3-600-01 AND AIR FORCE ENGINEERING TECHNICAL LETTER (ETL) 01-18.
THESE DESIGN FEATURES INCLUDE:
A. FOR CONSTRUCTION OF A CLEAN AGENT FIRE SUPPRESSION
SYSTEM TO INCLUDE, BUT NOT LIMITED TO:
1. PROVIDE STAND-ALONE (NOT DEPENDENT UPON THE
BUILDING FIRE ALARM SYSTEM FOR OPERATION) CONTROL
PANELS THAT ARE LISTED FOR RELEASING DEVICE SERVICE
AND MONITORED BY THE BUILDING FIRE ALARM SYSTEM.
2. THE SYSTEM SHALL INCLUDE MANUALLY ACTIVATED
EXHAUST TO FACILITATE THE EXTRACTION OF ANY
REMAINING CLEAN AGENT AFTER THE REQUIRED HOLD TIME OF
THE TOTAL FLOODING CLEAN AGENT.
3. VERY EARLY WARNING SMOKE DETECTION SYSTEM MUST
BE USED TO ACTIVATE A CLEAN AGENT FIRE EXTINGUISHING
SYSTEM.

1.1 All work noted "N.I.C." or "not in contract" is to be excluded from the construction agreement.
1.2 Data contained in these drawings and specifications must not be used for any purpose other than as a guide in the construction for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor must make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature aginst the Government, its agents or sub consultants that may arise out of, or in connection with the mis-use of these documents. The Contractor must, to the fullest extent permtted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these documents for any purpose not related to this project.
1.3 All proprietary products, finishes, and equipment noted herein are proposed to be provided by the Contractor. Products specified are in accordance with the requirements established by the design intent drawings provided by the
Contracting Officer. It shall be understood that a proprietary product may be substituted with an equivalent product if said product is determined by the
Contracting Officer and approved to be of equal performance specifications to the basis of design product contained herein.
1.4 All symbols and abbreviations are considered to be construction standards. If any clarification is needed, the contractor shall contact the Contracting Officer before work, manufacturing and/or fabrication commences.
1.5 Do not scale drawings; written dimensions take precedence. Large scale details govern over small scale details
1.6 All building, structural, electrical, plumbing, HVAC, accessibility and shop drawings used in conjunction with the architectural drawings shall be each contractor's specific and exclusive responsibility, to verify all existing conditions and dimensions before manufacturing and/or fabrication of work.
1.7 Project drawings and specifications shall be considered of equal weight and importance. The Contractor is responsible for obtaining clarification from the
Contracting Officer for any questions before proceeding with the work.
1.8 The Contractor may request drawings files for creation of shop drawings. The entire set of source drawings will not be provided. Request only the specific drawing number needed to prepare the shop drawing.
1.9 All construction materials shall be stored within the project space or designated areas as authorized by the Contracting Officer.
1.10 "ALIGN" as used in these documents shall mean to accurately locate finish faces in the same plane and/or to provide new construction adjacent to the existing construction without visible joints or surface irregularities.
1.11 "TYPICAL" or "TYP." as used in these documents shall mean that the conditions or dimensions are the same or representative for similar conditions throughout.
1.12 "SIMILAR” or "SIM." as used in these documents shall mean that the conditions or dimensions are the same or representative for similar conditions throughout.
1.13 “MINIMUM” or “MIN.” as used in these documents shall mean that the condition as built may not vary to a dimension or quantity less than that shown without the approval of the architect/engineer.
1.14 “MAXIMUM” or “MAX.”, as used in these documents shall mean that the condition as built may not vary to a dimension or quantity greater than that shown without the approval of the architect/engineer.
1.15 "+/-" as used in these documents shall mean the dimensions or quantity is slightly adjustable to accommodate actual conditions.
1. DRAWING AND DOCUMENT NOTES
2.1 The Contractor is responsible for examining all contract documents and field conditions, and confirming that work may be constructed as shown before proceeding with construction. If there are any questions, the Contractor is responsible for obtaining a clarification from the Contracting Officer before proceeding with the work.
