Answer

Question

Spec states that the Quality Control can be the SSHO. If qualified can one individual act as the QCM/SSHO/Superintendent or shall two full time on-site staff be required for supervision and daily management?

Detail only applies to newly sawn joints in new slabs. In these slabs, beveled joints are required. Beveled joints are not required for reseal joints

Government will consider all products that meet the requirements of para. 2.1.6 Rigid Proprietary Repair Products.

All CLINS Items are part of the base bid.

This is mostly correct. Several of scope items from pricing (CLIN) items 0002-0006 are also illustrated on the design documents, but quantities are generally not identified, and invoicing for these scope items will be paid based on work performed out of their respective CLINs. CLIN items 0002-0006 correspond to "Bid Items" 1-5, respectively. Refer to sheet C001 for additional information.

Answer

Question

Can the Government please confirm if all items are considered “Base Bid” items?

Answer

Question

Can the Government please confirm that pricing line item 001 includes the work shown on the design drawings, and pricing items 002-006 are “over and above” to be utilized if encountered; or will be located by the Government but are not repairs illustrated on the existing design documents.

Question

Detail G on C620 joint detail for new slabs shows a joint with a beveled edge. Detail A on sheet C621 joint detail for joint and crack resealing does not show a beveled edge. It was noted during the site visit that there is not currently a beveled edge on the existing joints. Please confirm that the CO will not require a beveled edge for joint resealing and crack repair.

Question

Question

Note 1 – “Remove any existing joint sealant within 12” either side of the joint” As this is not quantified or defined can the Government provide details as to what is existing or provide a quantity to include to ensure all proposals are equal?

Answer

This is intended to remove any residual sealant on the pavement from previous sealant activities. This is a typical incidental item associated with joint sealant removal and no specific quantity will be provided. Contractors have been given the opportunity to visit the site and see conditions. Further, the vast majority of existing joints being removed are preformed compression seals which greatly reduces any residual liquid sealant conditions.

Question

Assume according to Note 4 on C621 that existing cracks are to be saw cut?

Answer

Correct

Question

Note calls out 2,500LF please confirm this would be in addition to the approx.. 1537LF shown on the plans .

Answer

Drawing C001, Bid Item #1 states "CONTRACTOR SHALL PROVIDE WITH THE PROPOSAL, A PER LINEAR FOOT UNIT LINE ITEM PRICE AND TOTAL PRICE FOR THE ROUTE AND RESEAL OF 2500 LINEAR FEET OF CRACKS IN CONCRETE PAVEMENT.

THIS BID QUANTITY INCLUDES ALL CRACKS SHOWN ON THE SITE PLANS." So the additional (approximately 1,537 LF) are included in the 2500 LF.

Question

Assume according to Note 1 on C621 that existing cracks have sealant?

Answer

Cracks may or may not have existing sealant present.

C621 Note 4

C621 Note 4

Question

Note 4 says to fill with epoxy resin if crack is not full depth. How do we determine if the cracks are full depth or not?

Answer

Assume all cracks are full depth.

Question

Para 3.5.1 calls for dumpsters to be painted the base standard color. Is this required? If so, please provide color.

Answer

This is not required

Question

Are we to assume all cracks are to be saw cut.

Answer

Spec section 32 01 19.61, paragraph 3.3.2.2 specifies sawing cracks utilizing a saw with a maximum diameter of 6" and tracing the crack.

Note 2 – Should we just assume that ALL joints need to be saw cut to ½” x 1 ¼”?

Answer

As noted on the drawings, the existing joint dimensions vary. Any joints not meeting the minimum dimensions shown, should be resawn to meet the minimum dimensions shown. Note that minimum depth may be greater depending on sealant and backer rod selected by the contractor.

Question

Note 3 very ambiguous about saw cut depth. Again, assume ALL joints to be saw cut to a depth of 1-1/4" Answer

As noted on the drawings, the existing joint dimensions vary. Any joints not meeting the minimum dimensions shown, should be resawn to meet the minimum dimensions shown. Note that minimum depth may be greater depending on sealant and backer rod selected by the contractor.

C620, Detail “F” Cathodic Protection Detail

C100 series of the contract drawings, keynote #5

C100 series

Question

On the C100 series of the contract drawings, again referencing keynote #5, will the Engineer please provide anticipated dimensions of the leak detection tubes to be grouted? Contractor looking specifically for diameter of pipe and length of pipe to be grouted

Answer Assume tubes to be 6 ft. deep and 1.5" dia.

Question

Is it the Engineer’s intention to sawcut at the milling limits around all parking spaces that are abutting PCC? Keynote #7 on the C100 series of the contract drawings states “provide a 2.5” deep sawcut at limits of milling to existing asphalt.” It appears that all HMA to be milled abuts existing PCC that is to remain in place. Contractor requests clarity that it is the intention of the Engineer to sawcut at milling limits, regardless of HMA or PCC abutting the milling limits

Answer

Note 7 only applies where milling limits are adjacent to existing asphalt to remain. This requirement ensures the best possible joint face to pave against.

