SUMMARY OF WORK

PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for all submittals. This includes submittals with or without a "G" designation. Submit items in accordance with the AF3000 Material Approval Submittal Procedures:

WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The work includes Demo and Replacement of: the existing Air Cooled Chiller, the DDC EMCS sensors to it, limited piping, expansion tank and air separator, all chill water valves, actuators, pipe and supports, gauges, thermometers, electrical circuits, switches, conduit, conductors, components, appurtenances necessary and incidental related work. The Contractor shall review these specifications. Some specifications have open parentheses and/or blanks. These are designed for the Contractor to review, determine applicability and tailor as needed to their proposed construction method. There is no required design. The Contractor shall label all panels, valves and controls.
1.2.2 Location
The work is located in the Chiller Yard on the exterior of the West side of building 10504, Joint Base San Antonio Lackland 78236. Refer to the appendices for Facility Data. The exact location will be shown by the Contracting Officer. Building 10504 is a four story dormitory facility with over 250 rooms and a gross area of approximately 165,841 square feet. The HVAC system consists of three Energy Recovery Units, four Air Handling Units, over 250 fan coil units, an Air Cooled chiller and a Boiler.
1.2.3 Current Condition
The Air cooled chiller is over 15 years old and are at or near the end of their service lives. The Air Cooled Chiller is failing due to the age and system performance continues to deteriorate causing the maintenance and repair costs to escalate. This is the only chiller providing chilled water to the building.