2.2 The Contractor shall verify all conditions and dimensions at the job site prior to bidding and start of construction. If any discrepancies are found, notify
Contracting Officer in writing for clarification.
2.3 The Contractor shall provide a cost loaded construction schedule, which shall be updated, as noted in the contract documents. The contractor shall coordinate and supervise the work of all trades and is responsible for adherence to all contract documents, timely performance of the work and maintaining the job site in a safe and clean manner.
2.4 The Contractor shall provide and keep an updated record set of drawings and specifications for as-built documentation.
2.5 The Contractor shall provide for and be solely responsible for the provision of all required or necessary blocking, backing, bracing, framing hangers and/or other support for all construction, fixtures, equipment, cabinetry, furnishings and all items requiring the same.
2.6 The Contractor is to maintain the integrity of all building systems (structural, mechanical, plumbing, electrical and fire protection) that are uncovered during the demolition and are not otherwise addressed in the construction documents.
2. CONTRACTOR'S RESPONSIBILITIES
3.1 All required means of egress shall be maintained during construction; and in their final construction, all required exit doors shall be operable from inside spaces without the use of a key, special effort or knowledge, and shall be provided with illuminated “exit” signs as required by applicable codes and ordinances.
3.2 The Contractor shall erect and maintain temporary bracing, barricades, signs and other measures as necessary to protect the public, workers and other persons and adjoining property from damage from demolition and construction work in accordance with applicable codes and regulations.

2.7 It is the responsibility of the Contractor to field verify existing conditions and dimensions prior to fabrication and construction. Any discrepancies shall be called to the attention of the Architect and/ or Engineer.
2.8 It is the responsibility of the Contractor to ensure the continuity and integrity of sound and fire rated assemblies as indicated.
2.9 Each installer shall examine substrate and/or conditions under which the work will be installed and report to the contractor in writing any conditions detrimental to the proper and timely execution of that installer's work. Do not proceed until unsatisfactory conditions are corrected. Installation shall signify acceptance of the substrate and/or conditions.
2.10 The Contractor shall be responsible for leaving all finished surfaces clean at the completion of the work, and shall remove all excess material and debris from the job site during construction.
2.11 The Contractor is to provide noise and dust abatement as required to prevent disturbance and nuisance to adjacent premises and surrounding areas.
Demolition and removal work shall be done in a manner which will minimize the spread of dust and flying particles. Removed materials and debris shall become the property of the contractor and shall be disposed of in a legal manner. The operational procedure shall be determined by and are the responsibility of the contractor.
2.12 The Contractor shall provide a waste management plan to comply with the following, or meet requirements of local ordinance, whichever is more stringent
- Recycle or salvage 50% of the non-hazardous construction and demolition waste by diverting material from disposal through efficient use of recycling, reuse or salvage for future use or sale.
- Documentation shall be provided which includes identification of the waste management agency and verification that the percentage of the demolition and construction waste materials divert from landfill complies with 2016 Ed.
CalGreen code, section 5.408.1.
2.13 The Contractor shall protect all existing building elements and furnishings adjacent to the work, and shall replace, patch or repair to like new condition any building element damaged as a result of his work in the process of construction or demolition at no additional cost to the government.
2.14 The Contractor shall notify 60 CES/CEIE Water Manager (707 424-3587) in advance if releasing water outside of the building.

3. HEALTH AND SAFETY NOTES (CONTINUED)
3.3 Safety and Health Programs: The contractor shall have written safety and health programs in compliance with 29 CFR Parts 1910 and 1926. The contractor shall submit for approval copies of the project safety and health programs as applicable to the work scope including but not necessarily limited to the following:
a. Occupational Noise Exposure
b. Fall Protection
c. Personal Protective Equipment
d. Control of Hazardous Energy
e. Electrical Safety Related Work Practices
f. Lead
g. Asbestos
h. Respirator Protection
i. Confined Spaces
3.4 Compliance with Regulations: The work including contact with or handling of hazardous materials, disturbance or dismantling of structures containing hazardous materials, and disposal of hazardous materials, shall comply with the applicable requirements of 29 CFR Parts 1910 and 1926, and 40 CFR Parts 61, 261, 761 and 763. Work shall additionally comply with applicable state and local safety and health regulations. In case of a conflict between applicable regulations, the more stringent requirements shall apply.
