RAN Clear Zone South Demolition
Questions and Answers (20 May 2021)
1. Statement of Work Paragraph 1.2.3.1 states for all properties to locate, disconnect, and cap all water, sewer, and gas utilities at the property line in accordance with the utility provider. No documentation was provided in the RFP to indicate existing utilities. Can a utility map be provided with quantity of each type of utility and pipe size so we can accurately determine this scope in our estimate. If this information is not available can the government provide an assumption that should be included for bidding purposes?
The Gov’t recently acquired the subject properties, and thus do not have the utility maps. However, we can say that the subject properties were residential properties.
2. Statement of Work Paragraph 1.2.3.1 states to Remove any propane or liquified natural gas storage tanks. None of these were identified during the site visit. In order to accurately included this cost in our bid we need to know if these are present and if so, how many and what size. Please advise on what should be assumed for bidding purposes?
The Gov’t is unsure whether LNG tanks exist on the property. Please refer to the property surveys/site assessments and site visit for your assumption. A follow-up site visit may be allowed for bidders if requested.
3. Statement of Work Paragraph 1.2.3.1 states to remove all pavement, and sidewalk. The only pavement that appeared present during the site visit was the asphalt driveway entering the property at 10712 Lower Seguin Rd. Please confirm that this asphalt driveway should be removed.
Confirmed, the gravel driveway at 10712 Lower Seguin Road shall be removed.
4. Statement of Work Paragraph 1.2.3.1 states to remove concrete foundations to 2-feet below grade. During the site visit there were no concrete foundations identified as it appeared the only existing structure was on cinder blocks. Please confirm that no concrete foundations existing that would require removal.
The Gov’t will neither confirm nor deny existence of concrete foundations. Based on the site visit, it appears at minimum there are several concrete footings that exist on the sites.
5. Statement of Work Paragraph 1.2.1 states that two (2) water wells exist. Paragraph 1.2.3.1 states that these should be abandoned in accordance with federal and state regulations. In order to accurately abandon the subject water wells we need specific information with regards to size of these wells (Diameter and Depth).
The Gov’t is unsure about the diameter and depth of the water wells. Bidders may assume the water wells were sized for residential use, and at an average depth as similar type wells in the area.
6. Can the government please confirm whether the water well casings are steel or PVC?
The Gov’t is uncertain about the water well material.
7. Can the government please confirm whether the two (2) existing water wells were drilled, or hand dug? This will provide significant information towards understanding the depth of the existing wells which has a significant bearing on pricing.
The Gov’t is uncertain about the history of the water wells. Please refer to the property surveys/site assessments and site visit to estimate.
8. Can the government provide an approximate location on a drawing or coordinates of the two (2) water wells?
Please refer to the property surveys/site assessments for approximate well locations.
9. Statement of Work Paragraph 1.2.4.1 states to backfill, level, grade to drain, seed, and revegetate any disturbed areas with grass seed. These entire sites are native locations with a mix of grass, weeds, and other natural features. The site has vegetation in some locations and is bare in other areas. Can the government please identify specifically where they want grading, drainage, and seeding to occur as these could be considered a very open-ended item.
This applies to areas disturbed by demolition activity. For example, in areas of foundation/pavement removal/base removal, do not leave voids in the ground. These areas shall be backfilled, leveled, graded, and revegetated. The disturbed areas shall be finished and made ready for mowing equipment to provide regular maintenance.
10. Related to the previous question, the only area that we can determine that would require seeding and grading is the location of the old trailer house at Lower Seguin Road. Please confirm that this is the only area that may require seeding.
Negative. This applies to all areas disturbed by demolition activity.
11. At the FM78/1605 property the area is not well vegetated. Please confirm no seeding or fill will be required at this location.
The amount of seeding and/or fill required will be determined by the means and methods used by the contractor. Areas disturbed by equipment ingress/egress, tree removal, and foundation and debris removal shall all require work to finish. Again, the disturbed areas shall be finished and made ready for mowing equipment to provide regular maintenance.
12. Does the government require the contractor to provide an onsite person to serve as Site Superintendent/SSHO/QCM?
Please see requirements in statement of work. A full-time onsite superintendent, SSHO, QCM is not required. However, a certified NESHAP consultant shall be onsite during the demolition activity.
13. Paragraph 1.3 of the RFQ requires the contractor to provide Quality Control. Is the personnel onsite required to possess a USACE Contractor Quality Management Certification?
Please see requirements in statement of work. Negative, the quality control person does not require USACE certification.
14. Can a single person fulfill the roles of Superintendent/SSHO/QCM for this contract due to its limited scope?
Yes. A single person may fulfill the multiple roles of superintendent, SSHO, and QCM.
15. SOW Section 2 Schedule of Deliverables requires Site Survey Plans. Is the contractor required to provide a topographic survey of the site as a deliverable prepared by a Registered Professional Land Surveyor?
Negative. No type of RPLS survey is required of this project.
16. If a topographic survey is not required by a Registered Professional Land Surveyor, what type of survey is required as Deliverable 01 in the Schedule of Deliverables?
PO-01 “Site survey plan” is erroneous. However, PO-01 “Demolition plan”, including hazmat abatement plan is required.
17. Is temporary fencing required around the perimeter of the project sites during work or is no fencing required?
No temporary fencing is required.
18. Please confirm that the only fence requiring removal at Lower Seguin Road is the fence on the left side of the property when looking at it from the street.
Negative. The only fence required for removal at Lower Seguin Road is on the right side of the property when looking at it from the street (west side).
19. Please confirm that no work is required at the Lower Seguin site at the back of the property which has not been cleared.
Correct, all work at the Lower Seguin site is within the front half of the property.
20. Is the awarded contractor required to provide a Payment & Performance Bond?
No.
21. We request two business days for bids to be due after the date that responses to questions are received to allow adequate time to incorporate responses into our proposal.
The submission due date has been extended to 1 June 2021, 9:00 AM central.
22. The RFQ Special Notes and Instructions is requesting a Storm Water Pollution Prevention Plan be provided with the offerors quote. This is typically something that would be prepared after award and would require the contractor to incur cost to prepare a site-specific plan pre-award.
Please confirm that a Storm Water Pollution Prevention Plan is not required with the contractor’s quote.
A SWPPP shall not be required with the contractor’s quote. The SWPPP shall be provided following award. Additionally, minimal erosion control measures are expected to be required due to the existing layout of the properties. However, contractors are expected to minimize the potential for erosion.
23. Can the government please provide a drawing indicate which fences on the two properties are not shared with a private property owner?
Fencing on the west side of the Lower Seguin Property, and along the road frontage of the FM 78 property shall be removed.
24. The Appendix B2 Phase I Environmental Site Assessment for the FM 78 site states that there may be a septic system and there may be a water well. Should we assume that there is an abandoned septic system and water well somewhere at the FM 78 site?
At the time of survey, it was uncertain what existed. The surveyor estimated that there may be a water well and/or septic system on site. Yes, please assume there is some type of water well and/or septic system on site.
25. At the FM78 site where the large debris pile is located, and it was stated to handle as Asbestos Construction Contaminated Debris. Can you please confirm that we are to remove the debris pile only and that we are not to assume any soil has been impacted that will require excavation?
The only thing I could see reasonably adding to the Scope of Work would be to include testing of the soil after debris removal is complete and provide those results to your team. If at that time, there is any soil removal necessary it can be quantified and handled via a change order.
Soil testing/removal is not required.