1.3 OCCUPANCY OF PREMISES
This project is within the confines of an outdoor Chill Water Yard, and a dedicated mechanical room with outside access adjacent to the yard.
B10504 is an occupied dormitory facility and it shall be occupied during performance of work under this Contract. Before work is started, arrange with the Contracting Officer and the CEPM a clearly defined and itemized sequence of procedure(s), for plant shutdown, space for storage of materials and equipment, and use of approaches.
1.4 EXISTING WORK-DEMOLITION
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
c. The Contractor shall Remove the existing air-cooled chiller, and chilled water supply and return piping system in the mechanical room (existing pipe system can be reused as practicable). Contractor shall recover all refrigerant from the existing chiller and deliver all refrigerant to the JBSA Refrigerant Shop, B. 485 Chapman Training Annex, JBSA-CTA. The Contractor shall obtain recovery vessels from the refrigerant shop prior to start of demolition by contacting the CEPM or CEI a minimum 5 business days prior to the Licensed Contractor’s intended removal date. The Contractor shall provide copies of all licenses as part of their QC Plan and shall ensure licensees bear those licenses on their person during the execution of this project.
The Contactor shall demo and remove the chill water pumps and prepare for new. Housekeeping pads shall not be removed unless they have failed, or are no longer suitable for the selected new pump's nomenclature.
d. The Contractor shall remove all Chilled water valves and actuators in the mechanical room. The Contractor shall demo those sensors, gauges, and thermostats necessary and prepare for new.
e. The Contractor shall Demo and remove the expansion tank, air separator and associated piping and appurtenances as necessary to replace with new. The Contractor shall demo and remove Chilled water supply and return piping as necessary in the Mechanical room (existing pip system can be reused as practicable).
f. The Contractor shall remove the existing DDC control points and sensors as necessary and roll up or otherwise preserve wiring and harnesses for re-use as necessary. Contractor shall NOT simply cut wires and remove.
The Contractor shall identify wiring inside the Direct Digital Control Panels. Communications (CAT 5/6) and any fiber optic will be clearly marked and identified as to where they run. Communications to the base DDC network shall not be removed, however all panels currently housing the connection to the media converter and base network shall be replaced with a new combined panel. The Contractor shall be responsible
SECTION 01 11 00 Page 3 for maintaining the connections and continuity to the campus wide network. The existing CAT 5/6 connection point (jack) located on the wall between the EMCS panels shall be removed and replaced with new, however, the Contractor shall provide and install a new panel to house this connection.
g. The Contractor shall demo and remove any electrical conductors, switches, overcurrent devices and panels necessary to prepare for new.
Nothing shall be abandoned in place. All conductors and circuits intended to be removed shall be removed completely back to its Over Current Protection Device. Any conduit, electrical and communications box, panel etc., that is currently not used shall be demolished and removed.
h. The Contractor shall demo and prepare for new while doing so.
1.4.1 NEW WORK
a. The Contractor shall size, provide, and install a new state of the art high efficiency air cooled chiller and all its appurtenances. The Chiller may be Trane or equal. The chiller shall be installed such that it shall meet the Manufacturer's requirements, captures the Manufacturer’s Warranty and meets the Manufacturer's Start-up Procedures that shall be conducted by the Manufacturer.
b. The Contractor shall install new/modify existing chilled water supply and return water piping in the vicinity of the chiller as necessary to connect the new chiller to existing/new piping. Contractor shall install new thermal insulation on new/modified chilled water piping.
Contractor shall connect existing chiller electrical service to new chiller.
c. Contractor shall transfer all control points and connection to EMCS to new chiller. Contractor shall clean and flush the condenser water loop prior to operation of new chiller. Contractor shall provide factory start-up. Contractor shall provide a minimum five year parts, labor and refrigerant warranty for the chiller.
d. The contractor shall Provide and install new Chilled water pumps, expansion tank and air separator assembly. Contractor provide and install all new chill water butterfly type valves and balancing valves.
The Contractor shall provide, install, and connect all pumps’ electrical service(s). Replacement pump assemblies shall include shaft grounding, and full and documented alignment.
e. All electrical motors installed under this contract shall be compatible with existing electrical service and be high efficiency.
f. The Contractor shall provide and install all piping, connectors, fittings, mounts, hangars, and all necessary appurtenances to prove a fully operating Chiller and supply and return water loop capable of meeting the facility’s design demand.
g. The Contractor shall provide and install all properly sized and NFPA 70 compliant conduit, conductors, overcurrent devices, panels, drives, and appurtenances necessary to prove a fully functioning Chiller, controls and water circuit pump system.
h. All HVAC components in building 10504 are currently connected to a Direct Digital Control (DDC) system and existing installation-wide Tridium® based EMCS front end that currently uses Niagara based BACNET Protocol. The EMCS front end is currently operated and maintained in
SECTION 01 11 00 Page 4 building 5595, room 111, JBSA-Lackland. Contractor shall provide and install all points, graphics and averaging graphing to the supervisory level to match the Front End. Contractor shall provide all conduits, cables, termination boxes, and any additional items/accessories and appurtenances necessary to connect each of the HVAC components installed as part this contract back to the DDC controller. All new HVAC components (points) shall be mapped back and relativized to the front end. A sample of the Tridium® front end graphics can be provided to the contractor upon request in PowerPoint format. This system shall be proven to operate, by the contractor, at the front end via a Point Verification Test (PVT). The PVT shall be performed a minimum of 5 duty (Federal Government business) days prior to the TAB to allow for corrections to be made to the system before commencement of the 3rd party tests. The Contractor shall ensure that the Commissioning Agent is involved in the design and construction at the earliest levels IAW the most current National Environmental Balancing Bureaus’.
1.5 LOCATION OF UNDERGROUND UTILITIES
Obtain the current AF103 Base Civil Engineering Work Clearance Request from the 802 CEPM or 802 CEI prior to the start of any excavation, or ground penetrating preparation and comply with Installation requirements for locating and marking underground utilities. Contractor shall Contact TX 811 and American Water’s locating service a minimum of 72 prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday.] The Contractor is responsible to verify existing utility locations as marked and maintain markings until excavation or operation is complete.
Should something found be suspect and not identified by marking, the Contractor shall identify and mark all other utilities not managed and located by the local utility companies. This may or may not entail scanning the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered/suspected. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed.
1.5.1 Notification Prior to Excavation
The Contractor shall notify the Contracting Officer at least 72 hours prior to starting excavation work.
1.6 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT

1.7 SALVAGE MATERIAL AND EQUIPMENT
The Contractor shall turn over the existing Backflow Prevention Device to the Government via receipt to the CE Project Manager.

