SUBJECT: Response to Contractors’ Request for Proposal Questions: RFP FA301620B0018 RPR Chiller B10504
1. 802 CES/CENMPL provides the following reply and information as is available.
Question 1: I am a licensed electrical contractor, and I would like to submit a bid on your project RPR Chiller building 10504. Do I qualify to bid as a master electrician and contractor rather than a licensed HVAC person because the work is demo and new install?”
Government Response: The prime contractor must follow the limitations on subcontracting work (please refer to FAR 19.505(3) and (4). Title 2, Texas Administrative Code Chapter 1302 mandates a Texas Licensed HVAC Contractor. Furthermore, this contract requires the handling of hundreds of pounds of refrigerant and as such, section 608 of the Federal Clean Air Law (40 CFR Part 82, Subpart F) requires the handling be conducted by section 608, Universal Refrigerant License holders.
Question 2: Provide the details like make and model of the existing Chiller in the facility. Or provide the kind in likeness that government intends the new TRANE chiller to be. The statement of work, section 01 11 00, para 1.1 says - Provide submittals in accordance with 01 12 36 41 00 Mechanical - Chiller, Air Cooled Type, Trane, or equal. However, section 01 12 36 41 00 is altogether missing in the documents uploaded.
Government Response: Question two is comprised of both a question and a statement. CE therefore, provides the following:
a. The existing chiller is the original as installed.

b. Refer to Statement of Work (Rev 04Sep2020) Part 1 GENERAL 1.1 Paragraph SUBMITTALS. This paragraph discusses general submittal requirements and then provides, as an example. Reference to 01 12 36 41 00 has been removed. This UFGS Section was eliminated by UFGS/OPR.
Question 3: What is the status on the use of a temporary chiller? Will one be needed during the period of time the new chiller is being installed?
Government Response: The inclusion of a rental chiller of equal or greater capacity is required by the Contractor. Statement of Work (Rev 04Sep2020) paragraph 1.2.3 Current Condition.
Question 4: Are there As-Built drawings available that can be provided for the chilled water system, electrical system, and existing controls for B10504? This information will be useful to verify equipment sizes, locations, pipe routing and size, and existing electrical and controls.
Government Response: Refer to Paragraph 1.9 AVAILABILITY OF CADD DRAWING FILES. As-built drawings of US Military Facilities are not assumed to be readily available.
Additionally refer to Paragraph 1.4.3.1. Contractor is to assume only the information provided in the attachments is available.
Question 5: Please confirm that the existing DDC controls front end will remain and the SOW only include replacement of sensors (and associated wiring, as needed). The new sensors will then be integrated back into the existing DDC control system, correct?
Government Response: This project DOES NOT include any requirements for a new Front End. Refer to paragraphs 1.4f and 1.4h of the Statement of Work (Rev 04Sep2020).
Question 6: Are the existing chilled water pumps 100% redundant, or do both pumps operate at the same time to provide chilled water flow to the HVAC system?
Government Response: Refer to Section 1.4.1d of the Statement of Work (Rev 04Sep2020).
It is believed that the chill water pumps are loop based thus run according to their particular loop’s demand.
Question 7: The existing chilled water pumps are connected to existing ABB variable frequency drives. Each drive is provided with a bypass switch. Will these drives need to be replaced with new drives? If so, will bypasses be required? If the chilled water pumps are redundant then bypass switches are not typically necessary.
Government Response: In short, Yes and Yes. New drives with new bypass switches are required.
Question 8: Section 01 35 26, paragraph 3.9.3 indicates that an Arc Flash analysis shall be required.
Will the Government require the arc flash data to be modeled in specific software to allow for integration into an existing base wide model? If so, which software is desired? Also, will the DOR conduct the integration or will that be done by the Government?
Government Response: Section 01 35 26, paragraph 3.9.3 must be taken in context. This refers to the OSHA and NEC safety requirements for any jobsite where electrical work is to be conducted. No formal “study”, “modelling” etc., is mandated, requested, or specified in this Scope.
Question 9: No documents for “Design after Award” are provided. As such, what will be the anticipated submittal requirements for construction drawings and specifications? How many design submissions will be required?
Government Response: Refer to Paragraph 4.2.2. Additionally, the minimum Gov’t requirement of A/E/C, ERDC/ITL TR-12-6, and ERDC/ITL TR-12-1work structure(s) for CAD files and drawings as required on all AF projects.
Question 10: Paragraph 1.4.1(h) SOW 01 11 00 indicates that the project will have a Commissioning Agent. Will the CxA be hired by the Government or by the Contractor on this project? If hired by the Contractor, can the CxA be employed by the same firm as the EOR, provided the CxA is not overseeing the engineering design portion of the work??
