Questions & Answers #1
Question 1 - Will a bid bond be required? No, a bid bond will not be required. This acquisition will be competed under Simplified Acquisition Procedures. FAR Part 28-Bonds & Insurance, and more specifically FAR 28.000-Scope of Part, only requires Bonds & Insurances to be used under contracts that result from the use of sealed bidding or negotiated procedures.
Question 2 - Will performance/payment bonds be required? No, Performance/Payment bonds will not be required. See answer above.
Question 3 - Will a standard round MH/HH lid be acceptable in lieu of the 2-pies torsion assisted lid described in section 2.2.1.9? Yes, as long as it is commercial grade.
Question 4 - Will there be a requirement for any type of MH/HH security device (i.e. Lock Down device)?
No.
Question 5 - Can the government confirm that strands 1-36 in the existing cable from B900 are in "good" working condition with no deficiencies? NA. The contractor is responsible for each 12s SM cable from the terminated end at each building through the splice point at HH0317. Any deficiencies past that splice point toward building 900 will not be on the contractor. Abacus will pretest all unused strands prior to this job. The contractor will test all unused strands after the completion of the splice. It is assumed/understood that all in use strands will past test when service is restored & back in service at cutover.
Question 6 - Will the contractor be responsible for the cutover splice on strands 1-36 or will the government perform the cutover splice? This splice will have service interruption to the existing facilities and it was discussed that this may be a government performed step. The BNTS Contractor, Abacus, has authorized the contractor to perform this splice. This splice MUST be the last step! It is understood that there will be service interruptions. Abacus will have NCC technicians available to cutover each building’s service as each 12 strand cable is spliced into the 48 strand.
NOTE: The 12 strand servicing B1100 out of this 48s splice must not be disturbed.