PART 3 EXECUTION
The Contractor shall provide a carefully laid out EXECUTION PLAN for this project. This plan shall outline the approach to demolition and timeline, the approach to repair and replacement and timeline. This plan is in addition to the Contractor’s required Project Schedule. This plan shall provide a solid overview of the intended business process of the Contractor so that the Government can provide top cover to the contractor and know to whom it must coordinate with. This plan is to be submitted using the AF3000 process a minimum 14 days prior to the Notice to Proceed for Construction to begin. This is a military Housing Dormitory. As such, careful planning and close coordination and communications is necessary to plan.

JBSA WORK RESTRICTIONS

PART 1 GENERAL
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only. No radioactive materials are a part of this Scope, however, testing equipment used by some contractors does contain radioactive components and as such, transportation, handling, storage and use shall comply with the document.

1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor QC approval and submission to the Government as Information only. Submit the following in accordance with this section.

Installation Access
1.3 SPECIAL SCHEDULING REQUIREMENTS
All mission critical areas will remain in operation during the entire construction period. The contractor shall conduct his operations so as to cause the least possible interference with normal operations of the activity.
This project site is located in the Air Force training dormitory area of JBSA Lackland. Permission to interrupt any Activity roads, mission partner missions, and/or utility service shall be requested in writing a minimum of 30 calendar days prior to the desired date of interruption. The Contractor shall maintain close and active communications with the JBSA Project Manager and Contracting Officer such that any outage or interruption is planned for as far in advance as possible.
1.4 CONTRACTOR ACCESS AND USE OF PREMISES
1.4.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and
SECTION 01 14 00 Page 2 security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear Personal Protective Equipment In Accordance With (IAW) OSHA Law and EM 385-1 in designated areas. Do not enter Restricted, Controlled or limited access areas unless required to do so and pre-cleared and pre-announced for such entry Failure to do so may result in detention, apprehension, arrest or any combination thereof. The Use of Deadly Force is authorized on JBSA Installation. Mark all Contractor equipment for identification. The Contractor is responsible for the security of their materials and equipment.
1.4.1.1 Subcontractors and Personnel Contacts
The Contractor shall provide a complete list of contract personnel of the Contractor and subcontractors including addresses and telephone numbers, for use in the event of an emergency, to the Contracting Officer (CO) and Civil Engineer Project Manager (CEPM). As changes occur and additional information becomes available, The Contractor shall correct and change the information contained in previous lists, before the Government has to ask.
1.4.1.2 Installation Access
Non DOD persons (Contractors, vendors, etc.) requiring entry to JBSA installations shall be sponsored by an authorized DBIDS registered DOD ID card holder.
The Contractor, in compliance with the Federal Real ID Act, shall provide a complete and typed columnar list of Contractor and sub-contractor employees that will be assigned on this Project. This list shall contain for each name listed: Last Name, First Name, Middle Initial, Date of Birth, Country of Birth, Type of Identification Document (e.g. driver's license, Permanent Residence Card), Identification Document Number, Country of Issue, State of Issue and Citizenship. This list shall have a Contractor statement that all personnel's citizenship has been physically validated by their employer.
Should a Contractor chose to employ Non US or Non-naturalized workers on this project, the vetting process for these personnel is a minimum 90 day process, as additional time is required for the international governmental cooperation to occur.
The following is also required for passes 60 days or longer:
a. A memo from the construction company on company letterhead stating the reason for entry, contract number, project start and end date, and the location at JBSA of where the jobsite is located.
b. The Contractor shall identify all key and signatory personnel with an asterix next to their name and include a letter on company letterhead, signed by a principle, stating their signatory abilities to the Contracting Officer.
1.4.1.3 JBSA Lackland Access
Person(s) not in possession of a valid access credential must enter the installation through the Luke East Visitor’s Control Center in order to have their Installation Access pass issued to them.
Commercial vehicles such as delivery vehicles, shop trucks, public utility, SECTION 01 14 00 Page 3 etc., with Installation Access passes shall enter the installation through the Growdin Rd. Commercial Gate.
1.4.1.3.1 Haul Routes
Travel only on defined roads through the JBSA-Lackland Haul Route identified in the Appendices of this Scope.
1.4.1.3.2 Gate Restrictions
All commercial Class A/B type vehicles must enter through:
a. The Commercial Gate at Growden Road.
c. Arrangements may be made on rare instances to waive access protocol to allow Class A/B type vehicles through other gates for special circumstances on a case by case basis. Each case needs a minimum 72 business hour notification to the CO and CEPM. The Contractor shall provide the Contractor or sub-contractor name, number of persons and vehicles, make model, type of vehicles, and their license plate data.
The Contractor shall also be provided in addition to their Installation Access request information as noted in paragraph 1.4.1.2 above.
1.4.1.4 Government Housing Areas
a. Contractors, vehicles and their subcontractors shall NOT go through the housing, commercial commerce or residential areas of JBSA at any time.
1.4.1.5 No Smoking Policy
Smoking is prohibited within and outside of all buildings on JBSA installations, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation.
Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines.
1.4.2 Emergency Response Requirement
Contractors reporting an emergency shall provide the 9-1-1 dispatcher with the following information:
a. Installation name and Building number, address or general location
b. Full Name
c. Phone number
d. Emergency information (cause of fire, explosion, natural gas leak, injuries, etc.)
e. Please, do not hang up the phone until directed by the 9-1-1 dispatcher.
IMPORTANT: If calling 9-1-1 from a mobile phone on any JBSA location you will be directed to the San Antonio Emergency Operations Center 9-1-1 dispatcher. Advise the 9-1-1 dispatcher of your JBSA location (Information in Paragraph 1.4.2 a. above. Immediately, the local dispatcher will transfer the 9-1-1 phone call to a JBSA emergency dispatcher.

