Questions and Answers
1. Is the Contractor required to develop software for this contract requirement?
a. If so, what are the Government’s requirements regarding Government Purpose Rights to all development and deliverables of technical data, computer software, and computer software documentation?
b. If the Government wishes to retain rights, for how long (years) and can the Contractor retain rights as well?
c. Does the Government require one license per student work station, or one enterprise license with unlimited copies?
We are looking for a commercial-off-the-shelf (COTS) solution or a non-developmental solution. No research & development (R&D) funds are authorized for this requirement.
2. If the offeror’s solution for student work stations includes computers:
a. Should the offeror propose supplying those computers directly using its own supply chain? Or will the Government require the Contractor to purchase them on behalf of the Government from a GWAC (e.g., GSA Schedule 70) using a letter of agency?
b. Do IA measures apply and if so will the Government be responsible for that?
We can authorize the use of government sources (e.g. GSA) if desired, however, this is not required. It may be more cost-effective to find sources in the open market.
IA measures will not apply due to the availability of the AFMAN
3. Will you be providing the manuals for the marshaller signals or we can use the FAA/AIM manual?
Air Force will provide regulation regarding signals. AFMAN 11-218 can be located on e-publications.af.mil
4. What specific type of airplanes (i.e. C-130, F-16, etc.)?
C-17 and F-15
5. How many Program Software is requested? Please clarify. (Quantity is 10 in the Statement of objective but is only 1 in the RFQ)
We would need 10 copies/licenses of the 1 software program.
6. What is your expected delivery timeframe? Our developers anticipate that it will take at least 9 months to deliver once the contract is awarded.
At this time, we do not have a need-by date. There is no set expected delivery timeframe, however, we will evaluate based on overall best-offer, and delivery would be a factor in consideration.
7. What is your expected warranty length? We provide a 1yr warranty as a standard but can extend that at an additional cost.
We expect the standard 1-yr commercial warranty.
