STATEMENT OF WORK

FOR

INTERIOR PAINT – MAINT: EAST WATER TOWER FOR CORROSION CONTROL,

PART 1 – SCOPE OF WORK:

1.1 GENERAL: The work to be performed under this contract and in accordance with this Statement of Work (SOW) shall consist of furnishing all necessary plant, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary for providing all work shown on the drawings and in the statement of work, and all applicable codes, regulations, standards, and criteria in effect at the date of solicitation. All work shall conform to AWWA D102-97 and include but not limited to the following;

Near white blast cleaning interior of an elevated 400k gallons tank Replace interior ladder with fall protection slider Remove and dispose debris Replace cathodic protection suspension anode system CLIN 002 Recoat tank as specified Disinfect tank Water Test following completion of all work

The Government will provide (at contractor’s request) copy of a video of an inspection performed inside the tank in year 2016. The Contractor shall bring a personal computer to watch the video. An inspection report may be also available at Contractor’s request.

1.2 LOCATION: Goodfellow Air Force Base is located in Tom Green County, on the southeast side of San Angelo, Texas and is bounded to the north by Highway #388 (Paint Rock Rd.), to the west by Fort McKavitt Rd and Bell Street/Christoval Road, to the south by South Chadbourne St (Hwy. 1223) and to the east by the eastern city limits.

1.3 WORK AND MECHANICS: The work for this project shall be executed in the best and most workmanlike manner, by qualified and efficient mechanics/tradesmen, skilled in their respective trades. Only certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, shall be permitted to install and/or supervise installation for this project. Individual trade work for this project shall be performed and quality maintained by the applicable trade only. The Contractor shall assure that all trades coordinate their work with that of other trades. The Contractor shall coordinate and perform all operations in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions.

Work and materials shall comply with this Statement of Work and the editions in effect at the time of this solicitation for all applicable criteria, regulations, guidelines, and codes, all of which are made a part thereof.

1.4 WORKING CONDITIONS: The Fire Training Complex Water Tank is currently fully operational and in use. The Contractor shall coordinate with the 17th Civil Engineer Squadron (1-325-654-3718) or its representative prior to commencing any work.

1.4.1 The Contractor shall have ninety (90) calendar days to complete the work as specified herein the SOW after signing the Notice to Proceed (NTP). This performance period shall include the work in CLIN 0002, if awarded. During the entire duration of this contract, the Government will continue Fire Training operations. At all times, the Contractor shall exercise care to reduce noise and ensure safe construction activities while minimizing disturbances.

1.4.2 The Government will empty the water storage tank upon written notification from the Contractor that the construction work shall begin within 14 calendars days. Also, the Contractor shall have all materials including the primer and paint on-site.

1.4.3 In order for Government inspection to occur, the Contractor shall notify the Government at the completion of each the following sequences of work:

a. Material On-site Storage

b. Anodes removal- see note on section 4.6

c. Tank Interior Cleaning

d. Surface Preparation

d. Interior painting

e. New anodes installation – see note on 4.6

f. Final Cleaning, Disinfection, Testing and Water Tower Operation

Under no circumstances shall the Contractor proceed to the next work sequence cited above without prior approval of the Government.

1.4.4 The Contractor shall take color photographs of material on site, the interior of tank before commencing the cleaning, after cleaning and after final coating. The pictures shall be provided in hard copies (8 ½” x 11”) and on a disk. The Contractor shall notify the Government when the photographs will be taken so the Government could be present.

1.4.5 The only access into the water tower is through manhole show on the drawings. Under no circumstances shall the Contractor alter the existing water storage tower.

1.4.6 Prior commencement of any work, the Contractor shall submit a written safety plan that includes a detailed description of the Fall Protection Plan. Under no circumstances shall any work begin until the Safety Plan has reviewed and approved by the Government.

1.4.7 All interior spaces shall be properly ventilated to comply with all applicable OSHA Regulations, and the Contractor's safety plan required by this contract specification. The Contractor shall submit a management plan. The Contractor shall minimize dust particles during construction operations to the best of his ability.

1.4.7.1 Ventilation: During application of coatings and performing the blast cleaning inside the tank, the Contractor shall ensure that adequate ventilation is provided and workers should be equipped with fresh air masks. The Contractor shall follow the recommendations stated in AWWA 102-97 or approved method.

1.4.7.2 Breathing Apparatus: When blast cleaning and coating are performed inside the tank, all persons exposed to particulate matter and costing vapors should wear OSHA-approved breathing apparatus. The air source for air-supplied masks shall comply with applicable local, state, and federal safety regulations.