1.4.3 Radioactive Materials and Equipment (Use and Storage)
IMPORTANT: Before bringing in, transporting for entry or using nuclear material or those components containing such material, contact the CEPM to ensure the correct JBSA entities are aware and engaged to support the Contractor's success.
a. Non-Air Force agencies, including contractors, who intend to use, or store, radiation sources on Joint Base San Antonio, Fort Sam Houston and Camp Bullis must obtain proper authorization in accordance with the above references AFI 40-201 and AFI 48-148. Non-Air Force agencies will not use radiation sources on referenced locations without an approved Department of the Air Force Radiation Permit. Such equipment typically includes equipment for Soil Density Testing, Lead-Based Paint Analysis (X-Ray fluorescent analyzer), etc.
b. Non-Air Force agencies (including civilian contractors) require an Air Force Radiation Permit(s)(AFRP) to use or possess ionizing radiation sources on an Air Force installation. For the purpose of this paragraph, ionizing radiation source means any source that, if held or owned by an Air Force organization, would require a specific NRC license or Air Force radiation authorization - ARA.
c. The non-Air Force applicant will apply by letter with supporting documentation through the Installation Radiation Safety Officer (RSO).
Submit the letter so that the installation representative receives the application at least thirty (30) days before the requested start date of the permit.
d. The Air Force radiation permit (AFRP) application will specify start and stop dates for the AFRP and describe for what purposes the applicant needs the AFRP. See the document in Appendix A for AFRP requirements and instructions to apply for a permit. The following information shall be submitted to the RSO for the AFRP request.
1) Brief Description of Proposed Activities
2) The applicant possesses a valid U.S. Nuclear Regulatory Commission (NRC) Form 347 material license that allows the applicant to use the source as specified in the AFRP application.
3) The applicant possesses a valid Agreement State or Radioactive Material License (Texas Department of Health, Bureau of Radiation Control) license that allows the applicant to use radioactive material (RAM) as specified in the AFRP application and the applicant has filed NRC Form 241, Report of Proposed Activities in Non-Agreement States, with the NRC in accordance with 10 CFR
150.20. A copy of the NRC Rom 241, must accompany the TRC Form 12-1. An AFRP issued under this circumstance will be valid for no more than 180 days in any calendar year.
4) Project Local Point of Contact: Name, Address, and Phone.
5) Company Radiation Safety Officer: Name, Address, and Phone.
6) Copy of Contractual Clause of the Air Force/Army Contract describing work to be performed and inclusive dates (from the contract)

