METC 1479 Questions and Answers
1. The work statement mentions stand alone, I am assuming that means a stand alone centralized access control system for the building, managed from (1) server?
Government Answer: Yes, the system is to be offline and managed by 1 computer provided by the contractors for the Facility to manage the cards/access.
2. The statement of work mentions conduit, low voltage cabling is plenum rated for the control boards and card readers, does all the low voltage cabling need to be in 100% conduit or can it be routed in the plenum space in the corridors supported by J-Hooks?
Government Answer: J-Hooks can be used on the cabling in the Plenum to be used for the locks, given it is the Plenum rated communication cable.(UPDATE 3 Sep 2020)
3. In the Performance Work Statement Appendix A pictures a lock with a deadbolt. Please confirm the HES 1006 is required to recapture the deadbolt? It is recommended that this is acknowledged and added to the salient characteristic for this opportunity.
Government Answer: Yes, recapture of deadbolt is required.
4. The Salient Characteristic document also calls for the HID R10, but there is not a keypad for that model of reader. Is the keypad a requirement as outlined in the Performance Work Statement where it is stated that the overall system (3) key codes at a time to access one (1) room?
Government Answer: No keypad required. Key cards (coded) should be able to have at least 3 separate key cards per (1) Room.
5. In reference to the picture below, do we need to include new mechanical door hardware to replace the existing card system locking mechanism? We can leave the existing mechanism in place however if someone has an old card to that device they can access the room without badging the new card reader? If you can please verify I would appreciate it
Government Answer: No new hardware needed. Leaving existing passage set and install new electric strike.
6. If a rack mounted power supply with battery backup is provided. Are there existing 19” vertical racks at each floor to accommodate 21U of rack space?
Government Answer: 19” racks available.
Pending verification on 21 U of rack space from Comm Squadron.
Update there is room in the Electrical Rooms on each floor for 21”x 21” low voltage cabinets – 02-Sep-2020
7. Page 1 of the PERFORMANCE WORK STATEMENT for Dorm Room Replacement Locks JBSA – Fort Sam Houston, B1479 document, Section 1.1.1 DESCRIPTION OF SERVICES states: Contractor shall provide new key cards (1000 each) for new remote room access. The card readers must be programmable to allow different key codes to be used. The overall system must allow up to three (3) key codes at a time to access one (1) room. Was this just a grammatical error (did they mean key cards), or will they in fact require key codes? The Salient Characteristics call for a HID Mini R10, but there is not a keypad for that reader model. If keypad is required, the reader that will be needed to meet this requirement will be the HID Signo 20K.
Government Answer: Yes, corrections is for key cards.
8. In the PERFORMANCE WORK STATEMENT for Dorm Room Replacement Locks JBSA – Fort Sam Houston, B1479 – Appendix A pictures a lock with a deadbolt. Is the intention for the electric strike to recapture the deadbolt (while extended) for these openings? If so, that option will need to be noted in the Salient Characteristics for the electric strike.
Government Answer: Yes, deadbolt included in recapture. It will be added to Salient Characteristics.