Government Response: Refer to Section 01 78 23.33 Paragraph O&M DATA, Paragraph 1.2;
“For the purpose of this Project, the term Commissioning and the abbreviation Cx is to mean Test And Balance and Test and Balancing Agent. The independent third party CxA to be hired by the Contractor and can be hired by the DOR if a DOR is involved, however, the CxA/TAB Agent CANNOT be an employee or employed by the Prime Contractor , Sub Contractor, DOR etc. The CxA/TAB Agent shall be independent.”
Question 11: Which rows need to be reverse (breakers facing left) or standard (breakers facing right)?
Government Response: This question appears to be out of context and as such has the Government unable to answer this technical question accurately. The context of this project is a typical one for one HVAC equipment change-out scope. It is expected that the Contractor will match existing panel configurations which are over current protection devices face toward the sides of their panel when energized and trip inward to the center of their panel.
Question 12: Is there an electrical riser or one line diagram and architectural drawing on the rooms and runs from the electrical rooms?
Government Response: Refer to Paragraph 1.9 AVAILABILITY OF CADD DRAWING FILES. As-built drawings of US Military Facilities are not assumed to be readily available.
Additionally refer to Paragraph 1.4.3.1. Contractor is to assume only the information provided in the attachments is available.
Question 13: The SOW states that the chiller we need to provide is high efficiency, so can the Government provide a definition of what “high efficiency” means? What minimum efficiency are they asking for with the new chiller?
Government Response: The Government has provided a number of clearly defined laws, codes, and guidance’s on energy efficiency. The Energy Efficiency requirement is mandated to the Department of Energy from the President of the United States. The Federal Energy Management Program (FEMP) and the office of Energy Efficiency & Renewable Energy (EERE) work with and mandate to suppliers, manufacturers and installers throughout the United States trade zone to ensure that products produced meet a minimum energy standard and define what high-efficiency is. The DoD engineering Community does it’s part by discussing the requirements in publications such as UFC 1-200-02 01 DEC 2016, Change 04, 01 OCT 2019 Part 1, Sub Section 1.8: High Performance and Sustainable Building Requirements, as does ASHRAE and a number of other organizations. TX Licensed HVAC Contractors have the benefit of working with the local Manufacturer’s in-house engineering team to properly identify energy efficient products. Typically a minimum 15% post installation, and post TABB (or commissioning when applicable to a project) energy savings over the existing (to be replaced) unit is expected.
Question 14: Section 01 11 00 Paragraph 1.4.f states that the existing CAT connection point (jack) located on the wall between the EMCS panels shall be removed and replaced with new and that the contractor shall provide a new panel to house this connection. Please confirm the government is requesting a new communications patch panel?
Government Response: No. The Scope is requiring that the new RJ45 receptacle be located in a new securable box, and submit the keys to the Government. Refer to Section 01 11 00 Paragraph 1.4 of the Statement of Work (Rev 04Sep2020). No requirement for a patch panel is mentioned in the scope, or is required.
Question 15: Section 01 11 00 Paragraph 1.4.f states that the existing CAT connection point (jack) located on the wall between the EMCS panels shall be removed and replaced with new and that the contractor shall provide a new panel to house this connection. What is the length of the existing conduit run and can the conduit be re-used?
Government Response: The existing conduit may be used if it can be done so within Code. The length of run will be up to the Contractor to determine.
Question 16: On other projects a Trane chiller has been required. SOW Section 1.4.1.a states that Trane or equal can be provided. Please confirm that it is acceptable to use other than Trane.
Government Response: Trane is required. Refer to Section 1.4.1 of the Statement of Work (Rev 04Sep2020).
Question 17: Statement of Work Section 01 11 00 paragraph 1.2.1 states there is no required design. Please confirm that no drawings will have to be created and submitted for this project and that no as built will be required since there is no design drawings.
Government Response: The word design’s use in the Statement of Work Section 01 11 00 paragraph 1.2.1 is to be contextually interpreted as the Industry Standard 30/60/90 percent (conceptual, preliminary-intermediate and final-not IFC) Formal design process. No Formal design is required, that is to say, the “30/60/90” level design process is not required. Since this is basically a one for one swap of equipment, manufacturer drawings, shop drawings, schematics, sketches etc., depicting the final as-installed (as-built) configuration(s) are required.
Question 18: Is Chemical Flushing required?
Government Response: Yes, as per section 01 011 01 chemical flushing is required. Refer to Sections 01 57 19 and 23 25 00.
Question 19: Is Surge Protection required?