Question

On the C100 series of the contract drawings, keynote #5 states “remove PVC plug on leak detection tube located in asphalt pavement. Fill existing PVC tube with grout prior to milling operations.” When looking at the C200 series drawings, it appears the leak detection tubes are not present in the HMA overlay surface. Is it the Engineers intention to leave these grouted leak detection tubes in place once new HMA has been place, essentially “abandoning”?

Answer

Per keynote 5 on C100, all leak detection tubes in the asphalt pavement shall have the caps removed and the tubes filled with grout prior to milling. This will effectively abandon the tube, eliminate the void and allow for typical mill and overlay.

Question

Per contract drawing C620, Detail “F” Cathodic Protection Detail, the ductile iron covers are to be salvaged and restored upon HMA overlay completion. Due to the salvaged covers being concrete encased, Contractor has concerns that the ductile iron covers will be damaged during the demolition phase and when chipping concrete once they’re removed from the HMA surface. With that in mind, will the Engineer please provide a ductile iron manufacturer and part number, much like the cleanout cover detail, so that the Contractor can determine its risk and possibly replace rather than salvage these covers?

Answer

In the event that the existing unit is damaged by the contractor, there are multiple cathodic protection companies that offer suitable heavy duty, flush mounted test station sleeves and covers rated for aircraft traffic. Model, size and other details are dependent on the size of the test and panel and sleeve below the cover and would have to be selected based on the cover being replaced.

Section 32.15.13, 1.6.1

Drawing C621 “general corner break repair details”

Section 32.15.13, 1.2.3.1

Question

The solicitation states the contract time is to be 170 days; On contract drawing G201 Project Duration, it is stated that the contract time is 141 days. Which is correct?

Answer

Question

Contract drawing C621 “general corner break repair details” states that the approximate locations and dimensions are shown in the C200 series. No locations or dimensions are shown in the C200 series. Please provide the location/dimensions of the five (5) corner breaks to be repaired

Answer

Per Bid Item #2 on C001, base bid on 5 each corner break repairs at various locations on the project and of various sizes.

Contractor to assume that the 5 each corner breaks will not exceed 16 SF average per corner break. Locations to be determined.

Question Specification Section 32.15.13, 1.2.3.1 Profilograph Testing states general requirements for the profilograph and tolerances that attribute to the pay factor for HMA placement. Profilograph testing is typically reserved for long pulls (i.e. runway lanes) and not typically for ramp/apron placements. Will a profilograph be required for HMA placement on this contract?

Answer Profilograph testing will not be required.

Question

Specification Section 32.15.13, 1.6.1 Acceptability of the Work states “Acquire the services of an independent commercial laboratory to perform acceptance testing.” Industry standard is for the HMA QC testing to be performed in the HMA subcontractors laboratory. Will the HMA subcontractor be permitted to perform its own acceptance testing?

Answer

After contract award, the contractor may submit a variance request to utilize asphalt contractors lab for consideration by Government. Government offers no guarantee that such a variance will be approved. If Government approves such a variance, Government reserves the right to reimpose the requirement for an independent lab at the Government's sole discretion and at no additional cost to the Government.

Question

Please confirm that the only leak detection tubes to be grouted are those located in the mill/overlay surface and not leak detection tubes located in existing (to remain in place) PCC

Only grout tubes in asphalt.

drawing G201 under Project Duration

01 14 00, para. 1.2.1

Question

Answer

Question The specifications state that “It is incumbent on the Contractor to ascertain the current security and base access requirements appropriate to the project location and incorporate the cost, if any, for compliance to said requirements into Contractor's proposal.” What, if any, security requirements apply to this contract beyond compliance with the installation access/badging process?

Answer

JS-US007 - Level I Antiterrorism Awareness Training is required to be completed by all contractors within 30 days of requiring access, and annually thereafter. Coordination for training shall be by the contractor after contract award. This provision shall NOT apply to contractors requiring access on contracts awarded through 30 September 2023. It shall apply to contractors requiring access on contracts awarded on or after 1 October 2023. This provision shall not apply to deliveries, contractors requiring access using single day passes, or any contractors requiring access for less than or equal to 180 continuous calendar days in a 1 year period. JS-US007-Level I Antiterrorism Awareness Training can be found here: https://jko.jten.mil/courses/AT-level1/launch.html, or contact the Contracting Officer for the most up-to-date training site. Submit all completion certificates, and monthly updated lists of personnel requiring and having completed the training with dates to demonstrate compliance with this requirement, to the Contracting Officer for information only.

Question

Answer

Contractor will have 60 days for "Preparation/Submittals", 140 days for "Construction", and 30 days for "Closeout" totaling 170 days.

Question On contract drawing G201 under Project Duration, there is a 60 day window for preparation/submittals. Should the Contractor complete its 7460’s, submittals, and any other preliminary work indicated in the contract drawings/specifications before the 60 day period has been reached, will the Contractor be permitted to commence construction prior to this 60 day period expiring?

Answer

If the contractor were allowed to start work prior to 60 day window, then then the balance of the 60 days would go away and the 80 day construction window would start. This will all need coordination and approval via Airfield Management.