7) Provide log of actual equipment usage to the JBSA-FSH RSO.
8) Leak test documentation for the equipment with the radioactive source(s).
9) Site map defining area where radioactive materials/equipment is to be used.
10) Radiation Safety Program to include standard operating procedures (SOP), training program and designation of Radiation Protection/Safety Officer.
11) Written confirmation that the JBSA-FSH RSO can conduct periodic assessments and has authority to suspend contractor operations believed to be unsafe.
12) For naturally occurring or accelerator produce radioactive material (NORM/NARM) and machine-produced ionizing radiation sources, the applicant has an appropriate State authorization that allows the applicant to use the source as specified in the AFRP application or has in place a radiation safety program that complies with Air Force requirements.
e. All AFRPs will require applicants to remove all permitted sources from Air Force property by the end of the work day. (Ft. Sam Houston policy, no radiation producing equipment will be stored on Ft. Sam Houston and Camp Bullis property overnight).
f. Disposal of radioactive material (RAM) by non-Air Force agencies on Air Force property is strictly prohibited. 3.2.3 Review, Approval/Disapproval. Review of the permit request and subsequent approval/disapproval requires approximately 30 days.
g. Submission of Application. Submit three copies of the application with the required supporting documentation to 502d Air Base Wing Safety Office, Safety Point of Contact:

1.4.4 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Interruptions and outages to the Chill water loop shall be conducted after hours, weekends and/or when the Dining facility is closed. The Contractor shall work closely with the 802 CE Inspector (802D CEI) and the CEPM to makes arrangements. The CEPM and CEI will advocate on behalf of the Contractor. Make application 14 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title.

1.4.5 Permits and Requests
All permit requests must include at minimum the following:
a. Site Map (8" x 11" or 8" x 14") 5 complete copies
b. 100% Construction Drawings 5 complete copies
c. Project Name and Number
d. Contractor & Subcontractor Name
e. Brief Description of Work - Identify all buildings and/or facilities possibly affected.
f. Desired Date for Work to Begin
g. Estimated Duration of Work
h. 14 Day Advance Notice minimum, unless otherwise noted.
i. Contractor's Representative Contact Information
1.4.5.1 Digging Permits / Utility Locate
a. Digging permits must be obtained prior to prior to any digging, drilling or any excavation work to include post driving.
b. Digging permit /utility locates are available by submitting the completed US Air Force Form 103 Base Civil Engineer Clearance Request which will be provided to the Contractor at time of Notice To Proceed by the CEPM or the Civil Engineer's Inspector CEI. Contractor shall also register with and contact TX 811 (https://www.texas811.org/ )IAW Title 5. Texas Administrative Code. Contractor shall Contact the San Antonio Water System and request a locate service.
c. Contractor shall attend the Utility Locate meeting held each Wednesday at 1300hrs in B7065, JBSA-LAK for one stop-shop Government review of digging permit requests. A digging permit for a specified area of excavation expires 30 days after the issue date; the contractor shall re-apply for a new permit to perform excavation in the area if the excavation was not started within the 30-day period.
d. Permits will identify all underground utilities within 5 feet of the designated area. Contractor shall be responsible for all repairs, costs, and damages due to excavating without permit or damaging an identified utility. The Contractor shall maintain the Government markings until the excavations are complete (severe weather is an exception). The Contractor shall be responsible to the Government for a $75.00 remarking fee if the Government is requested to remark.
1.4.5.2 Utility Outage Permit
a. Contractor shall complete and submit a written request 30 days in advance of the requested utility outage to CEPM and CEI. The request shall include the utility service to be affected, the proposed date, and two proposed alternate dates, proposed time, and outage duration.
b. The Contractor shall be responsible to coordinate with CPS Energy about any energy or gas outage request and San Antonio Water System (SAWS) for any water, storm water or sanitary sewage interruptions/outages.

