Repair UEQ HVAC/Interior Renovation B550
UEQ B550- Questions and Answers
1. Is there any Division 9 finish (i.e. Painting, Floors, Drywall, etc.) work to be performed the common areas such as Exterior corridors, Exterior stairwells, Laundry rooms, Mechanical rooms and Electrical Rooms.
There is no Division 9 finishes work to be performed in common areas, except as needed to repair any demolition that was required for construction.
2. What is the required information that is being requested by Government, in order to access the
Offerors Woman Owned Small Business Repository profile? Is proof in the SAM profile enough?
No, SAM is not enough. Certify.sba.gov gives the Government an opportunity to review WOSB eligibility documentation to confirm offerors are WOSB. Offerors will receive an email from certify.SBA.gov requesting to give Government access. Offerors will have the opportunity to either approve or reject said request.
3. Per SOW 4.13.3 Heating and Cooling: Provide and maintain heating and cooling devices needed to maintain construction operations. Provide these devices with regular preventative maintenance including new filters, lubrication, and parts replacement. Maintain a maximum ambient temperature of 80ºF and a minimum ambient temperature of 55ºF where construction is in progress. Will temporary air conditioning to each room be required to each room to maintain the 80 degrees? We have not had to provide this on similar projects in the past. This will be expensive to run duct work to each room from a temporary unit.
Temporary heating and cooling is not required for this project, this statement will be removed from the SOW.
4. In accordance with the SOW and UFC 3‐410‐01, the new DOAS System must be provided with energy recovery in accordance with ASHRAE 90.1 and must also deliver a minimum 50 cfm to each device for proper balancing. The existing DOAS unit does not appear to have sufficient clearance from other equipment (fire risers, electrical panels, and maintenance space) in the mechanical room to meet code as it is now. With the addition of energy recovery and the increased size of the DOAS to meet the requirements of UFC 3‐410‐01 para 3‐2, we realize that this will require at least one mechanical room addition to the building as well as replacement of all of the OA ductwork. Please advise where the government would like to place the new DOAS equipment.
The Government would like to place the new DOAS in the location of the original unit. If no manufacturer can provide a unit that will work for our needs and fit within the space available, then a section of the adjacent laundry room will have to be used (this could be either adding a partition wall to the back section of the room or demolishing the wall between the mechanical room and the laundry room and building a new extended mechanical room wall). If this is the case, the government will assume any responsibility for relocating any washer or dryer units.
5. On Page 16 of the Statement of Work, Section 4.1.1.1, there is a requirement for a Contractor Project Manager (CPM). Does the person who fills this role have to be on site 100% of the time or can this person be off‐site performing the duties as needed?
The Contractor Project Manager may be off-site performing duties as needed.
6. On page 16 of the Statement of Work, Section 4.1.1.3, there is a requirement for a Quality Control Manager. Does this person need to be on site 100% of the time?
The Quality Control Manager does not need to be on-site 100% of the time.
7. If the Contractor Site Superintendent (CSS) meets the necessary requirements for the QCM, can the CSS also serve as the QCM or does the QCM need to be a separate full time on site person?
The Contractor Site Superintendent is allowed to serve as the Quality Control Manager.
8. Can the encased area between the toilet and the existing shower be eliminated? (Not sure why the wall was put up) This will allow more room and better lighting in the shower area and a cleaner tile installation.
The Government wishes to modify the SOW to demolish the left and right side partition walls as well as the header wall to the shower. This will create a larger opening to the showers, requiring less tile work.
9. If the encased opening is removed, does Government want to install sliding glass shower doors instead of curtains.
Install sliding glass shower doors with chrome-finish aluminum frame and opaque glass. This is a change to the SOW which had originally called out for shower curtains.
10. What type of hardware is required for the existing interior dorm room doors?
Reuse the existing interior door hardware; this includes hinges, handles, locks, and frames.
11. Is new hardware required for the closet doors as well as the interior doors?
Reuse the existing closet door hardware; this includes all hinges, tracks, and pull knobs.
12. Would government prefer new accordion type closet doors that we used in B958 in lieu of the existing doors?
Reuse the existing closet doors.
13. Contractor will be removing existing bathroom ceilings and shower ceilings. Can we estimate the removal of the existing closet ceilings as well?
Leave the closet ceilings intact.
14. Contractor recommends CE to demo areas that may have potential mold and send pictures to contractors for estimating purposes; otherwise, it mold is discovered after award, there will need to be a modification for the remediation.
CLIN 0002 added to solicitation. The scope and amount of mold remediation to be negotiated after demolition. Offerors are not to provide proposed pricing for CLIN 0002.
15. Is the new condensate line to connect to the existing sanitary vent piping with a deep seal trap?
Install condensate lines to the main waste trunk using P traps with an air gap.
16. From the As-Builts, the kitchen hoods in the dorms appear to be ducted to the roof. Is this correct? Is this duct to be demolished and replaced? If the kitchen hoods are to remain ducted to the roof, will additional exhaust be required from the kitchen?
Duct the kitchen hoods to the roof, provide new exhaust fans. Provide exhaust to meet levels required per the International Mechanical Code. If the duct size is not large enough to meet the requirements of code, then it will have to be replaced. Additional exhaust is not required if the hoods meet the required levels per code.
