PART 1 – SCOPE OF WORK:

1.1 GENERAL: The work to be performed under this contract and in accordance with this Statement of Work shall consist of furnishing all necessary plant, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary for providing all work as shown on the drawing, technical exhibit and in the statement of work, and all applicable codes, regulations, standards, and criteria in effect at the date of solicitation. Note: This is only exterior paintwork; no interior painting will be performed.

1.1.1 WATER TOWER TANK 3475 (EAST): The Contractor is responsible for painting the exterior surface area, including but not limited to all piping, structural steel pipe type handrails and tubing, potable water pipe, ladders, platforms, concrete foundation, and all other exterior appurtenances associated with this 400,000 gallon steel elevated water storage tank. The tank is riveted metal with five (5) support legs, catwalk, an external ladder including ladder from catwalk to roof, center water riser pipe, overflow pipe and flapper, access hatches and all other appurtenances associated with water storage tanks. The Contractor shall field verify the exterior surface quantity. The tower currently has striping with the Air Education and Training Command (AETC) symbol painted on it. This signage will be removed and replaced with the Air Force symbol, as per the Technical Exhibit #1. Orientation of logo will be provided after the NTP.

NOTE: Electrical appurtenances will remain operable during performance of work.

1.2 PROJECT DESCRIPTION: The Contractor shall prepare all exterior surfaces to be painted in accordance with SSPC-SP7/NACE NO.4 on facility 3475. The Contractor shall paint and install (2) each new signs with the Air Force Logo and the words “Air Force” (as per exhibit

1) on tower. The Contractor shall provide all paint and materials required to perform all requested work. This work requires coordination of access to the area and work to be performed on tank.

Contractor shall employ methods to ensure no contamination of potable water system during execution of this work. No work shall commence on tank until all materials for that tank are on site and Contractor is fully mobilized.

1.3 LOCATION: This structure is located on Goodfellow Air Force Base, in Tom Green County, on the southeast side of San Angelo, Texas and is bounded to the north by Highway #388 (Paint Rock Rd.), to the east by Fort McKavitt Rd and Bell Street/Christoval Road, to the south by South Chadbourne St (Hwy. 1223) and to the east by the eastern city limits.

1.4 WORK AND MECHANICS: The work for this project shall be executed in the best and most competent manner, by qualified and efficient mechanics/tradesmen, skilled in their respective trades. Only certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, shall be permitted to install and/or supervise installation for this project. Individual trade work for this project shall be performed and quality maintained by the applicable trade only. The Contractor shall assure that all trades coordinate their work with that of other trades. The Contractor shall coordinate and perform all operations in a manner that will result in a professional and expeditiously completed project.

The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions. Work and materials shall comply with this Statement of Work and the editions in effect at the time of this solicitation for all applicable criteria, regulations, guidelines, and codes, all of which are made a part thereof.

1.1 WORKING CONDITIONS: The Contractor shall have ninety (90) calendar days to perform all work on water tower, after receipt of the Notice to Proceed (NTP). All Contractor operated/owned vehicles, equipment, tools, etc., shall be stored as prescribed in paragraph DELIVERY, STORAGE, AND PARKING. Applicable traffic control signage where required by the contract shall remain overnight. Parking on turf is not permitted without prior approval.

Contractor shall provide their own portable toilets and shall locate these in an area approved by the Government. Contractor employees shall not be permitted to use Government restroom facilities.

1.1.1 AREA PROTECTION: The Contractor shall protect all exterior surfaces and areas including landscaping, walkways, drives, adjacent building surfaces, parking areas, equipment, houses and any labels and signage from painting operations and blasting.

1.1.2 WEATHER: The Contractor shall not perform any exterior painting when the ambient air and substrate temperature are below 50° F (10° C). If required, suitable weatherproof covering and sufficient heating facilities shall be in place to maintain minimum ambient air and substrate temperatures for 24 hours before, during, and after paint application. The Contractor shall not perform any exterior painting when the relative humidity is above 85% or when the dew point is less than 5° F (3° C) variance between the air/surface temperatures. The Contractor shall follow manufacturer’s wind speed limits for exterior painting.

1.1.3 WORK MANANGEMENT PLAN: The Contractor shall submit a Work Management Plan, prior to beginning any work, which details how the Contractor intends to perform the work required in this contract, including but not limited to area protection, area security, safety and paint schedule.