1.4.8 Storage of Materials: Materials shall be stored off Government property until ready for installation at no additional cost to the Government. In instances where on site storage is not available, Contractor shall be responsible for storing and preparing materials in the manner specified herein, or by the manufacturer’s instructions, so that materials are properly suited for installation. Off-site acclimatization of materials shall be at no additional cost to the Government.

1.4.8.1 All project storage areas shall be kept free of debris, leaks, stains, or splashes and kept in a neat, clean, and safe condition. Any contamination of the storage area by a hazardous substance shall be immediately remediated by the Contractor, in accordance with PART 2.0 above at no additional expense to the Government. All paints, thinners, and other hazardous materials shall be secured when not in use.

1.5 WORK SCHEDULE: Working hours for the Contractor will normally be between the hours of 7:30 a.m. and 4:30 p.m. excluding Saturdays, Sundays, and Federal holidays. The Contractor must submit his/her work schedule request to the Contracting Officer in writing fourteen (14) calendar days in advance for approval. If personnel are reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days. If such work is required Contractor shall submit request in writing to Contracting Officer a minimum of 72 hours in advance.

1.6 WORK AREA ACCESS: Government escorts are not needed in this area.

1.6.1 SECURE AREAS: The Contractor shall ensure all employees comply with all security requirements imposed by the local installation commander at all times, and shall follow all instructions of the organizational commander having jurisdiction over the area being serviced in all matters pertaining to security. The Contractor and his personnel shall be required to coordinate and schedule all work in classified areas with appropriate Government representatives prior to entering these areas.

1.7 SAFETY: All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 (1910.146 and 1910.147) and 29 CFR 1926, and Air Force Occupational Safety & Health (AFOSH) and Air Force Instruction (AFI) standards including AFI 91-203, Air Force Consolidated Occupational Safety Instruction.

As this is a water tower project, fall protection will be accomplished in accordance with 29 CFR 1926, Subpart M. The Contractor shall also ensure that all work is performed in accordance with project identified national standards, military manuals, instructions, pamphlets, standards, and handbooks, and with the edition in effect on the date of this solicitation of the Corps of Engineers (COE) Safety Manual 385-1-1. All job sites are subject to inspections by the Department of Labor. In the event of conflicts between the OSHA standards and these requirements, the most stringent shall apply.

1.7.1 Confined Space Entry:

All operations involving entry into confined spaces are performed by the Contractor and shall meet the requirements of OSHA 29 CFR 1910.146, AFI 91-203, Chapter 23 (may be viewed at the website http://static.e-publishing.af.mil/production/1/af_se/publication/afi91-203/afi91- 203.pdf), shall be briefly described during the pre-construction meeting with the Contracting Officer, and specifically comply and specifically the following:

a. All entry supervisors, attendees, and confined space entrants shall have been properly trained in the safety hazards, proper use of Personal Protective Equipment (PPE), entry procedures, and self-rescue. Records of this training must be readily available.

b. Entry supervisors shall maintain a Master Entry Plan (MEP) consisting of:

(1) Descriptions of confined spaces to be entered including location, classification, and acceptable entry conditions.

(2) Designation of authorized entry supervisors, entrants, and attendees.

(3) Identification of the types of tasks to be performed in the confined space, including duration.

(4) Procedures for entry, and emergency rescue.

(5) Identification of Personal Protective Equipment (PPE), communication equipment, rescue equipment, testing equipment, and monitoring equipment;

conditions under which they will be used; and verification of condition of equipment.

(6) Designation of frequency and type of atmospheric monitoring.

(7) Designation of controls required (e.g., lockout/tagout, ventilation, etc.).

(8) Procedures for communication during confined space operations.

(9) If both Contractor and Government will be accomplishing confined space entry, all procedures (permits required, operations plan and procedures) shall be documented by the Entry Supervisor prior to operations.

c. All confined spaces shall be tested by a qualified person using a properly calibrated monitor for percent oxygen, lower explosive limit (LEL), and toxicity each time before entry and periodically during operations that have the potential to alter atmospheric conditions.

1.8 PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor fails to use reasonable care and causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.

1.9 SITE MAINTENANCE AND CLEANUP

1.9.1 SITE MAINTENANCE: The Contractor shall protect adjacent property, buildings and their contents from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift. All streets and roadways in/or adjacent to the site shall remain free of project generated trash and debris at all times.