This coordination is separate than the government coordination. The Contractor shall simultaneously notify in writing the CEPM and CEI so that they can monitor the process with our public private Utility Corporation Colleagues and intercede on the Contractor's behalf to help prevent unnecessary delays and confusion.
c. Provide CEPM and CEI a copy of the signed written Utility Outage request prior to any outage.
d. After submitting the request to the government, the contractor shall receive approval from the government prior to schedule a utility outage.
1.4.5.3 Hot Work Permits
Under no circumstances shall hot work operations start without a hot work permit.
All welding and cutting operations shall be performed in accordance with National Fire Protection Association NFPA Standard 5lB Fire Prevention during Welding, Cutting, and Other Hot Work. Contact the site specific JBSA fire department to request an AF Form 592 USAF Welding, Cutting and Brazing Permit. Ensure a copy of are:

Permits expire in 30 days. If work will extend beyond 30 day period the contractor shall contact JBSA Fire and Emergency Services to re-issue a new permit.
1.4.5.4 Road Closure Approval Requests
a. Road closings will not be permitted without approval. To get approval for a proposed road closure contractor shall submit a traffic control plan to the 802D CES Project Manager prior to anticipated need for closure
b. The Contractor traffic control plan will include each section of road that will be worked on or impacted as a result of this contract. The traffic control plan shall be in accordance with "Traffic Controls for Street and Highway Construction and Maintenance Operations" of the latest edition of the "Texas Manual on Uniform Traffic Control Devices."
c. Contractor will provide traffic control signs and barricades for all street widening and extensions. At least one lane of traffic must be maintained at all times.
1.4.6 Occupied and Existing Building[s]
The Contractor shall be working in and around existing buildings, which are occupied. Do not enter buildings other than B10056 without prior

The existing building and its contents must be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer.
Provide dust covers or protective enclosures to protect existing work that remains and Government material located in the facility during the construction period.
Leave remaining attached equipment in place, and protect it against damage, or temporarily disconnect, relocate, protect, and reinstall it at the proper time based on the Contractor’s execution of work features or at the completion of the work whichever is soonest.

PART 1 GENERAL
1.1 REFERENCES

1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor QC approval.

1.3 VIEW LOCATION MAP
Submit, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.
1.4 PROGRESS AND COMPLETION PICTURES
Photographically document site conditions prior to start of work, during work, prior to cover up of permanently concealed work, and at completion of work. Color digital photographs, in JPEG format, shall be provided to the Contracting Officer [weekly] [with each progress payment] for unrestricted use by the Government.
1.5 CONTRACTOR SPECIAL REQUIREMENTS
1.5.1 Asbestos Containing Material
All contract requirements of Section 02 82 00, ASBESTOS REMEDIATION assigned to the Private Qualified Person (PQP) shall be accomplished directly by a first tier subcontractor.
1.5.2 Space Temperature Control, HVAC TAB, and Apparatus Inspection
All contract requirements of Section 23 05 93 TESTING, ADJUSTING AND BALANCING FOR HVAC shall be accomplished directly by a first tier subcontractor, including the Commissioning Agent. No work required by Section 23 05 93 shall be accomplished by a second tier subcontractor.

1.6 SUPERVISION
1.6.1 Minimum Communication Requirements
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of contract work. In addition, if a Quality Control (QC) representative is required on the contract, then that individual must also have fluent English communication skills.
1.6.2 Superintendent Qualifications
The project superintendent must have experience in construction on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting project specifications, project schedule, and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question.
For routine projects where the superintendent is permitted to also serve as the Quality Control (QC) Manager as established in Section 01 45 00.00 10 QUALITY CONTROL, the superintendent must have qualifications in accordance with that section.
1.6.2.1 Duties
The project superintendent is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the project.
The superintendent is required to attend JBSA Red Zone meetings, partnering meetings, and quality control meetings. The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and accepted.
1.7 PRECONSTRUCTION CONFERENCE
After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the safety program, quality control program, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work shall also attend.
1.7.1 Start of Construction Work
If the Contractor has submitted the Accident Prevention (Safety) Plan, Quality Control Plan, and Environmental Protection Plan for review prior to this meeting, these may be accepted in to or accepted with comments at the conference. Construction work will not proceed until after this meeting has been held, the plans noted above have been accepted, and the Notice to Proceed has been received and acknowledged by the Contractor.