1.1.4 WORK SCHEDULE: Working hours for the Contractor will normally be between the hours of 7:30 a.m. and 4:30 p.m. excluding Saturdays, Sundays, and Federal holidays. The Contractor must submit his/her work schedule request to the Contracting Officer in writing fourteen (14) calendar days in advance for approval. If personnel are reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days. If such work is, required Contractor shall submit request in writing to Contracting Officer a minimum of 72 hours in advance.

1.1.5 WORK AREA ACCESS: Government escorts are not needed in this area. The Contractor will ensure that the area where work is performed is secured at the end of each day.

1.2 SAFETY: All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 and 29 CFR 1926, and Air Force Occupational Safety & Health (AFOSH) AFOSH standards. The Contractor shall also ensure that all work is performed in accordance with project identified national standards, military manuals, instructions, pamphlets, standards, and handbooks, and with the edition in effect on the date of this solicitation of the Corps of Engineers (COE) Safety Manual 385-1-1.

All job sites are subject to inspections by the Department of Labor. In the event of conflicts between the OSHA standards and these requirements, the most stringent shall apply.

1.2.1 Companies who conduct business in the state of Texas must, have an approved company safety policy and an Accident Prevention Plan. The plan must be approved by the Texas Worker’s Compensation Commission (TWCC) in accordance with Texas Worker’s Compensation laws (Texas House Bill 62), shall be submitted For Information Only (FIO) in accordance with paragraph, SUBMITTALS. In addition to meeting the TWCC requirements, the plan must also include the requirements of COE Safety Manual 385-1-1.

1.2.2 Resolution of Department of Labor citations for violations of Occupational Safety and Health Standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.

1.7 PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation.

If the Contractor fails to use reasonable care and causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.

1.8 SITE MAINTENANCE AND CLEANUP:

1.8.1 SITE MAINTENANCE: The Contractor shall protect adjacent property, buildings and their contents from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift. All streets and roadways in/or adjacent to the site shall remain free of project generated trash and debris at all times.

1.8.2 CLEANUP: The Contractor shall keep the site free from debris at all times and shall perform daily cleaning of all areas. The Contractor shall collect any and all trash, debris, refuse, garbage, etc., that is generated and place it in appropriate containers with lids or approved covers on a periodic basis or as directed by the Contracting Officer’s representative. The aforementioned materials shall be hauled from the site by appropriate means on a daily basis, unless otherwise approved by the Contracting Officer’s representative. Disposal shall be outside the limits of Government property. Disposal shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations.

Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and competent condition satisfactory to the Contracting Officer.

1.9 REFERENCES: All publications listed herein shall be the most current editions in effect at the time of solicitation and form a part of this Statement of Work. The publications are referred to in the text by basic designation only and include the following:

1.10 SUBMITTALS: The Contractor shall provide submittals in the form of manufacturer’s data, certificates of compliance, and samples for all items provided and installed per the attached AF Form 66. The Contractor will not be permitted to perform any work on site without approved submittals. The submittals listed on the attached AF Form 66 shall be required and shall be submitted for Government Approved (GA) or For Information Only (FIO). Use AF Form 3000 to process submittals. Submit four copies of submittals to Contracting Officer. These submittals include, but are not limited to:

1.11 WARRANTY: The contractor shall provide a five year warranty period on this project.. The Contractor shall identify all items being installed that are guaranteed or under warranty for more than a one-year period, and provide validated copies of the manufacturer’s warranty. All warranty information shall be filed by the Contractor in the Government’s name. All warranties shall be identified by product with a listing of the name and address of the company and the expiration date of the guarantee or warranty.

1.12 DELIVERY, STORAGE, AND PARKING: All equipment delivered and stored shall be protected from the weather, humidity and temperature variation, dirt and dust, and any other contaminants. Contractor may store equipment and supplies in a contactor provide storage trailer.

1.12.1 CONTRACTOR STORAGE: The Contracting Officer’s representative shall designate Contractor storage and parking area.

1.12.2 STORAGE AREAS: All project storage areas shall be kept free of debris, leaks, stains, or splashes and kept in a neat, clean, and safe condition. Any contamination of the storage area by a hazardous substance shall be immediately remediated by the Contractor, in accordance with PART 2.0 at no additional expense to the Government. All paints, thinners, and other hazardous materials shall be secured when not in use.

