Section M – Evaluation for Award
Evaluation and Basis for Award. The 502d CONS/JBKAD will issue an award to the offeror who is determined to offer the best value to the Government.
1. The Government will perform a general review of each bid, as follows:
a) Only bids that are specific to this effort will be evaluated.
b) This acquisition is restricted for Woman Owned Small Businesses as determined by the
Small Business Administration (SBA) in accordance with 13 CFR Part 125. Therefore, only offer from WO Small Businesses will be eligible for award.
c) Offerors will be checked against the List of Parties Excluded From Federal Procurement and Nonprocurement Programs. Any offeror who is listed will be eliminated without further consideration.
d) Bids will be checked for minor informalities or irregularities. The Contracting Officer either will give the offeror an opportunity through a clarification to cure any defect resulting from a minor informality or irregularity, whichever is to the advantage of the Government. The Government plans on awarding a contract without conducting discussions.
e) Price will be the sole evaluation factor evaluated.
f) Offerors shall submit all required bid documentation to be considered responsive (Volume I and II).
2. Only electronic copies will be evaluated. The response shall consist of two (2) separate volumes:
a) Volume I – Pricing (Contractor Detailed Cost Breakdown): The offeror shall submit a detailed cost breakdown displaying the essential elements of work with pricing.
b) Volume II – Contract Documentation (Filled SF 1442): The offeror shall submit the SF 1442 with all required fill ins.
(i) Section A: SF 1442 with completed blocks 14, 15, 16 (if different than block 14), 17, 20a, 20b, 20c, and block 19 if amendments have been issued. An authorized official of the firm must sign SF 1442 block 20b.
(ii) Section B: Complete pricing information for all CLINs.
(iii) Section I: Complete appropriate certifications.
(iv) Section K: Complete all appropriate and applicable Representations and Certifications.
(vi) Bid Guarantee: An electronic copy of the bid guarantee shall be included in the electronic bid. The original sealed copy should be mailed out addressed to the official POCs and received no later than the time and day of bid opening.
3. Price Evaluation. Price will be the sole factor evaluated to determine best value for the Government.
The evaluated price shall be the total price proposed by the offeror in Section B as supplemented by the Construction Cost Estimate Breakdown.
3.1 Price Factor: Prices will be evaluated based on the Total Evaluated Price (TEP), which will be calculated by multiplying the quantities for CLIN 0001 by the CLIN’s unit price to determine the total amount for CLIN0001. The total amount for CLIN0001 will then equal the TEP.
3.2 Best Value: The offeror that provides the lowest Total Evaluated Price (TEP) for all items covered in the solicitation will represent the best value and be considered for an award.
3.3 Price Reasonableness: The contracting officer will make a determination that a prospective contractor is responsible in accordance with FAR Subpart 9.1 and that the prices offered are reasonable and balanced using one or more of the techniques defined in FAR 15.404-1. Note that unreasonably high prices, initially or subsequently, may be grounds for the Government not to proceed with award. The burden of proof for credibility of prices rests with the Offeror.

3.4 Adequate price competition for this acquisition per FAR 15.403-1(c)(1) is anticipated; therefore, certified cost or pricing data are not required per FAR 15.403-1(b)(1). If at any time, however, during this competition the CO determines that adequate price competition no longer exists, or if price reasonableness cannot be determined offerors may be required to submit certified cost or pricing data or additional data other than certified cost or pricing data (as appropriate) for the CO to determine price reasonableness.