1.9.2 DAILY CLEANING: The Contractor shall keep the site free from debris at all times and shall perform daily cleaning of all areas.

1.9.3 CLEANUP: The Contractor shall collect any and all trash, debris, refuse, garbage, etc., that is generated and place it in appropriate containers with lids or approved covers on a periodic basis or as directed by the Contracting Officer’s representative. The aforementioned materials shall be hauled from the site by appropriate means on a daily basis, unless otherwise approved by the Contracting Officer’s representative. Disposal shall be outside the limits of Government property. Disposal shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations. Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and workmanlike condition satisfactory to the Contracting Officer.

1.10 REFERENCES: All publications listed herein shall be the most current editions in effect at the time of solicitation and form a part of this Statement of Work. The publications are referred to in the text by basic designation only and include the following:

1.11 SUBMITTALS: The Contractor shall provide submittals in the form of manufacturer’s data, certificates of compliance, and samples for all items provided and installed per the attached AF Form 66. The Contractor will not be permitted to perform any work on site without approved submittals. The submittals listed on the attached AF Form 66 shall be required and shall be submitted for Government Approved (GA) or For Information Only (FIO). Use AF Form 3000 to process submittals.

1.12 WARRANTY: The Contractor shall identify all items being installed that are guaranteed or under warranty for more than a one-year period, and provide validated copies of the manufacturer’s warranty. All warranty information shall be filed by the Contractor in the Government’s name. All warranties shall be identified by product with a listing of the name and address of the company and the expiration date of the guarantee or warranty.

1.13 DELIVERY, STORAGE AND PARKING: All equipment delivered and stored shall be protected from the weather, humidity and temperature variation, dirt and dust, and any other contaminants.

1.14 UTILITY OUTAGES AND SPECIAL CONDITIONS

1.14.1 PERMITS

1.14.1.1 BASE CIVIL ENGINEER WORK REQUEST (NON-DIG PERMIT): NOT

REQUIRED.

1.14.2 UTILITY OUTAGES: When a utility outage is necessary to perform the contract work in an occupied facility, regardless of whether the work area is occupied, the outage shall be performed by the Contractor during non-duty hours at no additional cost to the Government, unless otherwise approved by the Contracting Officer. The Contractor shall notify 17th Civil Engineer Squadron Service Call (1-325-654-3436) of outage requirements for the South Water Tower and the length of outage. The Government will empty the East Water Tower however; the Contractor shall notify the 17th Civil Engineer Squadron Service Call (1-325-654-3436) a written notification of the requested outage fourteen (14) days in advance.

1.14.3 UTILITIES CONSERVATION: The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which shall include: Lights shall be used only in areas where and when work is actually being performed. Water faucets or valves shall be turned off after the required usage has been accomplished. The Contractor shall not abuse the use of base telephones. Telephones shall be used for contract related issues only. The Contractor shall use good judgment in the conservation of Government utilities. Prevailing energy conservation practices shall be adhered to and enforced by the Contractor.

1.14.4 BASE FIRE REGULATIONS: The Contractor shall comply with Base Fire Regulations as set forth in the latest edition of GAFB Instruction 32-2001, titled “Base Fire Protection Program”. The Contractor shall use no explosives in performing the work. All work shall be in strict compliance with NFPA-101.

1.14.4.1 WELDING, CUTTING AND BRAZING: The Contractor shall contact 17 CES/CEFT (Fire Prevention) for a complete inspection of all welding, cutting, and brazing operations prior to any operation. The Contractor shall provide an appropriate operable fire extinguisher.

Contractor shall comply be with OSHA Standard 29 CFR 1910.252 Welding, Cutting and Brazing (General Requirements) and AFI 91-203, Chapter 27 Welding, Cutting, and Brazing.

An AF Form 592 USAF Welding, Cutting and Brazing permit will be issued prior to any operation and shall be kept on site till completion of operation or permit expires. Contact Fire Prevention at (325) 654-3532/33/34 for issuance of permit.

1.15 PHYSICAL SECURITY/ANTITERRORISM/FORCE PROTECTION: In accordance with AFI 10-245, Air Force Antiterrorism (AT) Standards, the following requirements apply to this contract:

1. Contractor personnel may be required to participate in installation Anti-Terrorism/Force Protection exercises.

2. Contractor personnel will comply with the implementation of higher Force Protection Conditions and will ensure that subcontractors are in compliance as well.