1.13 UTILITY OUTAGES AND SPECIAL CONDITIONS:

1.13.1 PERMITS:

1.13.2 UTILITY OUTAGES: When a utility outage is necessary to perform the contract work in an occupied facility, regardless of whether the work area is occupied, the outage shall be performed by the Contractor during non-duty hours at no additional cost to the Government, unless otherwise approved by the Contracting Officer. The Contractor shall notify 17th Civil Engineer Squadron Service Call (654-3436) of outage requirements to include buildings affected; length of outage; and reasons for the outage. The Contractor must allow affected occupants a minimum of (2) weeks’ notice prior to outage. The Contractor is also required to provide the contracting officer a written notification of any requested outage.

1.13.3 UTILITIES CONSERVATION: The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities lights shall be used only in areas where and when work is actually being performed. The Contractor shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. Water faucets or valves shall be turned off after the required usage has been accomplished. The Contractor shall not abuse the use of base telephones. Telephones shall be used for contract related issues only. The Contractor shall use good judgment in the conservation of Government utilities. Prevailing energy conservation practices shall be adhered to and enforced by the Contractor.

1.13.4 BASE FIRE REGULATIONS: The Contractor shall comply with Base Fire Regulations as set forth in the latest edition of GAFB Instruction 32-2001, titled “Base Fire Protection Program”. The Contractor shall use no explosives in performing the work. All work shall be in strict compliance with NFPA-101.

1.13.4.1 WELDING, CUTTING AND BRAZING: The Contractor shall contact 17 CES/CEFT (Fire Prevention) for a complete inspection of all welding, cutting, and brazing operations prior to any operation. The Contractor shall provide an appropriate operable fire extinguisher.

Contractor shall comply be with OSHA Standard 29 CFR 1910.252 Welding, Cutting and Brazing (General Requirements) and AFOSH 91-5 Welding, Cutting, and Brazing.

An AF Form 592 USAF Welding, Cutting and Brazing permit will be issued prior to any operation and shall be kept on site until completion of operation or permit expires. Contact Fire Prevention at (325) 654-3532/33/34 for issuance of permit.

1.14 SPECIAL CONDITIONS: The Contractor has to comply with all OSHA regulation while executing all aspects of each task order.

1.15 PHYSICAL SECURITY/ANTITERRORISM/FORCE PROTECTION: In accordance with AFI 10-245, Air Force Antiterrorism (AT) Standards, the following requirements apply to this contract:

1. Contractor personnel may be required to participate in installation Anti-Terrorism/Force

Protection exercises.

2. Contractor personnel will comply with the implementation of higher Force Protection Conditions and will ensure that subcontractors are in compliance as well.

3. Antiterrorism (AT) Level I training is available to all contractor personnel. The government will provide/make available AT Level I training/information at the contractor’s request. This information can be provided through the 17 Training Wing (TRW) AT Level I awareness pamphlets/binders, through computer based training programs, or through the unit/installation Antiterrorism Officer. To request training, contact the 17 TRW Antiterrorism Officer, 17 SFS/S5X at (325) 654-3527

1.15.1 FPCON levels:

1. FPCON NORMAL. This condition applies when a general global threat of possible terrorist activity exists and warrants a routine security posture. At a minimum, access control will be conducted at all DOD installations and facilities. What to Expect: Expect to see a routine security posture.

2. FPCON ALPHA. (AF Modified) This condition applies when there is an increased general threat of possible terrorist activity against personnel or facilities, the nature and extent of which are unpredictable, and circumstances do not justify full implementation of FPCON BRAVO measures. However, it may be necessary to implement certain measures from higher FPCONs measures resulting from intelligence received or as a deterrent. The measures in this FPCON must be capable of being maintained indefinitely. What to Expect: Expect random vehicle checks and increased crime prevention efforts.

3. FPCON BRAVO. Applies when an increased or more predictable threat of terrorist activity exists. Sustaining BRAVO measures for a prolonged period may affect operational capability and military-civil relationships with local authorities. What to Expect: Expect to see closer inspections of vehicles and deliveries, ID checks, and a greater presence of guards.