1.8 PARTNERING
To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the Contractor and their Subcontractors. Key Stakeholders from the Installation, the Contractor and Subcontractors, and the Designer of Record will be invited to participate in the Partnering process. The Partnership will draw on the strength of each organization in an effort to achieve a project that is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule.
The Initial Partnering session should be a part of the Pre-Construction Meeting. Partnering sessions will be held at a location agreed to by the Contracting Officer and the Contractor. The Partners will determine the frequency of the follow-on sessions.
1.9 AVAILABILITY OF CADD DRAWING FILES
After award and upon request, the electronic "Computer-Aided Drafting and Design (CADD)" drawing files in .pdf may only be made available to the Contractor;
a. if they are available, and
b. for use in preparation of construction data related to the referenced contract, subject to the following terms and conditions.
Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.
These electronic CADD drawing files are not construction documents.
Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.
If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction drawings and data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.

1.10 ELECTRONIC MAIL (E-MAIL) ADDRESS
The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats. Within 10 days after contract award, the Contractor shall provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc. Multiple email address will not be allowed.
It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting Officer, in writing, of any changes to this email address.

1.1 DEFINITIONS
1.1.1 Submittal Descriptions (SD)
Submittal requirements are specified in the technical sections. Examples and descriptions of submittals identified by the Submittal Description (SD) numbers and titles follow:
Preconstruction Submittals include schedules and a tabular list of locations, features, and other pertinent information regarding products, materials, equipment, or components to be used in the work.
The submittals listed below are some but not all of the submittals that may be required for the execution of this project. The Submittals listed below are however, mandatory.

Drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be coordinated.
NOTE: It is not expected that a full “Design” including engineered drawings will be required. The level of the definable features of work in this Project do not appear to rise to that level of design. The TX Licensed “A” level HVAC Contractor is expected to have the knowledge, understanding and skill level necessary to review the existing installation, and design/draw their proposed plan. The drawings when accomplished shall meet Design After Award CAD and A/E/C/D requirements in SECTION 01 33 16.00 10.
SD-03 Product Data
Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and other characteristics of materials, systems or equipment for some portion of the work. NOTE: It is expected that the Contractor will conduct the required due diligence and not attempt to submit catalogue data older than 3 years, data sets that are illegible or hard to read, data that is not clearly identified e.g. a set of pipe fittings without identifying the intended sizes and nomenclature of the ones the Government will expect to see on the finished installation.
Samples of warranty language and any extended product warranties.
SD-04 Samples
Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.
SD-05 Design Data
Basic design calculations, mix designs-specifications, analyses or other data pertaining to a part, assembly and discipline of work.
SD-06 Test Reports
Report that includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation. This may include refrigerant and HAZMAT sampling and testing.

Final acceptance test and operational test procedures to include the final TAB. These test reports shall be submitted a minimum 30 days prior to the final inspection being scheduled to allow time for corrections.
The following Tests/Inspections are the minimum mandatory. No test is a successful test unless the CEPM/CEI/CO, and Contractor, or their designated representatives are present. The Government reserves the right to inspect anytime. The presence of a Government Inspector, or Project Manager does not waive the requirement for a

Statements printed on the manufacturer's letterhead and signed by responsible officials of manufacturer of product, system or material attesting that the product, system, or material meets specification requirements. Must be dated after award of project contract and clearly name the project.
Document required of Contractor, or of a manufacturer, supplier, installer or Subcontractor through Contractor. The document purpose is to further promote the orderly progression of a portion of the work by documenting procedures, acceptability of methods, or personnel qualifications. Note: All letterhead shall be that of the issuing party and meet the requirements of Titles 15 and 16 of the Texas Administrative Code including 16 TAC 75.