3. Antiterrorism (AT) Level I training is available to all contractor personnel. The government will provide/make available AT Level I training/information at the contractor’s request. This information can be provided through the 17 Training Wing (TRW) AT Level I awareness pamphlets/binders, through computer based training programs, or through the unit/installation Antiterrorism Officer. To request training, contact the 17 TRW Antiterrorism Officer, 17 SFS/S5X at (325) 654-3527

1.15.1 FPCON levels:

1. FPCON NORMAL. This condition applies when a general global threat of possible terrorist activity exists and warrants a routine security posture. At a minimum, access control will be conducted at all DOD installations and facilities. What to Expect: Expect to see a routine security posture.

2. FPCON ALPHA. (AF Modified) This condition applies when there is an increased general threat of possible terrorist activity against personnel or facilities, the nature and extent of which are unpredictable, and circumstances do not justify full implementation of FPCON BRAVO measures. However, it may be necessary to implement certain measures from higher FPCONs measures resulting from intelligence received or as a deterrent. The measures in this FPCON must be capable of being maintained indefinitely. What to Expect: Expect random vehicle checks and increased crime prevention efforts.

3. FPCON BRAVO. Applies when an increased or more predictable threat of terrorist activity exists. Sustaining BRAVO measures for a prolonged period may affect operational capability and military-civil relationships with local authorities. What to Expect: Expect to see closer inspections of vehicles and deliveries, ID checks, and a greater presence of guards.

4. FPCON CHARLIE. Applies when an incident occurs or intelligence is received indicating that some form of terrorist action or targeting against personnel or facilities is likely.

Prolonged implementation of CHARLIE measures may create hardship and affect the activities of the unit and its personnel. What to Expect: Expect rigorous efforts to inspect vehicles and facilities; you may be required to evacuate the base, or you may not be allowed on base without escort.

5. FPCON DELTA. Applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is imminent. FPCON DELTA is usually declared as a localized condition. FPCON DELTA measures are not intended to be sustained for an extended duration. What to Expect: If on base, follow security forces instructions; you may be directed to evacuate or seek shelter, if off base, you may be denied access until the incident has been taken care of and additional security measures will delay and interrupt normal routines.

1.15.2. CONTROLLED AREAS : The contractor shall ensure areas controlled by contractor employees comply with base operations plans/instructions for Force Protection Condition (FPCON) procedures, and local search/identification requirements. The contractor shall be responsible for the above FPCON requirements in all assigned facilities. In addition, in other shared occupancy buildings, the contractor may be required to assist (based on occupancy) with manning the building/facility Entry Control Point (ECP).

The contractor shall safeguard all Government property, including controlled forms, provided for their use. At the close of each work period, Government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured.

If the contractor is unable to obtain the applicable information, contact the contracting officer. Areas controlled by Contractor employees shall comply with base Operations Plans/instructions for Force http://www.e-publishing.af.mil/

Protection Condition procedures, Random Antiterrorism Measures (RAMS), and local search/identification requirements.

1.16 DEMOLITION: Items to be included in the demolition shall consist of but not limited to the careful removal and disposition of the existing interior ladder and the anodes. The Contractor shall dispose all components of the ladder and anodes in an authorized land field or a Government approved site. The Contractor shall recycle or divert construction wastes from landfill disposal to the maximum extent practicable. The Contractor shall track recycling and waste disposal and submit the report on the provided construction Waste Management Form for Government Approval at the end of the project, and prior to final acceptance of the work. The Contractor shall, before commencement of any work, carefully survey the existing site to determine the extent of the work. The Contractor shall take all necessary precautions to ensure against damage to existing work to remain in place, or to remain the property of the Government.

Any damage to the aforementioned shall be repaired or replaced by the Contractor at no additional cost to the Government. The Contractor shall be responsible for the proper disposal of all other materials, meeting all rules pertaining to the disposal of such products

PART 2 – ENVIRONMENTAL REQUIREMENTS:

2.1 COMPLIANCE WITH LAWS: Construction activities are NOT exempt from air emission, storm water, hazardous waste, and other environmental compliance rules and regulations. The Contractor shall comply and ensure that all Sub-Contractors comply with all applicable federal, state, and local laws, regulations, ordinances and standards related to environmental matters. The Contractor shall also comply and ensure that all Sub-Contractors comply with all specific instructions or directions given to the Contractor by Goodfellow AFB regarding environmental matters.