4. FPCON CHARLIE. Applies when an incident occurs or intelligence is received indicating that some form of terrorist action or targeting against personnel or facilities is likely. Prolonged implementation of CHARLIE measures may create hardship and affect the activities of the unit and its personnel. What to Expect: Expect rigorous efforts to inspect vehicles and facilities; you may be required to evacuate the base, or you may not be allowed on base without escort.

5. FPCON DELTA. Applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is imminent. FPCON DELTA is usually declared as a localized condition. FPCON DELTA measures are not intended to be sustained for an extended duration. What to Expect: If on base, follow security forces instructions; you may be directed to evacuate or seek shelter, if off base, you may be denied access until the incident has been taken care of and additional security measures will delay and interrupt normal routines

1.15.2. CONTROLLED AREAS : The contractor shall ensure areas controlled by contractor employees comply with base operations plans/instructions for Force Protection Condition (FPCON) procedures, and local search/identification requirements. The contractor shall be responsible for the above FPCON requirements in all assigned facilities. In addition, in other shared occupancy buildings, the contractor may be required to assist (based on occupancy) with manning the building/facility Entry Control Point (ECP).

The contractor shall safeguard all Government property, including controlled forms, provided for their use. At the close of each work period, Government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured. Instructions, regulations, and forms can be obtained online at http://www.e-publishing.af.mil/ or by doing a general inquiry on any web-based search engine. If the contractor is unable to obtain the applicable information, contact the contracting officer. Areas controlled by Contractor employees shall comply with base Operations Plans/instructions for Force Protection Condition procedures, Random Antiterrorism Measures (RAMS), and local search/identification requirements.

PART 2 – ENVIRONMENTAL REQUIREMENTS:

2.1 COMPLIANCE WITH LAWS: Construction activities are NOT exempt from air emission, storm water, hazardous waste, and other environmental compliance rules and regulations. The Contractor shall comply and ensure that all Sub-Contractors comply with all applicable federal, state, and local laws, regulations, ordinances, and standards related to environmental matters.

The Contractor shall also comply and ensure that all Sub-Contractors comply with all specific instructions or directions given to the Contractor by Goodfellow AFB regarding environmental matters.

2.2 PROTECTION OF HISTORICAL AND ARCHAEOLOGICAL RESOURCES: All known Historical, Archaeological, and Cultural Resources, if any, within the Contractors work area will be designated on the contract Technical Exhibits. The Contractor shall take precautions during the contract to preserve all resources, as they existed at the time of contract award and comply with the Archaeological and Historic Preservation Act (AHPA) and the Archaeological Resources Protection Act (ARPA). The Contractor shall provide all protective devices such as off limit markings, fencing, barricades, or other devices as designated on the contract Technical Exhibits and shall be responsible for preservation of the sites during this contract.

All items having any apparent historical or archaeological interest outside of designated areas that are discovered in the course of any construction activities shall be carefully preserved. The Contractor shall protect the find in-place by leaving the archaeological find undisturbed and by using flags to mark a 50-foot radius area around the find. The find shall be immediately reported to the Contracting Officer so that the proper authorities may be notified. All work shall be stopped in the immediate area of the discovery until directed by the Contracting Officer to resume work. Any work required to preserve or protect these finds shall be accomplished before work resumes.

2.3 HAZARDOUS AND SPECIAL WASTES GENERATED BY THE CONTRACTOR: The Contractor shall identify, characterize, containerize, store and dispose of hazardous wastes in strict accordance with federal guidelines found in the Code of Federal Regulations, Title 40 (40 CFR) parts 260-270, state regulation 30 TAC 335, all local guidelines, and as specified. A Uniform Hazardous Waste Manifest shall be used by the Contractor to document all parties and locations involved in the transportation, storage, and disposal of all hazardous and special wastes.

This form shall be provided to the government by the Contractor and signed by the Base Environmental Coordinator (CEIE) before the waste is transported from the limits of government property. A copy of the manifest shall be signed by the receiver of the waste and submitted to the Contracting Officer not later than forty-five days after disposal has taken place. Hazardous waste treatment, storage, and disposal facility shall be located within in the state of Texas, permitted by the U.S. EPA, and approved by CEIE.

