency Training, Two- Day Initial FE Proficiency Training, Three-Day Senior Officer Training, Two-Day Introduction to Advanced/Automated Cockpits, and Required Navigation Performance (RNP) Special Aircraft and Aircrew courses have to be approved under 14 CFR Part 142 or can they be equivalent since they are Air Force driven courses?
A6: The RFP and PWS will be amended to reflect that the training courses must be approved under 14 CFR Part 142 or equivalent.
Q7: For Tab M, Past Performance Information, is there a template to be used to send out to customers and for submitting past performance information?
A7: The Government does not require a specific template/format for submitting past performance information, except that it cannot exceed 10 pages. Offerors are NOT required to submit Past Performance Questionnaires filled out by customers/contracting personnel. Please see Addendum to FAR 52.212-1, paragraph 3.2.5 which states that, “…the offeror shall submit past performance information on at least one similar contract/work effort but not more than four.
Submission(s) must be ongoing or completed within three years of the date of issuance of this solicitation. The submission(s) must demonstrate the offeror’s ability to perform the proposed effort. The past performance information shall be submitted in TAB M and shall be limited to 10 pages. This page limit does not count against the 100 pages allowed for the Technical Volume.”
Q8: Are the Cabin Communications course and Cabin Systems Management course required?
If so, do they need to be taught in the actual aircraft itself?
A8: These two courses are no longer required and will be removed from the PWS via PWS Amendment 2 and will be removed from the solicitation via RFP Amendment 3.
Q9: The solicitation/PWS places a lot of emphasis on FAR 61.58 for recurrent and also on the 2 Day Proficiency (Regulations do not permit a 61.58 in a non FAA approved course). Please address.
A9: Please see PWS Amendment 2 for updated language in paragraphs 1.3.1.2 and 1.3.1.3 in regards to 14 CFR Part 61.58.
**Note: A5 above was updated to reflect 15 days after contract start, rather than 15 days after contract award as the current plan is to award prior to 30 Sep 14.