2.2 HAZARDOUS AND SPECIAL WASTES GENERATED BY THE CONTRACTOR: The Contractor shall identify, characterize, containerize, store and dispose of hazardous wastes in strict accordance with federal guidelines found in the Code of Federal Regulations, Title 40 (40 CFR) parts 260-270, state regulation 30 TAC 335, all local guidelines, and as specified. A Uniform Hazardous Waste Manifest shall be used by the Contractor to document all parties and locations involved in the transportation, storage and disposal of all hazardous and special wastes.

This form shall be provided to the government by the Contractor and signed by the Base Environmental Coordinator (CEIE) before the waste is transported from the limits of government property. A copy of the manifest shall be signed by the receiver of the waste and submitted to the Contracting Officer not later than forty-five days after disposal has taken place. Hazardous waste treatment, storage and disposal facility shall be located within in the state of Texas, permitted by the U.S. EPA, and approved by CEIE.

2.3 CONTRACTOR ENCOUNTERED HAZARDOUS WASTE: The Contractor shall notify the Contracting Officer’s Representative and CEIE upon encountering any material not identified in this Statement of Work thought to be hazardous that could jeopardize the safety of workers or personnel in the area. The Government will be responsible for characterization, transportation, storage and disposal of the waste if necessary.

2.4 HAZARDOUS MATERIALS: The Contractor shall provide to the Contracting Officer an AF Form 3000, Material and Approval Submittal, listing all materials to be utilized during the contract. If any of the material is classified as hazardous in accordance with AFI 32-7086, the Contractor will submit an AF Form 3952, (Chemical/Hazardous Material Request Authorization) for each material item with all supporting information as required for approval. The Contractor must obtain authorization from the Contracting Officer prior to bringing or using hazardous materials on the installation. The Contractor must supply an up-to-date SDS for each requested AF Form 3952 item listed as a hazardous material, as defined to be delivered under this contract.

The hazardous material shall be properly identified and include any applicable identification number, such as National Stock Number or Special Item Number. This information shall also be included on the Safety Data Sheet submitted under this contract. The Contractor must maintain a file of all SDS. The Contractor shall submit for Government Approval (via AF Form 3000) to the Contracting Officer on a monthly basis, or at the end of the contract, as determined by the Contracting Officer, a report (2 copies) of usage of HAZMAT materials within that period on GAFB Contractors Hazardous Materials Usage Report. No hazardous materials, lubricants, oils, liquids or related materials shall be deposited in the refuse containers on base.

2.5 NUISANCE AND POLLUTING ACTIVITY PROHIBITED: Polluting, dumping, or discharging of any harmful, nuisance, or regulated materials (such as but not limited to concrete truck washout, vehicle maintenance fluids, residue from saw cutting operations, solid waste and hazardous substances) into building drains, site drains, streams, waterways, holding ponds or to the ground surface shall not be permitted and the Contractor shall be held responsible for any and all damages which may result. Further, the Contractor shall conduct work activities in such a fashion as to avoid creating any legal nuisance, including but not limited to, suppression of noise and dust, control of erosion, and implementation of other measures as necessary to minimize offsite impacts of work activities.

2.6 RELEASE OF FLUIDS TO THE SANITARY SEWER SYSTEM: Goodfellow AFB’s sanitary sewer system discharges into the Publicly Owned Treatment Works (POTW) operated by the City of San Angelo, Texas. This POTW has established testing requirements for certain constituents as well as discharge limits of those same constituents. Accordingly, any Contractor performing work at Goodfellow AFB and contemplating a release of non-hazardous water into the sanitary sewer system shall meet the pretreatment standards and comply with the testing/release requirements established by the City of San Angelo. Contractor is also responsible for any and all testing, monitoring, measuring, documenting, etc. to prove compliance with it. Contractor shall not discharge wastewater to base’s sanitary sewer without prior approval of the Government.

2.7 PESTICIDES (INSECTICIDES, FUNGICIDES, HERBICIDES, ETC.): Application of all pesticides shall be accomplished by certified pest control personnel or under the supervision of a State of Texas certified pest control operator. Contractor shall furnish labels and MSDSs for all contract pesticide materials at least 25 days prior to start of contract for approval by AETC Pest

Management Coordinator (PMC) via an AF Form 3000. The Contractor shall use the GAFB Pesticide Application Form, available from Base Civil Engineer office to submit the required application information.

2.8 AIR EMISSIONS: Media blasting may require registering the construction activity under state regulation 30 TAC 106.452. The Contractor shall prepare the state form PI-7 for signature approval by the base prior to start of construction. The Contractor shall meet all provisions of the Permit-By-Rule.