3.5 The Contractor shall assume full responsibility and liability for compliance with all applicable codes, standards, and regulations pertaining to the health and safety of personnel and the general public, during execution of the work.
3.6 Contractor’s Safety Plan: In addition, to specific safety and health programs applicable to the project, contractor shall submit firm’s general safety plan listing emergency procedures.
3.7 Protection of Personnel: The Contractor shall take all necessary precautions to prevent injury to the public, occupants or damage to the property of others. The public and occupants includes all persons not employed by the Contractor or sub-contractor.
a. Wherever practical, the work area shall be fenced, barricaded or blocked off from the public or occupants to prevent unauthorized entry. If exits are to be blocked to prevent evacuation of the building occupants, alternative egress routes are to be provided, the Authority Having Jurisdiction (AHJ) in Travis Air Force Base, (Fire Protection Engineers, Safety and
Environmental Branch), shall review, authorize and approve or disapprove prior to the Work commencing.
b. Store, position and use equipment, tools, materials, scraps and trash in a manner that does not present a hazard to the public or occupants by accidental shifting, ignition or other hazardous activity.
c. Store and transport refuse and debris in a manner to prevent unsafe or unhealthy conditions for the public or occupants. Cover refuse containers and remove refuse on a frequent regular basis acceptable to the
Contracting Officer or the Contracting Officer’s authorized representative. Use tarpaulins or other means to prevent loose transported materials from dropping from trucks.
4. PROJECT SPECIFIC NOTES
4.1 The contractor shall limit the number of utility or alarm system shut downs to the minimum extent possible to complete the work. Contracting Officer must be notified 72 hours prior to any system shut-downs to allow for coordination with base security and opertations.
4.2 The Contractor shall install all manufactured items, materials and equipment in strict accordance with the manufacturers specifications.
4.3 Security clearances are required of all contractor staff and workers to be allowed on the jobsite. Coordination and timely scheduling of contractor employee and subcontractor security clearances is the full responsibility of the contractor and is required for the successful performance of this project.
4.4 Locations of manual activation and shut-off switches must be approved by the contracting officer prior to installation.
4.5 Provide fire stopping system at penetrations through rated partitions and walls.
Systems shall be compatible with wall construction.
4.6 Dissimilar metal materials shall be isolated with non-metal separator.
6.1 Asbestos Containing Materials (ACM) & Lead-Based Paint (LBP) are present in the project area. Refer to 'Asbestos & Lead Survey' by Ninyo & Moore, dated April 5, 2019, for detailed information regarding amount & location of known ACM/LBP.
6.2 Prior to renovation activities which would disturb the identified ACM, a licensed abatement removal contractor shall remove the ACM. The abatement contractor must maintain current licenses as required by state and local jurisdictions for the removal, transporting, and disposal of ACM or any other regulated activities.
6.3 The Contractor shall provide an asbestos abatement plan for contracting officer hygienist review. Allow 10 days for contracting officer to review. Prior to starting work, contractor must receive approval of submitted plan.
6.4 The Contractor shall abate and dispose of all hazardous materials found and/ or disturbed during demolition and/or construction, including but not limited to ACM, in accordance with all applicable regulations.
6.5 The contracting officer shall provide 3rd party air testing / monitoring during ACM abatement work to verify other portions of the building will not become contaminated. The
Contractor shall coordinate performance of work with 3rd party air testing / monitoring throughout project.
6.6 ACM abatement scope is limited to the removal of all existing such materials that are, or will become exposed due to demolition or construction activities as shown within the project documents.
6.7 Applicable laws and regulations shall be followed, including those provisions requiring notification to regulatory agencies, building occupants, renovation contractors, and workers of the presence of asbestos.
6.8 An in-place Operations & Maintenance program shall be prepared by the abatement contractor for any remaining intact ACM after renovations.
