STATEMENT OF WORK

ACCESS CONTROL SYSTEM

BUILDINGS 1469, 1475 & 1479

JBSA FSH

1. GENERAL INFORMATION

The contractor shall provide all personnel, equipment, tools, materials, supervision, incidentals and any other items and services necessary to provide and install the access control system, as defined in this Statement of Work (SOW). All changes and modifications to project by either contractor or customer shall be in writing and submitted to 502 CONS on the appropriate forms, prior to any changes being made. A project manager shall be assigned and available to 502 CONS and the customer, and be able to answer all questions concerning this installation in a timely fashion. Work must be performed on one building at a time, to limit as much as possible any disruptions to the normal day-to-day operations

2. SCOPE OF WORK

The scope of this project is to install a complete access control system through installing equipment to achieve a complete and operating access control security systems compatible with the current infrastructure. The access control system must provide access control to all existing doors with readers on floors 2, 3 and 4 for buildings 1469, 1475 and 1479 at JBSA FSH. There is a total of 34 readers per building. All security system materials and door hardware accessories will be installed in accordance with industry standards and manufacturer’s recommendations.

3. SPECIFIC TASKS

For each facility, the contractor shall:

· Supply and replace the current Identicard panels with Symmetry panels.

· Supply and replace the current card readers with Symmetry readers.

· Use a communication gateway that can communicate with locks at various user planned times, including 10 seconds to 24 hours.

· Ensure 110v power is accessible for access control panels.

· Ensure all doors are fully operational.

· Ensure sounders remain on, on all emergency exits.

· Repair all existing cabling as needed.

· Repair all door hardware as needed.

4. SYSTEM DESCRIPTION

The system shall include the following equipment and material for each facility, after the system is installed, the contractor shall test and certify that the system meets all requirements.

· Symmetry Professional 40 Reader License Add-on

· Symmetry 8 Reader

· Symmetry 8 Input/ 4 Output Module

· Symmetry M2150 Board Fixing Kit

· Symmetry 150VA UL Transformer

· Symmetry M2159 NIC Module

· Symmetry 853 Smartcard Wall mount Key Pad Reader

5. CONTRACTOR QUALIFICATIONS

The contractor shall be bonded, licensed, and properly insured and shall provide proof to the Government upon request.

6. CODES AND REGULATIONS

All work shall be accomplished in accordance with the CEO Contract Specifications, applicable Uniform Building Codes, Air Force Base Regulations, and OSHA Requirements.

7. ACCESSORIES AND INCIDENTALS

Contractor shall provide all incidentals necessary and part of the security system.

8. WARRANTIES

The contractor shall guarantee all materials and workmanship for a period of one year from the date of project completion and shall within that period correct all defects in materials/workmanship within twenty four (24) hours of being notified. Correction of all defects under this warranty shall be at the expense of the contractor.

9. SUBMITTALS

Submit Operations and Maintenance Data, including maintenance procedures, recommended maintenance materials and suggested schedule of maintenance.

10. QUALITY ASSURANCE

The government will inspect all work performed by the contractor. Work performance shall be deemed satisfactory and acceptable to the government when the approving official declares the project satisfactory. The government will document all inspections. Contractor shall provide proof of manufacturers and installer qualifications.

11. CLEAN UP

Contractor will collect old materials and debris and haul off all trash and debris. The contractor shall ensure a clean work site at the end of each work day. The work site shall be kept neat, orderly and safe for workmen at all times. Upon completion the buildings shall be returned to a final clean, professional appearance acceptable to Base officials.

12. ENVIRONMENTAL REQUIREMENTS

A. The contractor shall perform all work in accordance with federal, state, and local environmental regulations (including maintenance of Materials Safety Data Sheets (MSDS’s) IAW EPA regulations and criteria so as to minimize pollution, exploitation, and degradation of natural resources. The contractor shall use non-hazardous materials when possible. B. The contractor shall perform all work in accordance with industrial, environmental, and OSHA standards.

13. MAINTENANCE INSTRUCTIONS

Contractor shall conduct a demonstration of proper maintenance procedures for the installed equipment. The demonstration shall be conducted in the presence of the 502 CES Inspector and the end user. Demonstration shall include manufacturers recommended schedule and procedures. The contractor shall provide a demonstration of enrolling access card into the access control system.

14. HOURS OF OPERATION

Normal duty hours are from 7:00 Am to 5:30 PM, Monday thru Friday, except on government holidays. Work shall not take place on Federal Holidays. Contractor should coordinate work with 502d CES Project Manager Jeremiah Bryant 210-243-8620.

15. PERFORMANCE TIME

90 calendar days

16. DAMAGES

The contractor shall take precautions to prevent damage to government property. The contractor shall repair or replace damaged items at no additional cost to the government.

17. INSPECTION AND ACCEPTANCE

A designated representative shall perform inspection and acceptance of all work at regular intervals as required and upon final completion of this project. All discrepancies identified during inspections shall be corrected prior to final payment.

18. GOVERNMENT FURNISHED SERVICES

The Government shall provide utilities (water and electricity) and emergency, fire and security police response.

19. POLICE PROTECTION

The 502D Security Forces Squadron shall provide security and law enforcement response and services to the contractor.

20. TRAFFIC REGULATIONS

Contractor employees shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. Contractor’s personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on military installations in San Antonio, TX.