Government Response: The Contractor shall match existing. If surge protection is present, the Contractor will ensure it is there when complete.
Question 20: Is a new Air/Dirt Separator required?
Government Response: There are strainers, filters, and an expansion tank already in-line, and no pneumatics, so CE is not sure what is meant by this usage of the term air-water separator. If the reference is to an expansion tank only, the answer is yes. If the question is about the replacement strainers, yes, existing loop contains Stainless steel fine wire mesh strainers installed at all pumps to mitigate problems with particulate matter. Refer to Section 23 25 00.
Question 21: Please provide existing housekeeping pad dimensions. The new chiller expected to be larger than the existing units and want to ensure a pad extension is not required.
Government Response: The Government does not have the exact specifications, however, refer to Question number 2. Above. The dimensions and weights are available from the manufacturer.
The Contractor is expected to modify the housekeeping pad as required.
Question 22: If the new chiller will not fit on the existing pad is it acceptable to dowel into the existing pad versus creating a completely new pad.
Government Response: Refer to question 28 above. The use of dowels, epoxied into place, properly sized rebar and wire mesh and minimum 3000psi concrete formed into place is the standard practice on JBSA.
Question 23: Can the manufacturer of the bird netting product be provided?
Government Response: The exact manufacturer cannot. There are multiple manufacturers represented within the area.
Question 24: Can a photo of the connection of the bird netting to the structure be provided?
Government Response: The bird netting used on JBSA (Not allowed in any K-9 projects) is typically a minimum 1.5” to maximum 2” square, comprised of six strands of Polyethylene UV-treated twine. Each strand is 12/100” thick. The filaments are twisted and knotted for ultimate strength and longevity. Pressure stretched and tightened. The joints are made using standard stainless or minimum galvanized hog-ring type fasteners. The existing netting can be rolled back simply by carefully cutting/removing the existing hog ring fasteners and rolling the fabric to the top of the enclosure fence. The netting supports can then be removed for easy access to the chiller yard.
Question 25: Is there a separate 110v power service currently feeding the evaporator heater?
Government Response: It is believed that this is a factory option and thus is fed from its internal panel.
Question 26: If new chiller is provided with an integral Circuit Breaker, will a new non-fused disconnect need to be provided?
Government Response: As long as the unit can be completely and absolutely safely isolated by a dedicated, readily accessible and located overcurrent device, a separate non-fused disconnect in not required.
Question 27: 01 11 00 paragraph 1.2.1 indicates that the Contractor is to review the RFP specifications and “tailor as needed to their proposed construction method. There is no required design.” 01 33 00 paragraphs 1.1.1, 1.3.1, and 1.4.2.2 clearly indicate that the submission of shop drawings are sufficient in lieu of professional engineer sealed drawings and specifications. Based on this please clarify if the Contractor is required to submit edited UFGS Specifications as part of this project.
Government Response: The Contractor shall submit edited UFGS Specifications.
Question 28: If the Contractor is required to issue edited Specifications as part of this project will they be required to be edited using SpecsIntact?
Government Response: All UFGS Specifications and edits shall be in SpecsIntact/UFGS Format. This is a federal mandate originating outside the DoD.
Question 29: If the Contractor is required to issue edited Specifications as part of this project which specification section will this be required to be submitted under since 01 33 16 Design After Award is not included as part of this RFP?
Government Response: Refer to questions 9 and 27 above.
Question 30: 01 33 00 paragraph 1.1.1 “SD-02 Shop Drawings’ states that the drawings when accomplished shall meet Design after Award CAD and A/E/CD requirements in Section 01 33
16.00 10. This section is not part of the RFP. Will the Contractor be required to meet the typical JBSA 01 33 16.00 10 CAD Standards when preparing the shop drawings?
Government Response: Section 01 33 16.00 10 does not apply to this project. The minimum Gov’t requirement of A/E/C, ERDC/ITL TR-12-6, and ERDC/ITL TR-12-1work structure(s) for CAD files and drawings as required on all AF projects. Refer to questions 9 and 27 above for additional guidance and 01 33 00 paragraph 1.1.1 “SD-02” Statement of Work (Rev 04Sep2020).
Question 31: Please confirm whether the Contractor is required to submit a Design Quality Control Plan per 01 45 00.00 10 paragraph 3.2.2.
Government Response: A Design Quality Control Plan is not required, however, defining the quality control processes that the Contractor intends to use in regards to drawings, sketches, and superintendence is expected to be included in the Contractor’s overall Quality Control Plan. 01 45 00.00 10 paragraph 3.2.2 has been removed. Refer to Section 01 30 00 in the Statement of Work (Rev 04Sep2020).