2.4 CONTRACTOR ENCOUNTERED HAZARDOUS WASTE: The Contractor shall notify the Contracting Officer’s Representative and CEIE upon encountering any material not identified in this Statement of Work thought to be hazardous that could jeopardize the safety of workers or personnel in the area. The Government will be responsible for characterization, transportation, storage, and disposal of the waste if necessary.

2.5 ASBESTOS: To the best of the Government's knowledge, no asbestos-containing material (ACM) will be encountered during this project. Should the Contractor encounter previously unidentified or suspected ACM which must be disturbed to comply with the contract documents, the Contractor shall cease that work which would disturb the suspect material and shall immediately notify the Contracting Officer. The Government will take steps, as appropriate, to ascertain the material's composition and determine any remedial actions necessary.

2.5.1 Asbestos Containing Building Materials: Under no circumstances, under the provisions of this contract, shall the Contractor be allowed to provide asbestos containing building materials, or products containing encapsulated asbestos or mineral fibers as defined in the 40 CFR 61, National Emission Standards for Hazardous Air Pollutants of 1990, to GAFB.

2.6 LEAD: No lead-lead containing material will be encountered during this project.

2.7 HAZARDOUS MATERIALS: The Contractor shall provide to the Contracting Officer an AF Form 3000, Material, and Approval Submittal, listing all materials to be utilized during the contract. If any of the material is classified as hazardous in accordance with AFI 32-7086, the Contractor will submit an AF Form 3952, (Chemical/Hazardous Material Request Authorization) for each material item with all supporting information as required for approval. The Contractor must obtain authorization from the Contracting Officer prior to bringing or using hazardous materials on the installation. The Contractor must supply an up-to-date SDS for each requested AF Form 3952 item listed as a hazardous material, as defined to be delivered under this contract.

The hazardous material shall be properly identified and include any applicable identification number, such as National Stock Number or Special Item Number. This information shall also be included on the Safety Data Sheet submitted under this contract. The Contractor must maintain a file of all SDS. The Contractor shall submit for Government Approval (via AF Form 3000) to the Contracting Officer on a monthly basis, or at the end of the contract, as determined by the Contracting Officer, a report (2 copies) of usage of HAZMAT materials within that period on GAFB Contractors Hazardous Materials Usage Report. No hazardous materials, lubricants, oils, liquids or related materials shall be deposited in the refuse containers on base.

2.8 NUISANCE AND POLLUTING ACTIVITY PROHIBITED: Polluting, dumping, or discharging of any harmful, nuisance, or regulated materials (such as but not limited to concrete truck washout, vehicle maintenance fluids, residue from saw cutting operations, solid waste and hazardous substances) into building drains, site drains, streams, waterways, holding ponds or to the ground surface shall not be permitted and the Contractor shall be held responsible for any and all damages which may result. Further, the Contractor shall conduct work activities in such a fashion as to avoid creating any legal nuisance, including but not limited to, suppression of noise and dust, control of erosion, and implementation of other measures as necessary to minimize offsite impacts of work activities.

2.9 RELEASE OF FLUIDS TO THE SANITARY SEWER SYSTEM: Goodfellow AFB’s sanitary sewer system discharges into the Publicly Owned Treatment Works (POTW) operated by the City of San Angelo, Texas. This POTW has established testing requirements for certain constituents as well as discharge limits of those same constituents. Accordingly, any Contractor performing work at Goodfellow AFB and contemplating a release of non-hazardous water into the sanitary sewer system shall meet the pretreatment standards and comply with the testing/release requirements established by the City of San Angelo.

Contractor is also responsible for all testing, monitoring, measuring, documenting, etc. to prove compliance with it. Contractor shall not discharge wastewater to base’s sanitary sewer without prior approval of the Government.

2.10 AIR EMISSIONS: Media blasting may require registering the construction activity under state regulation 30 TAC 106.452. The Contractor shall prepare the state form PI-7 for signature approval by the base prior to start of construction. The Contractor shall meet all provisions of the Permit-By-Rule. In addition the Contractor will provide the Contracting Officer's

Representative, to be turned over to 17 CES Environmental Section, with Air Emission reports on a monthly basis to include the partial month at the end of contract.