17. For the demolition of the existing outside air handling unit, is it assumed that partial, if not entire, demolition of the exterior wall will be required for unit removal and new unit installation?
Estimate removal of a section of the mechanical room wall to facilitate the removal and reinstallation of any HVAC equipment.
18. Where the garbage disposals are being removed, is the wiring to be removed back to the source? Will the outlet boxes serving the demolished disposals be provided with blank cover plates, or are the boxes to be removed and walls patched and painted?
Remove the garbage disposal wiring back to the source at the individual rooms load center.
Demolish outlet boxes, patch and paint.

Replace all switches and receptacles, as well as all face plates within the dorm rooms and laundry rooms of B550. This does not include anything on the exterior of the building or anything within any of the mechanical/electrical/comm closets.
21. Are the new lights in the 30 closets to be manually switched or switched with occupancy sensors or door switches? Will the switches be surface mounted or will the wall be cut and patched for the switch installation?
The 30 additional closet light to be added will be controlled via a wall switch. Cut and patch the wall just outside of the closet and install a flush mounted switch.
22. What is the intent for replacing the existing exterior light fixtures? Will the lamp only be changed to LED or the entire fixture be replaced? If a new fixture is installed, is it intended to match the existing round opening or is a square fixture desired? Is it the intent for the new lights to meet the emergency egress requirements of NFPA 101? This will require the addition of a dedicated hot wire to each emergency fixture.
Replace the entire exterior lighting fixtures. Match the existing round opening. The new light shall meet emergency egress requirements per NFPA 101. Add a dedicated hot wire to each emergency fixture.
23. For the new exit lighting and the replacement of the existing exterior lighting, is it acceptable to route exposed conduit, or shall the existing exterior metal ceiling panels be disassembled so the conduit can be concealed?
Exposed conduit is acceptable for the exit signs and the exterior lighting.
24. For new fire alarm wiring from B547 to B550, will it be acceptable to have surface mounted conduit on the exterior of B547 to below grade and over to B550, or shall the conduit be bored under the existing footings?
See question 51.
25. The existing sidewalk around B550 may have to be cut and patched for the installation of the new fire alarm wiring. Will surface mounted conduit be acceptable on B550, or shall the conduit be bored under the existing footings (this would eliminate cutting and patching sidewalk)?
See question 51.
26. SOW calls for the countertops to be 36” in height; ADA requires 34”in height. Will any rooms be made ADA compliant? This also applies to the toilets that are called out to be standard height.
Disregard any mention of changing the height of the countertops. The intent is to use the existing ones. No rooms are intended to be made ADA compliant as all residents are assumed to be able-bodied military.
27. Section 2.3.6 HVAC work states “Replace all metal plumbing drains with PVC.” Is this referring to condensate drains or all of the dementing plumbing drain system?
Section 2.3.6 deals with the air conditioning equipment, so the reference to “Replace all metal plumbing drains with PVC” refers to condensate drains from all HVAC equipment.
28. Section 2.3.8 HVAC work states “Replace all metal plumbing drains with PVC.” Are we to replace only the metal trap and waste piping under the sinks to the wall connection, or does the building currently have cast iron sanitary piping throughout that is to be changed to PVC?
In section 2.3.8, the intent is to replace all metal trap and waste piping under the sinks to the wall connection.
29. What is the total scope of work for the two laundry rooms (ceilings, sheetrock, lighting etc.…)
The total scope of work within the laundry rooms is:
a. To replace the fan coil units with ones providing both heating and cooling.
b. To replace the wall light switches with occupancy sensing type switches.
c. To replace all condensate drains, potable water piping, and HVAC heating and cooling piping behind the walls.
d. Include any sheetrock patching and painting necessary to restore any demolished sections during construction.
30. The SOW states that new lights in the living/bedroom area are to be recessed light. That ceiling is a sheetrock ceiling and the existing light is surface mounted. To eliminate cutting the existing sheetrock ceiling, can contractor install a new surface mounted light?
Install recessed lights within the bedrooms.
31. Some of the wall cabinets and base cabinets will need to be removed for the new water lines.
Contractor will need to add for any damage or touch required.
The Contractor will be responsible for any damage incurred to the cabinets while removing and replacing them. Before any cabinets are relocated, an inspection will occur to note any previous damage.
32. The bathroom vanity will need to be removed completely for the installation of new water lines. The SOW states that the existing vanity be raised from 32” to 36”. How does Government recommend we do that?
The mention of 36” is an error within the SOW. The intent is to use the existing vanity with no modifications to the height.
33. Are electrical engineer stamped Electrical drawings required for this project?
Stamped drawings by a registered electrical engineer are not required for this project.
34. In lieu of engineered drawings, is an updated panel schedule acceptable?
Updated panel schedules at each panel board are required regardless whenever changes have been made to the schedule.
35. In accordance with the SOW the contractor is allowed to use a section of the adjacent parking lot on 7th St. as a laydown yard. Will the contractor be allowed to use a section of the parking lot on Imes St.?
The contractor may use a section of either the parking lot on 7th street or the parking lot on Imes street. The contractor may use one or the other, not both.
36. Is there a Basis of Design for the LVT Desired?
Install a floating LVT. Minimum thickness of 5mm with a 20 mil wear layer. 10 year warranty.
