PROJECT NO. CP1033113 – Addition to 24 SOW HQ Bldg. 90310

QUESTIONS – ANSWERS – 1 through 16

QUESTIONS:

Question 1: 1. On page E-001 under Electrical General Notes the first item says that the minimum conduit size is ¾”, but under the Electrical Legend it references ½” conduit to be used. Please advise if ½” conduit is going to be allowed.

Answer 1: General Note is correct…minimum size electrical conduit is ¾”. Legend will be corrected on sheet E-001.

Question 2: Specification section 01 50 00-3.5. says to install a temporary construction fence if required by contract documents. The drawings do not show the location of a temporary fence. Is a temporary construction fence required by the Government for this site? If it is, then for bid purposes can you please give an approximate location?

Answer 2: Specification 1.14.00, Section 3.5.3 has been updated to state the area immediately west of Building 90310 has been allocated for the contractor to use a storage/laydown area. Any storage and laydown areas utilized by the contractor are required to be enclosed within the temporary construction fence of Section 3.5. .

Question 3: Will the Government allow one person to perform the combined duties of superintendent, SSHO, and QC for this contract?

Answer 3: Yes

Question 4: Will the contractor be allowed to consume the building’s electricity and water free of charge?

Answer 4: Yes, where available.

Question 5: Specification section 01 33 00 – 1.9-c, states Government’s submittal review period will be “at least 20 working days”. That is very long and open ended. Can you please shorten that period to a maximum of 21 calendar days for all submittals including fire protection?

Answer 5: Typical turn around for submittals is 14 days; however, contractor should account for government review period as stated in the Specifications.

Question 6: Is the Contractor responsible for paying the BOSS contractor for work that is required by the bid documents? Such as utility shut offs?

Answer 7: Notice to proceed will be established at Pre-construction meeting.

Question 8: Is a project sign required for this project?

Answer 8: A project sign is NOT required for this project.

Question 9: The quality control requirements in section 03 30 00 – 1.6.6 and 1.6.6.1 are too stringent for a project this size. Those requirements are more in line with a multi-story cast-in-place concrete structure. Typically people with those certifications and licenses do not work on 4,200 sf slabs-on-grade. Can you please omit requirement for ACI certifications from CQC personnel and lead foreman/journeyman, and omit professional engineer requirement for quality manager?

Answer 9: Concur. Specification 03 30 00 sections 1.6.6 and 1.6.6.1 have been modified to delete this requirement

Question 10: Can you please omit the AISC quality certification requirements in section 05 12 00 – 1.3? There is very little structural steel in this project and not enough to attract the few companies that have the certificates. Those companies are likely to decline to bid because the work is so small, and we cannot force them to provide the materials just because the specifications require AISC certification.

Answer 10: Concur. Specification 05 12 00 section 1.3 has been modified to delete this requirement.

Question 11: Can you please clarify whether or not the following tests for windows and storefront systems are required to be performed on the actual installed units: ANSI/BHMA A156.10, ASTM

E283, ASTM E330/E330M, AAMA 1503, ASTM E1105?

Answer 11: Tests may not need to be conducted on installed unit. Specification 07 24 00 section 1.2.1, States where a wall system of similar type, size, and design as specified for this project has been previously tested under the condition specified herein, the resulting test reports may be submitted in lieu of job specific tests.

Question 12: Specification section 09 90 00 – 1.3.1 calls for SSPC QP 1 certification for paint applicators. QP-1 is for industrial painting contractors. Can you please change it to QP-9, which is for commercial painting contractors working on offices?

Answer 12: Concur. Specification Section 09 90 00 Section 1.3.1 has been updated.

Question 13: Is there a specific company that has to perform the relocation of the fire water lines? Such as the local utility?

Answer 13: The prime construction contractor is responsible for the relocation of all utilities required for the execution of this project. No specific company is required for this.

Question 14: General note 7 of drawing sheet 7 says to protect existing geothermal well field located at the approximate siting of the relocated picnic shelter. Can you please provide as-built plan and details of what needs to be protected?

Answer 14: As-built plans of the geothermal well field are not available. The contractor is responsible for protecting the wells and pipelines in this area for the relocated picnic shelter.

Question 15: Can you please confirm the color of window frames and storefront entrance is clear anodized per specification 08 41 13 - 2.2.3?

Answer 15: Color is clear anodized per specification.

Question 16: Can you please change the bid date to any day Tuesday – Thursday? Having a bid due on Friday or Monday allows for much more error for bids to be delivered.

Answer 16: With Amendment 01 to the solicitation posted on 8 July 2020 the Proposal closing date/time has been revised to Tuesday 21 July 2020 1400 hrs. Contractors that have already requested and have received DROP REQUEST from the DoD SAFE site are responsible for ensuring link is still valid for submission (link is valid for 14 days from when initiated).
