About this file

This document contains responses to requests for information (RFIs) related to a solicitation to renovate the fire suppression systems in buildings B243 and B54 at Travis Air Force Base.

The RFI responses clarify that past performance questionnaires (PPQs) are required and have a four page limit, CPARs reports cannot be submitted in lieu of PPQs, the prime contractor must be registered as a HUBZone small business, there is no preference for electrical or sprinkler subcontractors that have previously worked on base, funding for the project is anticipated by October 2020 but not guaranteed, the fire alarm work is part of the scope to integrate the new suppression systems with the existing control panel, and technical specifications are provided to answer questions about equipment voltages and conduit routing. The solicitation seeks to upgrade the existing wet pipe systems with clean agent suppression to comply with Air Force engineering requirements for server room protection. Travis Air Force Base is the contracting agency.

Text version

RFI 001) For PPQ submissions, does the Contracting Officer Letter count towards the 4 page limit?

No, the CO letter is not included into the per PPQ page count limit. Please encourage your customers to maximize the project description section of the PPQ template while staying with the 4 page count limitations required in Section L of the solicitation.

RFI 002) Can CPARs reports be submitted instead of PPQs?

PPQs are required when feedback is sought outside of the CPARS system. The GOVCON office internally queries CPARS and FAPIIS performance reports to include other validations independently. It is up to the bidding firm to utilize every credible source possible to provide the government the most holistic performance assessment that potentially stands out amongst the competition. If the bidding firm believes that performance data is substantial enough in the CPARS system, capturing the most recent and relevant work with consistently high ratings, then that discretion solely rests with that bidding firm.

RFI 003) Wanted to confirm that the prime contractor must be registered in Beta SAM as a Small Business HUBZONE firm?

Confirmed, the prime contractor must be registered as a HUBZONE business.

RFI 004) Do you have a preference on electrical and sprinkler companies that have worked on the base before? Those are the two additional trades we would need to team up with to accomplish the project.

Any information you can provide would be greatly.

No preference

RFI 005) Are there any accurate funding projections for this project?

Funding is likely by October 2020 but not guaranteed.

RFI 006) We have a question regarding the Fire Alarm Systems. The SOW indicates a significant amount of work beyond merely providing outputs from the new suppression systems in the two server rooms.

Is it your understanding that the Fire Alarm replacement and addition work is part of the scope? Or is it just listed as a reference of the type of system?

New suppression system must communicate with existing fire alarm control panel.

RFIs 007 – 010, Reference Detail(s)/Sheet(s): B243 & B54 Drawings; M1.1; M2.1

What is the intended route for connecting B243 to the fire alarm panel? Is it trenching conduit over to the other building or surface mounting along building to tie B243 into the fire alarm control panel? Please advise.
