23 August 17 Contractor Questions and Answers

1. Q: Can the contractor work late hours (i.e. Saturdays, Sundays, Federal holidays, after hours) without a Government representative present?

A: With the proper clearance, the contractor may work late hours as long as they provide the tasks they will be completing and they do not move on to other tasks after completion.

2. Q: How long does it generally take to get through the gate?

A: 30-60 minutes depending on the traffic of vehicles.

3. Q: The sheets call out specific areas on the water tank that require “clean and weld” and “paint affected areas as per SOW” (see Att 5 – EL-1), if the Contractor finds other latent defective areas similar in nature, will these new compromised areas be considered differing site conditions?

A: If not specified in the drawing, contract or Statement of Work (SOW) it would be considered a differing site condition.

4. Q: Regarding the laydown area, it is our understanding that we will be able to enter the area per the north gate contiguous to Jumanos Trail. The area inside the gate (i.e., the laydown area) has natural vegetation. Other than repair any deep ruts from heavy vehicles, will the Contractor be required to replace the vegetation that may compromised during the course of normal construction operations?

A: The contractor will only be required to restore deep ruts.

5. Q: Will the downtime for the tank cleaning compromise any critical base operations that may require advance scheduling? If so, how much notice will the Government require?

A: No advance scheduling is required; the downtime will not affect the installation operations. However, if an outage is necessary, contractor shall provide notification 14 days in advance (please refer to paragraph 1.14.2 of the interior SOW).

6. Q: Regarding 1.10 SUBMITTALS, what is the Government’s maximum turnaround time for returning submittals?

A: The Governments maximum turnaround time for submittals is 10 days.

7. Q: Under the SOW, 1.1.2 WEATHER, the solicitation states: “The Contractor shall not perform any exterior painting when the ambient air and substrate temperature are below 50° F (10° C).” May we correctly assume that any such days will be credited to the Contractor as weather days?

A: Yes, the contractor will be credited for excessive bad weather days. Contractor should quote a completion time to allow for the possibility of such weather delays.

8. Q: Is having a SSPC QS-1 certificate a requirement for the project?

A: The SSPC QS-1 certificate is not required. However, the contractor is expected to have qualified workers, including training required to meet regulatory requirements.

9. Q: Paragraph 2.6 of the Exterior SOW states there will be no lead encountered, however, there is nothing mentioned about lead in the Interior SOW. Does the interior of the water tower contain lead?

A: The interior of the water tower is also lead free. Lead based paints were banned from use in 1978; the East Water Tower was constructed in 1992.

10. Q: What is the bid bond amount?

A: The bid bond amount is 20% of the project total or $3 million, whichever is lower.

11. Q: Is there a website to find the minority and female participation that is needed for this are?

A: There is no minority or female participation requirements for this project.

12. Q: What is the length of the warranty?

A: The length of the warranty should be for five (5) years.

13. Q: Is there and engineering firm working on this project?

A: No there is not an engineering firm working on this project.

14. Q: Will there need to be containment for this project?

A: No containment will be needed for this project.

15. Q: Project duration is stated as 210 days on the SF 1442, The SOW states that all work on the tower is to be completed in 90 days. Which is correct?

A: 210 days is the total timeframe for the project. The 90 days in the individual SOWs are for their respective portion of the project (i.e. 90 days the paint the interior, 90 days to paint the exterior) as well as an additional 30 days for mobilization, submittals and any other delays.

16. Q: Will sand blasting be required for the exterior of the tower?

A: No sand blasting is required for this project. Abrasive blasting, hand tools, conventional power tools and vacuum blasting can be used as needed for corrosion removal.