This data will include, but is not limited to, data on media blasting, painting, welding, and internal combustion engine usage. After review of Contractor Provided Material 17 CES Environmental Element will provide data sheets and explanations of each type of process that is to be recorded. An example of this is Medial Blasting. The contractor will provide monthly data on the amount, in pounds, of media being used during the process and the amount of time each day the process occurs.

2.11 DRINKING WATER: For all drinking water disruptions, the Contractor shall adhere to 30 TAC 290 Subchapter D paragraph 290.46(g and j). Submit an analysis report and a “Drinking Water Customer Service Inspection checklist” via an AF Form 3000 for Government Approval.

2.12 PROTECTION OF WATER RESOURCES: All work under this contract shall be performed in such a manner that objectionable or nuisance conditions will not be created in lakes, reservoirs, streams or storm water conveyances through or adjacent to the project areas.

The Contractor shall comply with the terms and conditions of TPDES Construction General Permit, TXR150000 (GCP). At least 30 days prior to the start of construction, the Contractor shall seek coverage under the GCP for storm water and non-storm water discharges associated with his construction activities. Contractor shall install a 3ft by 100 ft. silt fence to control the runoff water; location of fence will be provided after the NTP.

2.12.1 The Government will specify if the contracted project is part of a larger common development requiring additional storm water measures be taken to obtain permit coverage, or if the project area of construction is greater than 5 acres.

2.12.2 At the end of the project, and prior to final acceptance, the Contractor shall submit a solid waste diversion report by completing the Construction Waste Management form identifying the materials and weights either recycled or diverted from solid waste disposal to other re-use as well as weights of waste disposed in a landfill.

2.13 ENVIRONMENTAL MANAGEMENT SYSTEM: Contractor’s on site supervisory personnel shall complete EMS Awareness Training. The Base Civil Engineer Installation Management Flight system administrator should be contacted at (325) 654-5946 for information and password to complete the 30-minute awareness training within 60 days of contract award or a new contract employee supervisor begins work.

The training will be accomplished utilizing web-based Environmental, Safety, and Occupational Health Training Network (ESOHTN) available through any internet access at http://aetc.esohtn.com/start. The training will be tracked online by the system administrator.

PART 3 – PRODUCTS:

3.1 REFERENCES TO MATERIALS, MANUFACTURERS, and AND PRODUCTS:

Materials and equipment shall be the standard products of a manufacturer regularly engaged in http://aetc.esohtn.com/start the manufacture of the products and shall essentially duplicate items that have been in satisfactory use for at least 2 years prior.

3.1.1 VERIFICATION OF DIMENSIONS AND CONDITIONS: The Contractor shall visit the premises to become thoroughly familiar with details of the work and working conditions. The Contractor shall field verify all dimensions and quantities. The Contractor shall advise the Contracting Officer of any discrepancies before starting the work.

3.2 GOVERNMENT FURNISHED EQUIPMENT (GFE): None.

3.3 CONTRACTOR PROVIDED MATERIALS (CPM): The Contractor shall provide all equipment, materials and labor necessary to complete the task order.

3.3.1 FALL PROTECTION: Designed to meet OSHA STD 29 C.F.R. 1926 Subpart M, Fall Protection, regulations equipped with all necessary plans, training and equipment.

3.3.2 PAINTING: Paint shall be:

Stripe Coat – Macropoxy 646 Fast Cure Epoxy, or equal Full primer Coat – Macropoxy 646 Fast Cure Epoxy, or equal Final Coat – Acrolon Ultra HP Acrylic Polyuretane or equal Logo – Acrolon Ultra HP Acrylic Polyuretane or equal

Contractor shall submit samples to match existing colors for the top coat and the signage.

Contractor shall submit painting plan to include product and SDS information on all surface cleaning and paint products to be used for the water towers. Final coating, including paint for logo; shall provide long term UV protection.

PART 4 – EXECUTION:

4.1 GENERAL: All work shall be provided as stated in statement of work, and as shown on the project documents, including but not limited to drawing and Exhibit # 1, and in accordance with the manufacturer's recommendations, unless otherwise specified. All dimensions and quantities are shown for information only. Contractor shall field verify all dimensions, quantities and site conditions.

4.2 APPLICATION: Contractor shall be prepared all exterior surfaces to be painted in accordance with SSPC-SP7/NACE NO.4 “Brush-Off Blast Cleaning”. This includes but is not limited to the following:

4.2.1 SURFACE PREPARATION: The Contractor shall ensure surfaces to be painted shall be clean and free of foreign matter before application of paint or surface treatments. Cleaning shall be programmed so that dust and other contaminants will not fall on wet, newly painted surfaces.

