About this file

This document provides questions and answers related to a solicitation for a multi-award blanket purchase agreement for lodging services at Sheppard Air Force Base in Texas. The agreement will replace two expiring BPAs and provide lodging for members of the 97th Flying Training Squadron while performing duty at the base. Vendors may propose rooms at multiple locations and pricing will be pre-priced for single occupancy as needed to support individual travel. No current memorandum of understanding with the base is required to submit a proposal or to receive award, though new inspections will be done for vendors without an existing agreement. Awarded vendors will receive rotating calls for rooms based on demand and pricing.

Ques ons Received for Sheppard AFB Lodging BPA Solicita on (FA3020-24-A-0007)

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

ANSWER: This is a new agreement that is taking the place of two exis ng BPAs (FA302020A0002 and FA302020A0003) that will expire soon.

2. Are ya’ll looking to have 60 rooms available at all mes and are mul ple loca ons okay?

ANSWER: The unit needs vary for each call. It is an cipated that calls will be rotated between the awarded hotels based on demand and room pricing.

3. On this line of instruc on below, it sounds like I do not have to have the MOU prior to ge ng the contract award, but will need to do so before the BPA is issued. In other words; do I need to have an agreement with the Sheppard Inn when I submit my proposal? I just want to make sure.

“Vendors who do not have a current Memorandum of Understanding with the Sheppard Inn must consent to inspection prior to BPA issuance. “

ANSWER: No MOU is needed before or after award. If a hotel has an existing MOU with the Sheppard Inn, they were previously inspected as part of that agreement, thus they would not require a new inspection prior to BPA award.

4. On the Vendor pricing page where you have Item 0001, I have included pricing for that request, but do I need to include other room types in that property available at that same price in 0002 and 0003? Is that why you le those blank?

ANSWER: We request offerors to list all available room types at their property under separate item numbers. Please keep in mind that all calls will be single occupancy per individual to ensure proper rest for each individual (e.g. A vendor might have a double-occupancy room they make available to a single occupant at a single-occupancy rate under the agreement [i.e.

a suitable subs tute].).