2.9 DRINKING WATER TESTING: For all drinking water disruptions, the Contractor shall adhere to 30 TAC 290 Subchapter D paragraph 290.46(g and j). Submit an analysis report and a “Drinking Water Customer Service Inspection checklist” via an AF Form 3000 for Government Approval. Contact Bioenvironmental Engineering at (325) 654-3126 prior to restoring drinking water service.

2.10 PROTECTION OF WATER RESOURCES: All work under this contract shall be performed in such a manner that objectionable or nuisance conditions will not be created in lakes, reservoirs, streams or storm water conveyances through or adjacent to the project areas.

The Contractor shall comply with the terms and conditions of TPDES Construction General Permit, TXR150000 (GCP). At least 30 days prior to the start of construction, the Contractor shall obtain coverage under the GCP for storm water and non-storm water discharges associated with his construction activities.

2.10.1 The Government will specify if the contracted project is part of a larger common development requiring additional storm water measures be taken to obtain permit coverage, or if the project area of construction is greater than 5 acres.

2.10.2 Post-Construction Cleanup or Obliteration: The Contractor shall obliterate all evidence of temporary construction facilities such as haul roads, work areas, structures, foundations of temporary structures, stockpiles of excess materials, or any other vestiges of construction. The Contractor shall restore any disturbed areas affected during construction.

2.11 ENVIRONMENTAL MANAGEMENT SYSTEM: Contractor’s on site supervisory personnel shall complete EMS Awareness Training. The Base Civil Engineer Asset Management Flight system administrator should be contacted at (325) 654-3451 for information and password to complete the 30-minute awareness training within 60 days of contract award or a new contract employee supervisor begins work. The training will be accomplished utilizing web-based Environmental, Safety, and Occupational Health Training Network (ESOHTN) available through any internet access at http://aetc.esohtn.com/start. The training will be tracked online by the system administrator.

PART 3 – PRODUCTS

3.1 REFERENCES TO MATERIALS, MANUFACTURERS, AND PRODUCTS: Materials and equipment shall be the standard products of a manufacturer regularly engaged in the http://aetc.esohtn.com/start manufacture of the products and shall essentially duplicate items that have been in satisfactory use for at least 2 years prior.

3.1.1 VERIFICATION OF DIMENSIONS AND CONDITIONS: The Contractor shall visit the premises to become thoroughly familiar with details of the work and working conditions, field verify all dimensions and advise the Contracting Officer of any discrepancies before starting the work.

3.2 GOVERNMENT FURNISHED EQUIPMENT (GFE). The Government will provide the water for sanitizing; water flushing and pressure test.

3.3 CONTRACTOR PROVIDED MATERIALS (CPM):

(1) Coating: Inside Coating System No. 2; System designation: ICS-2-W, finish coat white.

Minimum dry thickness: Primer 3 mils, intermediate coat 4.0 mils, final coat 5.0 mils. In accordance with DOD-C-24654. For primer: Sherwin Williams Dura Plate UHS Primer or approved equal; Final and intermediate coatings: Sherwin-Williams Dura-Plate UHS Epoxy or approved equal.

(2) Steel ladder (epoxy coating, finish coat: white), suitable for potable water tanks and to match existing, 42 ft long according to OSHA Standards. Galvanized steel fall protection slider in accordance with OSHA standards and for potable water service.

(3) Disinfection materials

(4) All other materials to accomplish the work.

3.3.1 Coating data to be furnished by the Contractor

(1) Coatings Manufacturer: The name of the company that manufactures the coating to be applied.

(2) Application method. In accordance with manufacturer directions, the application method for inside coatings; that is, brushing, rolling, or spraying.

(3) Materials: The identification of each coating material intended for use on the project and the affidavit of compliance when requested by the purchaser.

(4) Material safety data sheets (MSDS): Current MSDS for each product to be used.

3.3.2 The Contractor shall provide, all primers, sealers, cleaning agents, cleaning cloths, sanding materials, and clean-up materials required, per manufacturer’s specifications.

3.3.3 BOLTS (CPM): The Contractor shall provide all flange bolts for the fall protection slider.

Material shall be galvanized steel Grade # 5 or equal. Steel anchor bolts (if needed) shall be RAWL anchor bolts, or equal.

PART 4 – EXECUTION:

4.1 GENERAL: All work shall be performed accordance with the manufacturer's instructions, unless otherwise specified. All dimensions are shown for information only. Contractor shall field verify all dimensions and site conditions.

