This applies to J&A staff packages that are submitted for review and approval at a level above the contracting officer. The predecessor J&A will be used as a reference document by the approving official.

III. Description of supplies/services required to meet agency needs.

The requirement also includes incidental services for installation and testing. The system (materials) is estimated at labor and other expense, including installation and testing, is estimated at Contract action will be funded with Operations and Maintenance (3400) funds. Delivery schedule is as follows: 100 days to build and deliver; four to six weeks to install. Upon installation, there is a 30-day burn-in testing period.

Total delivery schedule is approximately six months.

IV. Statutory authority permitting Other than Full and Open Competition.

Authority permitting Other than Full and Open Competition is provided under 41 U.S.C. 1901, as implemented by Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

In September 2015, the National Counterintelligence and Security Center, Office of the Director of National Intelligence, issued technical specifications for SCIF Facilities (Sensitive Compartmented Information Facilities), Version 1.3. This specification requires the use of Vindicator equipment in SCIF facilities, precluding consideration of other brands and making the Vindicator brand essential to the Government's requirement. Buildings 3 and 4 (at Kelly Annex) are designated to become this type of facility. The Vindicator system is already in use at JBSA Lackland and the new system must be compatible with the existing force protection enterprise. Vindicator brand equipment may be found on the Non-Nuclear Intrusion Detection System (IDS) Equipment Approval list issued 14 August 2015 by Headquarters, United States Air Force/ A4S, Pentagon, which remains in effect. Physical security equipment installed in Buildings 3 and 4 must be on this approved list to meet Air Force security requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The original equipment manufacturer (OEM) confirmed that the company utilizes authorized dealers/installers who have been qualified by Honeywell. The OEM identified three (3) local small business sources who are thus qualified. All three local small businesses have been contacted and have indicated a willingness to quote this project, providing reasonable assurance of competition. The required system is not an end product from a qualifying country; DFARS 225.872, Contracting with qualifying country sources, does not apply. A combined synopsis/solicitation will be issued in accordance with FAR 12.603.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The government anticipates adequate price competition, which will establish fair and reasonable price in accordance with FAR 15.403-1(c)(1). Price analysis will be used to make this determination. If competition is not received, comparison of proposed price(s) to historical prices paid will be used in accordance with FAR 15.404-1(b)(2)(ii). Similar equipment with incidental installation has been purchased twice before by this contracting activity in the last eight (8) months. Quotes will be ranked by price and the lowest quote further evaluated for technical acceptability. If technically acceptable, award will be made. If technically unacceptable, award will be made to the next lowest priced quote that is technically acceptable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The OEM of the brand name products was contacted and authorized small business sources were thereby identified. In addition, these small business sources were contacted and their interest in the project confirmed. A combined synopsis/ solicitation will be issued in accordance with FAR 12.603.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None

X. List of sources, if any, that expressed interest in the acquisition.

Alamo Integrated Systems (cage code 012U2); Chris Wolf Inc. (cage code 43QU8); and Drake Consulting (cage code 5XL81).

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The contracting activity anticipates increased competition as compared to previous acquisitions by setting aside this acquisition for small businesses qualified by Honeywell. The 502d Contracting Squadron will continue to support the Air Force approved Non-Nuclear Intrusion Detection System (IDS) equipment list through its supply purchases. As part of market research for any future purchases, the 502d CONS will contact Honeywell to identify any new authorized distributors/ installers identified since the previous purchase.