Exposed ferrous metals such as nail heads on or in contact with surfaces to be painted with water-thinned paints shall be spot-primed with a suitable corrosion-inhibitive primer capable of preventing flash rusting and compatible with the coating specified for the adjacent areas.

Contractor shall remove oil, grease, dust, dirt, loose rust, peeling paint, loose mill scale, loose materials, loose coating or other contamination to ensure good adhesion. Contractor may Near White Blast surfaces as necessary in order for the surfaces to be dry and in sound condition.

Contractor shall provide all primers, sealers, cleaning agents, cleaning cloths, sanding materials, mixing components and clean-up materials required, per manufacturer’s specifications. Government may request the Contractor to use metal brushes, scrapers or a mechanical method to remove loose rust or paint in order to ensure good adhesion.

The Contractor shall thoroughly inspect the condition of the substrate and make any defect corrections/repairs necessary for proper acceptance of paint on water towers, according to MPI guidelines. The Contractor shall not begin painting until all substrates and environmental conditions are acceptable for paint application as verified by the Contract Inspector and/or Contracting Officer.

4.2.1.1 Remove and secure all miscellaneous hardware and surface fittings / fastenings and removable hazard/instruction labels from surface areas prior to painting and replaced upon completion.

4.2.3 EXTERIOR PAINTING APPLICATION: The Contractor shall apply primer and paint within an appropriate period after cleaning and preparation to prevent weathering or staining, flash-rusting, rusting, or contamination of the substrate. The exterior paint system shall be applied in a minimum of two (2) coats (or three (3) if a different method is used). A minimum of 3 coats shall be applied on areas where a stripe coat is applied.

a. Prime Coat: The thickness of the prime coat shall be a minimum of 3.0 – 5.0 mils dry film thickness (DFT).

b. Stripe Coat – All vertical/horizontal seams, ceiling overlapping plate ceiling support beams, support columns, nuts, bolts, ladders, pits, and all other irregular surfaces shall receive one coat of stripe coat to a dry film thickness of 2-3.0 mils.

c. Finish Coat a minimum thickness of 3-4 mils DFT. The total DFT (including existing paint) shall be 9-14 mils.

Allow the surface to dry sufficiently (dry to the touch) prior to applying next coat or finishes, unless directions by the manufacturer state otherwise. Contractor shall allow Government to inspect and approve every phase of the project that includes, but is not limited to cleaning, coatings and logo. Contractor shall correct any deficiencies found by the Government. Contractor may proceed with next phase after Government’s approval.

The Contractor shall spray or roll each coat in accordance with the manufacturer’s recommendations, as well as the type of spray nozzle, the fluid pressure at the gun, the distance from the gun to the surface being painted, the speed of travel of the gun and any thinning shall be as recommended by the manufacturer. All paint in the fluid pot and lines shall be cleaned out with thinner before application of the paint is started. The thinner may be used also for cleaning the painting equipment at the end of each day’s operation.

The Contractor shall brush apply a coat of the specified epoxy coating thinned as much as allowed in the manufacturer’s direction liberally worked in after the prime coat and before the second coat of paint to all sharp edges, weld seams, nuts, bolts, conduits and difficult to coat items. All metal surfaces will be checked with the appropriate wet and dry mil gauges to insure that the required thickness of coating is being met. The Contractor shall provide a set of standards with the gauge in order for accuracy to be checked.

The prime coat must be sprayed with the shroud in place to prevent over-spray; it cannot be brushed or rolled. All painting after the prime coat is completed may be brushed or rolled with the shroud removed. If the coatings are to be sprayed, then shroud must be in place to prevent over-spray.

Contractor shall use a safe method to paint underneath the control wiring (or other wiring), hangers, pipe supports, brackets, lights, etc. on the tank; without disconnecting them. Contractor shall paint all metal conduits on the tank.

Contractor shall repair outside side ladder bracket as shown on the attached drawing.

4.3 COMPLETION OF WORK: The Contractor shall insure that all work is performed in accordance with the criteria herein and that all requirements have been met according to the specifications and project documents.