4.2 SURFACE PREPARATION: Items not to be painted which are in contact with or adjacent to painted surfaces shall be removed or protected prior to surface preparation and painting operations. Items removed prior to painting shall be replaced when painting is completed and surface is completely dry to the touch. Following completion of painting, the Contractor shall reinstall removed items. Surfaces contaminated by coating materials shall be restored to original condition. The entire surface of tank’s interior shall be cleaned by SSPC-SP 10/ NACE No.2 or approved method. Blast-cleaned surfaces shall have a surface profile that is appropriate for the specific primer and coating system in accordance with the coating manufacturer’s recommendations. When blast cleaning the tank, the Contractor shall ensure the tank’s interior surface is left free of dust, grease, oil, mil scale, oxide, coating and dirt; loose rust, blisters, and other foreign material. When finished, the Contractor shall allow the Government to inspect the interior of the tank and its components. Once the Government finishes the tank inspection, the Contractor may commence with the work as described herein. Cleaning shall be programmed so that dust and other contaminants will not fall on wet, newly painted surfaces. Exposed ferrous metals such as nail heads on or in contact with surfaces to be painted with water-thinned paints shall be spot-primed with a suitable corrosion-inhibitive primer capable of preventing flash rusting and compatible with the coating specified for the adjacent areas. Contractor shall be responsible for removal of all old paint, rust and all present irregularities as required to provide a smooth finished surface, nails, screws, bolts, tape, tape residue, staples and other foreign matter and repair of surface to match surrounding area prior to painting operations.

4.3 INTERIOR PAINTING: The Contractor shall ensure that temperature and humidity are optimum when applying primer and final coating (manufacturer’s recommendations shall be followed). The Contractor shall apply the primer and coatings using Inside Coating System No. 2 (ICS-2-W), in accordance to AWWA D102-97.

This is a two-component epoxy coating system. The materials in this coating system shall be suitable for potable water service. The Coating system shall include a primer (3 mils) that contrast with the white for the intermediate and finish coats. The Contractor shall allow the primer to dry and cure as per manufacturer’s instructions. After the primer is cured, the Contractor shall apply an intermediate of epoxy coat (4 mils) and a final coating of epoxy (5 mils), total system 12 mils. The Contractor shall follow the manufacturer’s directions when applying the coatings. Intermediate and finish coats may be applied by any method that attains an acceptable coating except that rolling shall not be used for interior coatings except when required for rough pitted services. Once the final coating is cured and dried, the Contractor shall allow the Government to inspect the tank’s interior. After the coatings are complete, the Contractor shall perform a dry film thickness testing and submit the results to the Government.

4.4 INSPECTION AND TESTING: The Contractor shall ensure that the thickness of coating is achieved. Coating film thickness shall be verified by measuring the film of each coat as it is applied and the dry film thickness of the entire system. A test report shall be prepared and submitted to the Government at the conclusion of the dry film thickness testing indicating the film thickness gauge used, the locations where tests were conducted, the dry film thickness at each location, and the name of the person conducting the tests. The test report shall be certified by a representative of the Contractor who witnessed the testing. After the final coating is complete, the Contractor may continue with ladder installation.

The Contractor shall perform a holiday test to ensure that no holes or discontinuities are present on the final coating.

4.5 LADDER INSTALLATION: The Contractor shall provide and install new ladder with fall protection slider and components. After coating is complete, the Contractor shall proceed with the ladder installation as per drawing. Prior to ladder’s installation, the Contractor shall have the Government inspect the ladder for any damages or imperfections. Contractor shall correct properly any scratches on the coating caused during ladder’s installation. After the ladder is installed and inspected by the Government, the Contractor may proceed with the tank (and interior’s components) disinfection.

4.6 CATHODIC PROTECTION REPLACEMENT: The cathodic protection installation constructor shall provide all engineering services, materials, equipment, labor, and supervision for the installation of an automatically controlled impressed current cathodic protection system to provide corrosion control for the interior submerged surface of the specified tank. All work furnished shall be in accordance with A.W.W.A. Standard D104, ANSI/NSF 61 and features included in this specification. All hardware used in conjunction with the system shall be protected against corrosion. The existing rectifier unit and conduit system shall be re-used. All other items shall be replaced with new components as outlined within this specification.

Contractor shall remove, supply and install seven (7) each suspended anodes including its components, brackets and hangers. Anodes shall be equal or approved to Harco Technologies Corporation. The anodes shall be provided and installed as follow:

1. Six (6) each. – High silicon cast iron anode strings, each containing 5 – 1 1/8” x 9” segments, installed on a 10 foot radius, hanging 3 ft. off the tank floor.