6.9 Lead - Containing Material Survey is governed by the Environmental Protection Agency
(EPA). The EPA stipulates what concentrations of lead in non-volatile components of surface coatings or materials indicate whether a material is considered to be lead-containing. The EPA stipulates that paint containing an amount equal to or in excess of 1 milligram per square centimeter (1.0 mg/ cm²), or more than half of one percent (0.5%) by weight (or milligrams per kilogram [mg/kg]), constitute a lead-based paint (LBP).
Coatings with any detectable amount of reported lead would be considered lead-containing paint (LCP), dated April 5, 2019.
6. ASBESTOS CONTAINING MATERIALS (ACM) & LEAD BASED PAINT (LBP) NOTES
5.1 All interior finishes (wall coverings, etc.) shall comply with the criteria of the IBC
2018 for flame spread and smoke development ratings and shall meet interior finish requirements.
5.2 All equipment and wiring (communication, power, fire alarm, etc) installed in a plenum shall be listed for installation in such areas.
5.3 All flexible air ducts installed in a plenum shall meet the requirements of NFPA 90A, 2-3.2 in construction and installation.
5.4 All special locking hardware (cipher, keycard, etc.) must comply with NFPA 101,
7.2.1.6 and be operable with no more than one releasing operation from the direction of egress.
5.5 Smoking shall be prohibited except in approved areas which complies with Section
3304 of 2016 California Fire Code.
5.6 Combustible debris, rubbish, and waste shall not be accumulated within buildings, and shall be removed from buildings at the end of each shift of work, and properly disposed of per Section 3304.2 of the 2016 California Fire Code.
5.7 Materials susceptible to spontaneous ignition, such as oily rags, shall be stored in a listed disposal container.
5.8 Combustible debris, rubbish and waste material shall not be disposed of by burning on the site.
5.9 Impairments to any fire protection system shall be in accordance with 2016
California Fire Code 901.
5.10 Coverings placed on or over fire protection devices to protect them from damage during construction processes shall be immediately removed upon completion of the construction processes in the room or area in which the devices are installed.
5.11 The fire sprinkler and fire alarm systems affected by the alternation work of this project shall be designed, installed and tested in accordance with NFPA 13, NFPA
70 and NFPA 72. The contractor shall submit fire sprinkler and fire alarm shop drawings to the Contracting Officer Representative for review and approval prior to ordering systems or fixtures.
5.12 The work includes design and installation of a Clean Agent Fire Extinguishing system.
The installation shall be made in accordance with the requirements of NFPA 2001 2018.
5.13 Design shall be by a NICET Level IV Technician or a Registered Fire Protection Engineer.
Installation shall be performed by a certified Clean Agent Fire Extinguishing system contractor or a specialist who is experienced in the design and installation of a Clean
Agent Fire Extinguishing systems (minimum 3 years). Provide system Flow Calculations and Design Concentration requirements.
5.14 All System components shall be designed and provided in accordance with NFPA 2001, 2018.
5.15 Manufacturer's data shall be provided and annotated to show the specific model, type and size of each item.
5.16 Shop Drawings: Submit detailed shop drawings, in accordance with NFPA 2001 and section 21 22 00. 00 40, to the Contracting Officer for review and approval. Information shall include but not be limited to the following:
A. Layout indicating details, plan view, elevations and sections of the system piping.
Indicate the location of Clean Agent discharge nozzle heads and piping in relation to the ceiling layout, showing pipe lengths and sizes.
B. Detailed riser diagram showing schematic of systems supply, supply connection, devices, valves, pipe and fittings.
5. FIRE PROTECTION NOTES
C. The signature and seal of a registered Professional Fire Protection Engineer, registered Professional Engineer with a minimum of two years fire protection design experience, or a NICET Level IV Technician.
5.17 Final Inspection and Testing:
A. The final test shall be witnessed by the TAFB fire protection engineer. The Contractor and an authorized representative from each supplier of equipment shall be in attendance at the final test.
B. Provide all equipment, services and labor to properly perform all required tests.
5.18 Submit as-built drawings to the Contracting Officer upon completion of the project. These drawings shall indicate changes from the original layout, marked in red.