SD-08 Manufacturer's Instructions
Preprinted material describing installation of a product, system or material, including special notices and (SDS) concerning impedances, hazards and safety precautions.
SD-09 Manufacturer's Field Reports
Documentation of the testing and verification actions taken by manufacturer's representative at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or after installation, to confirm compliance with manufacturer's standards or instructions. The documentation must be signed by an authorized official of a testing laboratory or agency and state the test results; full Manufacturer's start up report(s) and logs, and indicate whether the material, product, or system has passed or failed the test.

SD-10 Operation and Maintenance Data
Data provided by the manufacturer, or the system provider, including manufacturer's help and product line documentation, necessary to

Data required by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.
Data incorporated in an operations and maintenance manual and control systems' matrix, software, and full DDC programming data in CD form.
The Contractor shall not install any proprietary system requiring manufacturer's only training to operate and maintain such as annual manufacturer licensing requirements.
SD-11 Closeout Submittals
Documentation to record compliance with technical or administrative requirements or to establish an administrative mechanism.
Submittals required by the Contracting Officer.
Special requirements necessary to properly close out a construction Contract. For example, Record Drawings and as-built drawings. Also, submittal requirements necessary to properly close out a major phase of construction on a multi-phase contract.
1.1.2 Approving Authority
The Contractor's in-writing designated legal signatory person authorized to approve the submittal, letter, plan etc.
1.1.3 Work
As used in this section, on-site and off-site construction required by contract documents, including labor necessary to produce submittals, construction, materials, products, equipment, and systems incorporated or to be incorporated in such construction. In exception, excludes work to produce SD-01 submittals.
1.2 SUBMITTALS
Government approval is required for all submittals. Submittals not having a "G" designation may be used by the Government for the Government's information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government.

For the purpose of this Contract, Full engineered design is not anticipated as a requirement since the State of Texas requires the use of a TX licensed HVAC Contractor and the requirement to ensure proper design and analysis is part and parcel of 16 TAC 75.

When the submittal includes a document that is to be used in the project, or is to become part of the project record, other than as a submittal, do not apply the Contractor's approval stamp to the document itself, but to a separate sheet accompanying the document.
Provide data in the unit of measure used in the contract documents.
1.4.2.2 Format for SD-02 Shop Drawings
THIS SOLICITATION DOES NOT ANTICIPATE traditional engineered design. The purpose of shop drawings and design references within these specifications is to provide, up-front, the Government’s requirements should the Contractor desire to engage an engineering firm on their own. Shop drawings, those drawings provided by manufacturer’s sales engineers etc., shall use these specifications in providing shop drawings to the Contractor for Government submission. Ensure drawings are suitable for reproduction and of a quality to produce clear, distinct lines and letters, with dark lines on a white background.
a. Include the nameplate data, size, and capacity on drawings. Also include applicable federal, military, industry, and technical society publication references.
b. Dimension drawings, except diagrams and schematic drawings. Prepare drawings demonstrating interface with other trades to scale. Use the same unit of measure for shop drawings as indicated on the contract drawings.
c. Identify materials and products for work shown.
Present shop drawings sized 8 1/2 by 11 inches as part of the bound volume for submittals. Present larger drawings in sets. Submit an electronic copy of drawings in PDF format.
1.4.2.2.1 Drawing Identification
Include on each drawing the drawing title, number, date, and revision numbers and dates, in addition to information required in paragraph IDENTIFYING SUBMITTALS.
Number drawings in a logical sequence. Each drawing is to bear the number of the submittal in a uniform location next to the title block.
Place the Government contract number in the margin, immediately below the title block, for each drawing.
1.4.2.3 Format of SD-03 Product Data
Present product data submittals for each section as a complete, bound volume. Include a table of contents, listing the page and catalog item numbers for product data.