2. One (1) each. – High silicon cast iron anode strings, each containing 15 – 1 1/8” x 9” segments, installed down the center of the riser pipe, suspended 5 ft. off the bottom of the riser.

The permanent reference electrode shall consist of a copper-copper sulfate electrode which is manufactured to remain stable (plus or minus 10MV) for minimum of twenty (20) years. The reference electrode to lead wire connection shall be encapsulated to prevent water migration. All wiring within the tank shall be insulated to prevent copper conductor to water contact. All materials in contact with the water or exposed to the interior of the tank shall be classified in accordance with ANSI/NSF 61 "Drinking Water System Components”. This requirement shall be met under testing conducted by a product certification organization accredited for this purpose by the American National Standards Institute. Electrical connections within the tank shall be sealed to prevent water migration. Contractor shall submit copy of company registration and materials certificate to the government verifying ANSI/NSF 61 system components classification. Electrical work shall be in accordance with the National Electrical Code. The system shall be installed by personnel specifically trained by the constructor to provide all workmanship required for corrosion control performance. After installation the Contractor shall test anode as per USAF procedures. The Contractor shall submit to the Government a field test report of the cathodic protection system.

The anode suspension system shall be in accordance with ANSI/AWWA Standard D104, Section

4.2.4.2.2 Type C, Vertical System. The anode lead wire for vertical suspension shall be attached to a porcelain insulator bracket bolted to the interior of the tank roof. Hand hole assemblies used for the installation of vertical anode suspension systems from the roof of the tank shall consist of a 6" diameter acrylic plastic cover, rubber gasket, and an acrylic plastic bar with a stainless steel bolt assembly for each 5" diameter access opening.

The existing anodes were manufactured by Harco Technologiess Corporation; and an exhibit is enclosed for reference only. To the best of the Government's knowledge; the anodes in the tank were installed as shown on exhibit # 2. However; minor deviations may had happened.

The cathodic protection constructor shall submit the following information to the purchaser for approval by the Owner or his representative.

1) Drawings showing system design/configuration.

2) Description of system components.

3) Copy of ANSI/NSF 61 classification for all system components located within the tank.

4) Design calculations for required voltage, amperage & life expectancy.

The cathodic protection constructor shall have a minimum of five (5) years of experience installing and servicing the types of system described in this specification. The system shall be installed by personnel specifically trained by the constructor to provide all workmanship required for corrosion control performance. All personnel shall be subject to Federal Substance Abuse and Testing Regulations.

NOTE: The Contractor shall ensure that existing rectifier is in good working condition; prior to ordering and starting working on anodes replacement. The Contractor shall coordinate with the Contracting Officer or its representative prior to commencing any of this work. If CLIN 002 is not awarded; the Contractor would have the option of removing or protecting suspended anodes to perform the inside coating.

4.6.1 ENERGIZING THE SYSTEM: After the system is installed and the tank is filled, the cathodic protection contractor shall provide start-up service which includes energizing, testing, and adjusting the system for optimum performance of the cathodic protection system. This start-up service shall be in performed in accordance with ANSI/AWWA D104 Section 5.2 Testing.

This start-up service shall be coordinated with the Owner or his representative. All tank-to-water potential measurements shall be conducted with a calibrated portable copper-copper sulfate reference electrode and a portable high impedance voltmeter. A minimum of five (5) locations shall be measured. All test data shall be reviewed and evaluated by the system’s specialist.

4.7 DISINFECTION AND WATER TEST: After the ladder is installed and all interior coatings have been cured in accordance with the coating manufacturer’s recommendations and project specifications; the Contractor shall flush all inside surfaces with potable water and disinfect the tank. All water, dirt, and foreign material accumulated in the cleaning process should be discharge from the facility. The Government will provide the potable water and assist the Contractor disposing the water used for flushing. The tank should be disinfected, using one of the methods described in ANSI/AWWAC652 (or approved method by the Government) before placing the tank in service. The Contractor shall perform simultaneously, a water test and perform 4 samples. The Government will provide the potable water for disinfection and water test; however the Contractor shall provide all materials, manpower and equipment to perform the disinfection. The Government will assist the Contractor disposing the water used for disinfecting the tank.

4.8 COMPLETION OF WORK:

4.8.1 OPERATIONAL SYSTEMS: The Contractor shall insure that all work is performed in accordance with the criteria herein and that all equipment and systems including the Water Storage Tank shall be fully useable and operational at the completion of work for this project.
